    Extending Ethnocracy: Reflections and Suggestions

    As prelude to the special issue, this short piece reflects on the scholarly origins of the 'ethnocracy' concept, and comments on the arguments made by James Anderson's insightful opening article. It then outlines several concepts developed in the author's own work in later years as 'offsprings' of ethnocracy. Finally, it answers the challenge raised by Anderson by suggesting future theoretical, conceptual and empirical directions for research into ethnocratic dynamics on urban, state and global scales

    On handling urban informality in southern Africa

    In this article I reconsider the handling of urban informality by urban planning and management systems in southern Africa. I argue that authorities have a fetish about formality and that this is fuelled by an obsession with urban modernity. I stress that the desired city, largely inspired by Western notions of modernity, has not been and cannot be realized. Using illustrative cases of top–down interventions, I highlight and interrogate three strategies that authorities have deployed to handle informality in an effort to create or defend the modern city. I suggest that the fetish is built upon a desire for an urban modernity based on a concept of formal order that the authorities believe cannot coexist with the “disorder” and spatial “unruliness” of informality. I question the authorities' conviction that informality is an abomination that needs to be “converted”, dislocated or annihilated. I conclude that the very configuration of urban governance and socio-economic systems in the region, like the rest of sub-Saharan Africa, renders informality inevitable and its eradication impossible

    Planning in Turbulent Times: Exploring Planners' Agency in Jerusalem

    This article explores the role of planning in the deeply divided and politically polarized context of Jerusalem. The overall argument developed throughout the article is that the relation between planning and politics is a non-hierarchical set of interactions, negotiated within specific historical, geographical, legal and cultural contexts in other words, orders don't come down from the politicians to be slavishly followed by planners. In this respect our findings, based on in-depth interviews with Israeli planners, suggest that the case of Jerusalem represents a particularly dramatic illustration of the fact that the function of planning expertise can only be understood in relation to the surrounding socio-political environment. Furthermore, contrary to conventional wisdom, planners in Jerusalem are not destined to either complicity or irrelevance in the face of political imperatives; planners' agency, however, does not simply reflect their mastery of specific professional knowledge and tools, but also their ability to act strategically in relation to the context in which they operate. © 2016 Urban Research Publications Limite
