Coastal Cultural Heritage Protection in the United States, France and the United Kingdom
Exacerbated by climate change, sea levels are rising rapidly. This poses a significant, immediate threat to coastal or riverine urban areas and the tangible cultural heritage (e.g. artifacts, buildings, monuments, archaeological sites) that makes them unique. Protecting coastal cultural resources from climate change is quickly becoming a global priority, and comparing cultural heritage laws designed to protect historic resources in coastal areas from several countries may illuminate potential paths forward. Following a brief discussion of the economic and public health benefits arising from the protection of cultural heritage, this article describes, examines, and compares the legal frameworks through which the United States, France, and the United Kingdom address cultural heritage protection in coastal areas. Several case studies from each country are also presented to demonstrate different preservation initiatives

A List of Galaxies for Gravitational Wave Searches
We present a list of galaxies within 100 Mpc, which we call the Gravitational
Wave Galaxy Catalogue (GWGC), that is currently being used in follow-up
searches of electromagnetic counterparts from gravitational wave searches. Due
to the time constraints of rapid follow-up, a locally available catalogue of
reduced, homogenized data is required. To achieve this we used four existing
catalogues: an updated version of the Tully Nearby Galaxy Catalog, the Catalog
of Neighboring Galaxies, the V8k catalogue and HyperLEDA. The GWGC contains
information on sky position, distance, blue magnitude, major and minor
diameters, position angle, and galaxy type for 53,255 galaxies. Errors on these
quantities are either taken directly from the literature or estimated based on
our understanding of the uncertainties associated with the measurement method.
By using the PGC numbering system developed for HyperLEDA, the catalogue has a
reduced level of degeneracies compared to catalogues with a similar purpose and
is easily updated. We also include 150 Milky Way globular clusters. Finally, we
compare the GWGC to previously used catalogues, and find the GWGC to be more
complete within 100 Mpc due to our use of more up-to-date input catalogues and

