    The analytical framework of water and armed conflict: a focus on the 2006 Summer War between Israel and Lebanon

    This paper develops an analytical framework to investigate the relationship between water and armed conflict, and applies it to the ‘Summer War’ of 2006 between Israel and Lebanon (Hezbollah). The framework broadens and deepens existing classifications by assessing the impact of acts of war as indiscriminate or targeted, and evaluating them in terms of international norms and law, in particular International Humanitarian Law (IHL). In the case at hand, the relationship is characterised by extensive damage in Lebanon to drinking water infrastructure and resources. This is seen as a clear violation of the letter and the spirit of IHL, while the partial destruction of more than 50 public water towers compromises water rights and national development goals. The absence of pre-war environmental baselines makes it difficult to gauge the impact on water resources, suggesting a role for those with first-hand knowledge of the hostilities to develop a more effective response before, during, and after armed conflict

    Factors Influencing Post-disaster Reconstruction Project Management for Housing Provision in the Gaza Strip, Occupied Palestinian Territories

    In the Occupied Palestinian Territories, the Gaza Strip has suffered regular cycles of reconstruction due to systematic destruction during Israeli military operations, as in 2006, 2008–2009, 2012, and 2014. In this context of ongoing conflict this article aims to identify, rank, and discuss the most important factors influencing post-disaster reconstruction project management (PDRPM) for housing in the Gaza Strip. A set of key factors that influence PDRPM were assembled as a result of a global literature review. A questionnaire survey was conducted, and the obtained data were analyzed using a relative importance index for each PDRPM factor. Findings are presented in six groups: housing approaches, organizational behavior, project funding, supply chain and logistics, communication and coordination, and PDRPM context. Findings indicate that the most significant factors that influence PDRPM for housing provision in the Gaza Strip are related to issues associated with financial resources. It is critical that sufficient funding should be available in order to allow organizations to undertake housing projects in an effective and efficient way. Joint efforts are required from international donors and local organizations in order to effectively manage financial resources with the ultimate goal of improving PDRPM for housing provision

    Solar greenhouse technology for food security: A case study from Humla District, NW Nepal

    Food security is a significant issue for many people who live in remote mountain areas around the world. Most of these people are also poor because of the lack of opportunity to earn cash. Malnutrition is common because the harsh climate restricts production and access to fresh food. Simple conventional greenhouses can provide some improvement of growing conditions, but the benefits are limited because of the high heat losses from these structures. Solar greenhouses, however, which are designed to store some of the heat generated within the structure can overcome these limitations. This article describes the experiences of a nongovernmental organization that has been introducing community and family-owned solar greenhouses into the remote villages of Humla, a mountainous district of northwest Nepal prone to food insecurity. The overall result has been positive. Family-owned greenhouses, which avoid the issues of community ownership and operation, have been more successful. A validated computer model based on the first solar greenhouse has been used to predict the thermal performance of a new family-sized design. Training and education are vital to the success of solar greenhouse technology in remote mountain areas
