    Characterising policy responses to complex socio-ecological problems: 60 fire management interventions in Indonesian peatlands

    © 2019 Governance of complex socio-ecological problems such as climate change, deforestation, and chronic wildfires is becoming “messier”. Theory and case study evidence suggest that “messy” institutional characteristics like non- government involvement and multi-level decision-making can improve social and environmental outcomes. However, these characteristics still lack systematic documentation, and there have been few efforts to systematically characterize and compare the interventions associated with them. We examined 60 fire management interventions (FMI) undertaken between 1999 and 2016 in response to Indonesia's disastrous peatland fires. We documented their institutional characteristics (i.e., lead sector, multi-level character) and compared their design across institutional types, focusing on design attributes associated with performance such as targeting to high-risk soil types, landholders, and time periods, and the use and design of incentives. We found gaps between scientific recommendations and practice when it came to intervention targeting. However, industry FMI were more likely to employ nuanced targeting among landholders. Government, industry, and civil society adopted differing intervention strategies, including notable differences in the design of incentives. These findings provide the groundwork for research comparing intervention outcomes between institutional types.     The REDD+ policy arena in Vietnam: participation of policy actors

    Reducing emissions from deforestation and degradation (REDD+) has gained increasing global attention because of its potential to reduce carbon emissions and improve forest governance. Reducing emissions from deforestation and degradation requires successful inclusive decision making and accountability. However, there have been limited empirical studies that examine the effectiveness of the current participatory mechanism used in REDD+. Our research analyzes the participation of policy actors in the development of the REDD+ instrument in Vietnam. We are interested in how the political context and the different interests of actors influence the degree of participation in national REDD+ policy decision making. We explored participation through the analysis of the mechanisms, e.g., how actors involve and participate in decision making, and dynamics of participation, e.g., highly centralized policy event vs. donor led event. The study aims to answer three research questions: (1) Who is involved in national REDD+ policy making and what are their interests in participating in core political events? (2) What level of participation do the different political actors have in core political events? and (3) To what extent do the outcomes, e.g., regulations and strategies, of REDD+ policy events incorporate different preferences of policy actors? Our findings highlighted the dominant role of government agencies in REDD+ policy making, which leaves limited political space for nonstate actors, e.g., NGOs and civil society organizations (CSOs), in Vietnam to exert an influence on the final policy outputs. Even in this highly centralized context, however, we found evidence to suggest that some political space in decision making is given to nonstate actors. Within this space, such actors are able to propose alternative policy options. Ensuring inclusive decision making and accountability in the Vietnam context requires a shift in current governance from traditional top-down approaches to a more participatory form of decision making

    REDD+ policy networks: exploring actors and power structures in an emerging policy domain

    Policy making is often neither rational nor solution-oriented, but driven by negotiations of interests of multiple actors that increasingly tend to take place in policy networks. Such policy networks integrate societal actors beyond the state, which all aim, to different degrees, at influencing ongoing policy processes and outcomes. Reducing Emissions from Deforestation and Forest Degradation (REDD+) can be considered as such an emerging policy domain, in which actors cooperate and conflict in network structures, build coalitions and try to control information and finance flows relevant for REDD+ decision making. This special feature is the result of an extensive comparative research effort to investigate national level REDD+ policy processes and emerging policy networks. This unique collection of seven country cases and a comparative study provides evidence on how power, coalitions, and different interactions among actors in policy networks enable the transformational change required for an effective, efficient, and equitable national REDD+ design. However, as we will see in most of the cases, where the dominant coalitions fail to tackle the drivers of deforestation and forest degradation, they also hinder such major policy reforms required for REDD+. The aim of this editorial serves four purposes: first, we provide an argument about “why” policy network analysis is highly relevant to the study of REDD+ policy processes; second, we explain “how” policy network analysis is used in this special feature to investigate policy processes in this domain; and third, we explore the “so what?” or how a policy network lens helps us understand the political opportunities and challenges for REDD+. Finally, we provide an outlook for the relevance and future research design of policy network analysis when applied to REDD+ and to policy network structures more broadly

    Perceptions across scales of governance and the Indonesian peatland fires

    Across leading environmental challenges—fire management, climate change, deforestation – there is growing awareness of the need to better account for diverse stakeholder perceptions across complex, multi-level governance arrangements. Perceptions often condition behavior, compliance and engagement in ways that impact environmental outcomes. We illustrate the importance of, and approaches to, examining perceptions across scales of governance (e.g. international, national, local) and sectors (e.g. civil society, government, corporate) through the example of Indonesian peatland fires. Peatlands are crucial global carbon stocks threatened by land use change and fire and subject to a range of policy interventions that affect many different stakeholder groups. Peatland drainage and conversion to plantation agriculture has been associated with severe, uncontrolled peat fires that present significant climate, public health and economic risks. Peatland fire management has become a domestic and international priority, spurring intensely contentious debates, policies and legal proceedings. Previous fire management interventions (FMI) are numerous yet have suffered widespread implementation failures. Against this backdrop, our manuscript provides a thematically and methodologically novel analysis of how diverse stakeholders, from local farmers to international policy makers, perceive peatland fires in terms of, i) how they prioritize the associated benefits and burdens, and ii) the perceived effectiveness of FMI. We adopt an innovative application of Q method to provide needed insights that serve to quantify the areas of contention and consensus that exist among the stakeholders and their multi-dimensional perspectives. We show that many of the contemporary FMI were perceived as among the most effective interventions overall, but were also the most controversial between groups. Clear consensus areas were related to the shared concerns for the local health impacts and the potential of government support for fire-free alternatives as a solution pathway. Improved understanding of stakeholder perceptions has potential to: give voice to marginalized communities; enable transparent mediation of diverse priorities; inform public education campaigns, and shape future policy and governance arrangements

    Does the Establishment of Sustainable Use Reserves Affect Fire Management in the Humid Tropics?