B Cells Regulate Neutrophilia during Mycobacterium tuberculosis Infection and BCG Vaccination by Modulating the Interleukin-17 Response
We have previously demonstrated that B cells can shape the immune response to Mycobacterium tuberculosis, including the level of neutrophil infiltration and granulomatous inflammation at the site of infection. The present study examined the mechanisms by which B cells regulate the host neutrophilic response upon exposure to mycobacteria and how neutrophilia may influence vaccine efficacy. To address these questions, a murine aerosol infection tuberculosis (TB) model and an intradermal (ID) ear BCG immunization mouse model, involving both the μMT strain and B cell-depleted C57BL/6 mice, were used. IL (interleukin)-17 neutralization and neutrophil depletion experiments using these systems provide evidence that B cells can regulate neutrophilia by modulating the IL-17 response during M. tuberculosis infection and BCG immunization. Exuberant neutrophilia at the site of immunization in B cell-deficient mice adversely affects dendritic cell (DC) migration to the draining lymph nodes and attenuates the development of the vaccine-induced Th1 response. The results suggest that B cells are required for the development of optimal protective anti-TB immunity upon BCG vaccination by regulating the IL-17/neutrophilic response. Administration of sera derived from M. tuberculosis-infected C57BL/6 wild-type mice reverses the lung neutrophilia phenotype in tuberculous μMT mice. Together, these observations provide insight into the mechanisms by which B cells and humoral immunity modulate vaccine-induced Th1 response and regulate neutrophila during M. tuberculosis infection and BCG immunization. © 2013 Kozakiewicz et al
Temporal context and conditional associative learning
<p>Abstract</p> <p>Background</p> <p>We investigated how temporal context affects the learning of arbitrary visuo-motor associations. Human observers viewed highly distinguishable, fractal objects and learned to choose for each object the one motor response (of four) that was rewarded. Some objects were consistently preceded by specific other objects, while other objects lacked this task-irrelevant but predictive context.</p> <p>Results</p> <p>The results of five experiments showed that predictive context consistently and significantly accelerated associative learning. A simple model of reinforcement learning, in which three successive objects informed response selection, reproduced our behavioral results.</p> <p>Conclusions</p> <p>Our results imply that not just the representation of a current event, but also the representations of past events, are reinforced during conditional associative learning. In addition, these findings are broadly consistent with the prediction of attractor network models of associative learning and their prophecy of a persistent representation of past objects.</p
Reciprocal influence of the p53 and the hypoxic pathways
When cells sense a decrease in oxygen availability (hypoxia), they develop adaptive responses in order to sustain this condition and survive. If hypoxia lasts too long or is too severe, the cells eventually die. Hypoxia is also known to modulate the p53 pathway, in a manner dependent or not of HIF-1 (hypoxia-inducible factor-1), the main transcription factor activated by hypoxia. The p53 protein is a transcription factor, which is rapidly stabilised by cellular stresses and which has a major role in the cell responses to these stresses. The aim of this review is to compile what has been reported until now about the interconnection between these two important pathways. Indeed, according to the cell line, the severity and the duration of hypoxia, oxygen deficiency influences very differently p53 protein level and activity. Conversely, p53 is also described to affect HIF-1α stability, one of the two subunits of HIF-1, and HIF-1 activity. The direct and indirect interactions between HIF-1α and p53 are described as well as the involvement in this complex network of their respective ubiquitin ligases von Hippel Lindau protein and murine double minute 2. Finally, the synergistic or antagonistic effects of p53 and HIF-1 on some important cellular pathways are discussed
A lambda = 1.3 mm and 2 mm molecular line survey towards M82
We study the chemical complexity towards the central parts of the starburst
galaxy M82, and investigate the role of certain molecules as tracers of the
physical processes in the galaxy circumnuclear region. We carried out a
spectral line survey with the IRAM-30m telescope towards the northeastern
molecular lobe of M82. It covers the frequency range between 129.8 GHz and
175.0 GHz in the 2 mm atmospheric window, and between 241.0 GHz and 260.0 GHz
in the 1.3 mm atmospheric window. Sixty-nine spectral features corresponding to
18 different molecular species are identified. In addition, three hydrogen
recombination lines are detected. The species NO, H2S, H2CS, NH2CN, and CH3CN
are detected for the first time in this galaxy. Assuming local thermodynamic
equilibrium, we determine the column densities of all the detected molecules.
We also calculated upper limits to the column densities of fourteen other
important, but undetected, molecules, such as SiO, HNCO, or OCS. We compare the
chemical composition of the two starburst galaxies M82 and NGC253. This
comparison enables us to establish the chemical differences between the
products of the strong photon-dominated regions (PDRs) driving the heating in
M82, and the large-scale shocks that influence the properties of the molecular
clouds in the nucleus of NGC253. Overall, both sources have different chemical
compositions. Some key molecules highlight the different physical processes
dominating both central regions. Examples include CH3CCH, c-C3H2, or CO+, the
abundances of which are clearly higher in M82 than in NGC253, pointing at
photodissociating regions. On the other hand, species such as CH2NH, NS, SiO,
and HOCO+ have abundances of up to one order of magnitude higher in NGC253 than

Differences in the carcinogenic evaluation of glyphosate between the International Agency for Research on Cancer (IARC) and the European Food Safety Authority (EFSA)
The International Agency for Research on Cancer (IARC) Monographs Programme identifies chemicals, drugs, mixtures, occupational exposures, lifestyles and personal habits, and physical and biological agents that cause cancer in humans and has evaluated about 1000 agents since 1971. Monographs are written by ad hoc Working Groups (WGs) of international scientific experts over a period of about 12 months ending in an eight-day meeting. The WG evaluates all of the publicly available scientific information on each substance and, through a transparent and rigorous process,1 decides on the degree to which the scientific evidence supports that substance's potential to cause or not cause cancer in humans. For Monograph 112,2 17 expert scientists evaluated the carcinogenic hazard for four insecticides and the herbicide glyphosate.3 The WG concluded that the data for glyphosate meet the criteria for classification as a probable human carcinogen. The European Food Safety Authority (EFSA) is the primary agency of the European Union for risk assessments regarding food safety. In October 2015, EFSA reported4 on their evaluation of the Renewal Assessment Report5 (RAR) for glyphosate that was prepared by the Rapporteur Member State, the German Federal Institute for Risk Assessment (BfR). EFSA concluded that ?glyphosate is unlikely to pose a carcinogenic hazard to humans and the evidence does not support classification with regard to its carcinogenic potential?. Addendum 1 (the BfR Addendum) of the RAR5 discusses the scientific rationale for differing from the IARC WG conclusion. Serious flaws in the scientific evaluation in the RAR incorrectly characterise the potential for a carcinogenic hazard from exposure to glyphosate. Since the RAR is the basis for the European Food Safety Agency (EFSA) conclusion,4 it is critical that these shortcomings are corrected
