    Editors Note: Urban redevelopment has seen a dramatic revitalization in the last two decades, especially with the creation of Community Development Corporations (CDCs) and HOPE IV. Unfortunately, successful development in Urban environments are still more the exception then the rule. While many major cities have seen a dramatic revitalization of their urban cores, the creation of low and moderate income housing solutions have dramatically lagged the overall booming housing market Many of the failures of CDCs to successfully develop can be traced directly to the long standing complaint that the funding process is too lengthy and too complicated. In addition the entire process is often bogged down in the capricious administration of government funding programs.     A rehabilitation program for lung cancer patients during postthoracotomy chemotherapy

    Objective: The objective of this pilot study was to describe the effects of a 16-week home-based rehabilitative exercise program on cancer-related fatigue (CRF), other symptoms, functional status, and quality of life (QOL) for patients with non-small cell lung cancer (NSCLC) after thoracotomy starting within days after hospital discharge and continuing through the initiation and completion of chemotherapy. Materials and methods: Five patients with NSCLC completed the Brief Fatigue Inventory (measuring CRF severity) and the MD Anderson Symptom Inventory (measuring symptom severity) before and after thoractomy, and at the end of each week of the 16-week exercise program. Additionally, the Medical Outcomes Study Short Form-36 (measuring physical and mental functional status) and the Quality of Life Index (measuring QOL) were completed before and after thoracotomy, after weeks 3, 6, 12, and 16 (the end of the exercise program). Further, the 6-minute walk test (measuring functional capacity) was administered before thoracotomy, prior to the initiation of chemotherapy and/or radiation therapy, and at the end of the 16-week exercise program, after completion of chemotherapy. Results: Participants had a mean age of 63 years and a mean of five comorbid conditions; the exercise program was initiated within 4 days after hospital discharge. Participants\u27 CRF severity scores were reduced to mild levels, while the mean number of symptoms decreased from 9 postthoracotomy to 6 after the exercise program, with mean levels of severity and interference decreasing to below prethoracotomy levels. Likewise, participants\u27 functional status and QOL after completing the exercise program improved to near or above prethoracotomy levels. Conclusion: The home-based, light-intensity exercise program for NSCLC patients receiving and completing adjuvant chemotherapy postthoracotomy showed promising trends in improving CRF severity, other symptom severity, functional status, and QOL. Further testing via a two-arm randomized controlled trial is being conducted

    Voluntary business engagement in climate change: A study of the ClimateWise Principles

    There is an expectation that the insurance sector should be leading business efforts in responding to climate change due to their inherent exposure to increasing risks. However, insurance companies normally operate on a one year time horizon - underwriting risks through policies which change each year to reflect new knowledge of these risks. The ClimateWise principles is a voluntary initiative of the insurance sector that was launched in 2007 to provide a basis for insurance companies to engage with climate change risks. This paper introduces the ClimateWise initiative and explores progress made since its launch. The paper presents new knowledge on whether this voluntary initiative provides a useful structure for the insurance sector in responding to the challenge of climate change. It finds that while the insurance sector has engaged with climate change, there is much more to do and we welcome the recent changes to ClimateWise that more accurately reflect this. The paper concludes that ClimateWise has been a useful initiative for the insurance companies and as a potential benchmark for the sector it offers some value. However, ClimateWise has not provided a strong enough engagement across the sector to embed climate action into business decisions

    Discriminating Between the Physical Processes that Drive Spheroid Size Evolution

    Massive galaxies at high-z have smaller effective radii than those today, but similar central densities. Their size growth therefore relates primarily to the evolving abundance of low-density material. Various models have been proposed to explain this evolution, which have different implications for galaxy, star, and BH formation. We compile observations of spheroid properties as a function of redshift and use them to test proposed models. Evolution in progenitor gas-richness with redshift gives rise to initial formation of smaller spheroids at high-z. These systems can then evolve in apparent or physical size via several channels: (1) equal-density 'dry' mergers, (2) later major or minor 'dry' mergers with less-dense galaxies, (3) adiabatic expansion, (4) evolution in stellar populations & mass-to-light-ratio gradients, (5) age-dependent bias in stellar mass estimators, (6) observational fitting/selection effects. If any one of these is tuned to explain observed size evolution, they make distinct predictions for evolution in other galaxy properties. Only model (2) is consistent with observations as a dominant effect. It is the only model which allows for an increase in M_BH/M_bulge with redshift. Still, the amount of merging needed is larger than that observed or predicted. We therefore compare cosmologically motivated simulations, in which all these effects occur, & show they are consistent with all the observational constraints. Effect (2), which builds up an extended low-density envelope, does dominate the evolution, but effects 1,3,4, & 6 each contribute ~20% to the size evolution (a net factor ~2).     Measurement of Rb in e+e- Collisions at 182 - 209 GeV

