    Collective behavior and evolutionary games - An introduction

    This is an introduction to the special issue titled "Collective behavior and evolutionary games" that is in the making at Chaos, Solitons & Fractals. The term collective behavior covers many different phenomena in nature and society. From bird flocks and fish swarms to social movements and herding effects, it is the lack of a central planner that makes the spontaneous emergence of sometimes beautifully ordered and seemingly meticulously designed behavior all the more sensational and intriguing. The goal of the special issue is to attract submissions that identify unifying principles that describe the essential aspects of collective behavior, and which thus allow for a better interpretation and foster the understanding of the complexity arising in such systems. As the title of the special issue suggests, the later may come from the realm of evolutionary games, but this is certainly not a necessity, neither for this special issue, and certainly not in general.     The evolution of strategic timing in collective-risk dilemmas

    In collective-risk dilemmas, a group needs to collaborate over time to avoid a catastrophic event. This gives rise to a coordination game with many equilibria, including equilibria where no one contributes, and thus no measures against the catastrophe are taken. In this game, the timing of contributions becomes a strategic variable that allows individuals to interact and influence one another. Herein, we use evolutionary game theory to study the impact of strategic timing on equilibrium selection. Depending on the risk of catastrophe, we identify three characteristic regimes. For low risks, defection is the only equilibrium, whereas high risks promote equilibria with sufficient contributions. Intermediate risks pose the biggest challenge for cooperation. In this risk regime, the option to interact over time is critical; if individuals can contribute over several rounds, then the group has a higher chance to succeed, and the expected welfare increases.     Mitigating climate change effects involves strategic decisions by individuals that may choose to limit their emissions at a cost. Everyone shares the ensuing benefits and thereby individuals can free ride on the effort of others, which may lead to the tragedy of the commons. For this reason, climate action can be conveniently formulated in terms of Public Goods Dilemmas often assuming that a minimum collective effort is required to ensure any benefit, and that decision-making may be contingent on the risk associated with future losses. Here we investigate the impact of reward and punishment in this type of collective endeavors - coined as collective-risk dilemmas - by means of a dynamic, evolutionary approach. We show that rewards (positive incentives) are essential to initiate cooperation, mostly when the perception of risk is low. On the other hand, we find that sanctions (negative incentives) are instrumental to maintain cooperation. Altogether, our results are gratifying, given the a-priori limitations of effectively implementing sanctions in international agreements.     Effectiveness of conditional punishment for the evolution of public cooperation

    Collective actions, from city marathons to labor strikes, are often mass-driven and subject to the snowball effect. Motivated by this, we study evolutionary advantages of conditional punishment in the spatial public goods game. Unlike unconditional punishers who always impose the same fines on defectors, conditional punishers do so proportionally with the number of other punishers in the group. Phase diagrams in dependence on the punishment fine and cost reveal that the two types of punishers cannot coexist. Spontaneous coarsening of the two strategies leads to an indirect territorial competition with the defectors, which is won by unconditional punishers only if the sanctioning is inexpensive. Otherwise conditional punishers are the victors of the indirect competition, indicating that under more realistic conditions they are indeed the more effective strategy. Both continuous and discontinuous phase transitions as well as tricritical points characterize the complex evolutionary dynamics, which is due to multipoint interactions that are introduced by conditional punishment. We propose indirect territorial competition as a generally applicable mechanism relying on pattern formation, by means of which spatial structure can be utilized by seemingly subordinate strategies to avoid evolutionary extinction

    We study the evolution of cooperation in the collective-risk social dilemma game, where the risk is determined by a collective target that must be reached with individual contributions. All players initially receive endowments from the available amount of common resources. While cooperators contribute part of their endowment to the collective target, defectors do not. If the target is not reached, the endowments of all players are lost. In our model, we introduce a feedback between the amount of common resources and the contributions of cooperators. We show that cooperation can be sustained only if the common resources are preserved but never excessively abound. This, however, requires a delicate balance between the amount of common resources that initially exist, and the amount cooperators contribute to the collective target. Exceeding critical thresholds in either of the two amounts leads to loss of cooperation, and consequently to the depletion of common resources