    Tropical forests are experiencing a growing fire problem driven by climatic change, agricultural expansion and forest degradation. Protected areas are an important feature of forest protection strategies, and sustainable use reserves (SURs) may be reducing fire prevalence since they promote sustainable livelihoods and resource management. However, the use of fire in swidden agriculture, and other forms of land management, may be undermining the effectiveness of SURs in meeting their conservation and sustainable development goals. We analyse MODIS derived hot pixels, TRMM rainfall data, Terra-Class land cover data, socio-ecological data from the Brazilian agro-census and the spatial extent of rivers and roads to evaluate whether the designation of SURs reduces fire occurrence in the Brazilian Amazon. Specifically, we ask (1) a. Is SUR location (i.e., de facto) or (1) b. designation (i.e. de jure) the driving factor affecting performance in terms of the spatial density of fires?, and (2), Does SUR creation affect fire management (i.e., the timing of fires in relation to previous rainfall)? We demonstrate that pre-protection baselines are crucial for understanding reserve performance. We show that reserve creation had no discernible impact on fire density, and that fires were less prevalent in SURs due to their characteristics of sparser human settlement and remoteness, rather than their status de jure. In addition, the timing of fires in relation to rainfall, indicative of local fire management and adherence to environmental law, did not improve following SUR creation. These results challenge the notion that SURs promote environmentally sensitive fire-management, and suggest that SURs in Amazonia will require special attention if they are to curtail future accidental wildfires, particularly as plans to expand the road infrastructure throughout the region are realised. Greater investment to support improved fire management by farmers living in reserves, in addition to other fire users, will be necessary to help ameliorate these threats

    Putting the pieces together: Integration for forest landscape restoration implementation

The concept of forest landscape restoration (FLR) is being widely adopted around the globe by governmental, non-governmental agencies, and the private sector, all of whom see FLR as an approach that contributes to multiple global sustainability goals. Originally, FLR was designed with a clearly integrative dimension across sectors, stakeholders, space and time, and in particular across the natural and social sciences. Yet, in practice, this integration remains a challenge in many FLR efforts. Reflecting this lack of integration are the continued narrow sectoral and disciplinary approaches taken by forest restoration projects, often leading to marginalisation of the most vulnerable populations, including through land dispossessions. This article aims to assess what lessons can be learned from other associated fields of practice for FLR implementation. To do this, 35 scientists came together to review the key literature on these concepts to suggest relevant lessons and guidance for FLR. We explored the following large-scale land use frameworks or approaches: land sparing/land sharing, the landscape approach, agroecology, and socio-ecological systems. Also, to explore enabling conditions to promote integrated decision making, we reviewed the literature on understanding stakeholders and their motivations, tenure and property rights, polycentric governance, and integration of traditional and Western knowledge. We propose lessons and guidance for practitioners and policymakers on ways to improve integration in FLR planning and implementation. Our findings highlight the need for a change in decision-making processes for FLR, better understanding of stakeholder motivations and objectives for FLR, and balancing planning with flexibility to enhance social–ecological resilience.The Frank Jackson Foundatio

    Plural valuation of nature for equity and sustainability: Insights from the Global South

    Plural valuation is about eliciting the diverse values of nature articulated by different stakeholders in order to inform decision making and thus achieve more equitable and sustainable outcomes. We explore what approaches align with plural valuation on the ground, as well as how different social-ecological contexts play a role in translating plural valuation into decisions and outcomes. Based on a co-constructed analytical approach relying on empirical information from ten cases from the Global South, we find that plural valuation contributes to equitable and sustainable outcomes if the valuation process: 1) is based on participatory value elicitation approaches; 2) is framed with a clear action-oriented purpose; 3) provides space for marginalized stakeholders to articulate their values in ways that can be included in decisions; 4) is used as a tool to identify and help reconcile different cognitive models about human-nature relations; and 5) fosters open communication and collaboration among stakeholders. We also find that power asymmetries can hinder plural valuation. As interest and support for undertaking plural valuation grows, a deeper understanding is needed regarding how it can be adapted to different purposes, approaches, and social-ecological contexts in order to contribute to social equity and sustainability

    Framing REDD+ in the Brazilian national media: how discourses evolved amid global negotiation uncertainties

    Reducing emissions from deforestation and degradation (REDD+) in tropical countries is an important and contested element of the post-Kyoto climate regime. For policy options which generate controversy between diverse actor groups, such as REDD+, mass media plays an important role in defining and supporting policy possibilities. Analysis of the way in which national media frames issues of climate change and deforestation can offer insights into the nature of the contested domains of the REDD+ policy process. Here, we examine the Brazilian national media discourses surrounding REDD+ because it contributes to setting the tone of policy debates at the federal level. Specifically, we ask the following: (i) How was REDD+ portrayed in the Brazilian national print media and whose opinions and perceptions were represented? and (ii) How have media frames on REDD+ in the national print media changed over time? Our results contribute with new knowledge for understanding the observed progress of REDD+ in Brazil. We identify two main themes that dominate the focus in the national media coverage of REDD+, specifically “politics and policymaking” (representing half the coverage) and “economics and market” (with over a third). Results show that discussions around carbon markets were amongst the most contested and that optimism in relation to REDD+ effectiveness declined over time. The analysis suggests that positions adopted on the national REDD+ strategy were shaped by state and federal collision of interests. We demonstrate an evolution of national concerns from an initial focus on efficiency (e.g. finance and carbon markets) to a recentred focus on equity issues (e.g. implementation of safeguards). We conclude with some thoughts on the implications of these features for REDD+ interventions and implementation in Brazil