    Measurements of Rb, the ratio of the bbbar cross-section to the qqbar cross- section in e+e- collisions, are presented. The data were collected by the OPAL experiment at LEP at centre-of-mass energies between 182 GeV and 209 GeV. Lepton, lifetime and event shape information is used to tag events containing b quarks with high efficiency. The data are compatible with the Standard Model expectation. The mean ratio of the eight measurements reported here to the Standard Model prediction is 1.055+-0.031+-0.037, where the first error is statistical and the second systematic.Comment: 21 pages, 5 figures, Submitted to Phys.     Measurement of the partial widths of the Z into up- and down-type quarks

    Using the entire OPAL LEP1 on-peak Z hadronic decay sample, Z -> qbarq gamma decays were selected by tagging hadronic final states with isolated photon candidates in the electromagnetic calorimeter. Combining the measured rates of Z -> qbarq gamma decays with the total rate of hadronic Z decays permits the simultaneous determination of the widths of the Z into up- and down-type quarks. The values obtained, with total errors, were Gamma u = 300 ^{+19}_{-18} MeV and Gamma d = 381 ^{+12}_{-12} MeV.     Genuine Correlations of Like-Sign Particles in Hadronic Z0 Decays

    Correlations among hadrons with the same electric charge produced in Z0 decays are studied using the high statistics data collected from 1991 through 1995 with the OPAL detector at LEP. Normalized factorial cumulants up to fourth order are used to measure genuine particle correlations as a function of the size of phase space domains in rapidity, azimuthal angle and transverse momentum. Both all-charge and like-sign particle combinations show strong positive genuine correlations. One-dimensional cumulants initially increase rapidly with decreasing size of the phase space cells but saturate quickly. In contrast, cumulants in two- and three-dimensional domains continue to increase. The strong rise of the cumulants for all-charge multiplets is increasingly driven by that of like-sign multiplets. This points to the likely influence of Bose-Einstein correlations. Some of the recently proposed algorithms to simulate Bose-Einstein effects, implemented in the Monte Carlo model PYTHIA, are found to reproduce reasonably well the measured second- and higher-order correlations between particles with the same charge as well as those in all-charge particle multiplets.Comment: 26 pages, 6 figures, Submitted to Phys.     WW Production Cross Section and W Branching Fractions in e+e- Collisions at 189 GeV

    From a data sample of 183 pb^-1 recorded at a center-of-mass energy of roots = 189 GeV with the OPAL detector at LEP, 3068 W-pair candidate events are selected. Assuming Standard Model W boson decay branching fractions, the W-pair production cross section is measured to be sigmaWW = 16.30 +- 0.34(stat.) +- 0.18(syst.) pb. When combined with previous OPAL measurements, the W boson branching fraction to hadrons is determined to be 68.32 +- 0.61(stat.) +- 0.28(syst.) % assuming lepton universality.     A measurement of the tau mass and the first CPT test with tau leptons

    We measure the mass of the tau lepton to be 1775.1+-1.6(stat)+-1.0(syst.) MeV using tau pairs from Z0 decays. To test CPT invariance we compare the masses of the positively and negatively charged tau leptons. The relative mass difference is found to be smaller than 3.0 10^-3 at the 90% confidence level.Comment: 10 pages, 4 figures, Submitted to Phys. Letts.

    Measurement of the B0 Lifetime and Oscillation Frequency using B0->D*+l-v decays

    The lifetime and oscillation frequency of the B0 meson has been measured using B0->D*+l-v decays recorded on the Z0 peak with the OPAL detector at LEP. The D*+ -> D0pi+ decays were reconstructed using an inclusive technique and the production flavour of the B0 mesons was determined using a combination of tags from the rest of the event. The results t_B0 = 1.541 +- 0.028 +- 0.023 ps, Dm_d = 0.497 +- 0.024 +- 0.025 ps-1 were obtained, where in each case the first error is statistical and the second systematic.Comment: 17 pages, 4 figures, submitted to Phys.