    Evolution of conditional cooperation in collective-risk social dilemma with repeated group interactions

    The evolution and long-term sustenance of cooperation has consistently piqued scholarly interest across the disciplines of evolutionary biology and social sciences. Previous theoretical and experimental studies on collective risk social dilemma games have revealed that the risk of collective failure will affect the evolution of cooperation. In the real world individuals usually adjust their decisions based on environmental factors such as risk intensity and cooperation level. However, it is still not well understood how such conditional behaviors affect the evolution of cooperation in repeated group interactions scenario from a theoretical perspective. Here, we construct an evolutionary game model with repeated interactions, in which defectors decide whether to cooperate in subsequent rounds of the game based on whether the risk exceeds their tolerance threshold and whether the number of cooperators exceeds the collective goal in the early rounds of the game. We find that the introduction of conditional cooperation strategy can effectively promote the emergence of cooperation, especially when the risk is low. In addition, the risk threshold significantly affects the evolutionary outcomes, with a high risk promoting the emergence of cooperation. Importantly, when the risk of failure to reach collective goals exceeds a certain threshold, the timely transition from a defective strategy to a cooperative strategy by conditional cooperators is beneficial for maintaining high-level cooperation.Comment: Accepted by Proceedings of the Royal Society B-Biological Science

    Using Common-Pool Resource Principles to Design Local Government Fiscal Sustainability

    This article analyzes local government fiscal sustainability as a common-pool resource (CPR) problem. By comparing the experiences of Los Angeles County, San Bernardino City, and San Bernardino County, the analysis applies a framework developed from three decades of CPR research to show the importance of six micro-situational variables — communications with the full set of participants, known reputations of participants, high marginal per capita return, entry or exit capabilities, longer time horizon, and agreed-upon sanctioning capabilities — in shaping collective-action dynamics and building the trust and reciprocity among stakeholders needed for achieving fiscal sustainability. The underlying contextual conditions for these micro-situational variables vary based on specific socio-economic and political settings, but the findings suggest that institutions and processes can be designed based on several well-tested principles in CPR governance to encourage stakeholders to look beyond their immediate self-interests and to make decisions that account for the community’s long-term fiscal sustainability

    Recent project-management literature and high-profile disasters—the financial crisis, the BP Deepwater Horizon oil spill, and the Fukushima nuclear accident—illustrate the flaws of traditional risk models for complex projects. This research examines how various groups with interests in the Arctic offshore define risks. The findings link the wicked problem framework and the emerging paradigm of Project Management of the Second Order (PM-2). Wicked problems are problems that are unstructured, complex, irregular, interactive, adaptive, and novel. The authors synthesize literature on the topic to offer strategies for navigating wicked problems, provide new variables to deconstruct traditional risk models, and integrate objective and subjective schools of risk analysis

    Tax authorities’ interaction with taxpayers: A conception of compliance by power and trust.

    AbstractTax compliance represents a social dilemma in which the short-term self-interest to minimize tax payments is at odds with the collective long-term interest to provide sufficient tax funds for public goods. According to the Slippery Slope Framework, the social dilemma can be solved and tax compliance can be guaranteed by power of tax authorities and trust in tax authorities. The framework, however, remains silent on the dynamics between power and trust. The aim of the present theoretical paper is to conceptualize the dynamics between power and trust by differentiating coercive and legitimate power and reason-based and implicit trust. Insights into this dynamic are derived from an integration of a wide range of literature such as on organizational behavior and social influence. Conclusions on the effect of the dynamics between power and trust on the interaction climate between authorities and individuals and subsequent individual motivation of cooperation in social dilemmas such as tax contributions are drawn. Practically, the assumptions on the dynamics can be utilized by authorities to increase cooperation and to change the interaction climate from an antagonistic climate to a service and confidence climate
