Loss and waste in fish value chains: A review of the evidence from low and middle-income countries
Abstract This paper reviews the literature assessing fish waste and loss in low- and middle-income countries. We find significant variation in estimates of loss in different parts of the value chain, due in part to the diversity in approaches used to measure it. Studies of physical and nutritional loss are more common than those of quality or market force loss although nutritional loss has largely been studied with experimental rather than field-based approaches. Research gaps include the need for robust impact assessments of interventions to reduce fish loss and waste for consumers and actors and studies assessing the extent of loss affecting men and women differently. Standardized approaches are needed to accurately quantify loss in its various forms

The Timing System of LIGO Discoveries
LIGO's mission critical timing system has enabled gravitational wave and
multi-messenger astrophysical discoveries as well as the rich science
extracted. Achieving optimal detector sensitivity, detecting transient
gravitational waves, and especially localizing gravitational wave sources, the
underpinning of multi-messenger astrophysics, all require proper gravitational
wave data time-stamping. Measurements of the relative arrival times of
gravitational waves between different detectors allow for coherent
gravitational wave detections, localization of gravitational wave sources, and
the creation of skymaps. The carefully designed timing system achieves these
goals by mitigating phase noise to avoid signal up-conversion and maximize
gravitational wave detector sensitivity. The timing system also redundantly
performs self-calibration and self-diagnostics in order to ensure reliable,
extendable, and traceable time stamping. In this paper, we describe and
quantify the performance of these core systems during the latest O3 scientific
run of LIGO, Virgo, and KAGRA. We present results of the diagnostic checks done
to verify the time-stamping for individual gravitational wave events observed
during O3 as well as the timing system performance for all of O3 in LIGO
Livingston and LIGO Hanford. We find that, after 3 observing runs, the LIGO
timing system continues to reliably meet mission requirements of timing
precision below 1 s with a significant safety margin.Comment: 11 pages, 8 figure
The EMBRACE web service collection
The EMBRACE (European Model for Bioinformatics Research and Community Education) web service collection is the culmination of a 5-year project that set out to investigate issues involved in developing and deploying web services for use in the life sciences. The project concluded that in order for web services to achieve widespread adoption, standards must be defined for the choice of web service technology, for semantically annotating both service function and the data exchanged, and a mechanism for discovering services must be provided. Building on this, the project developed: EDAM, an ontology for describing life science web services; BioXSD, a schema for exchanging data between services; and a centralized registry (http://www.embraceregistry.net) that collects together around 1000 services developed by the consortium partners. First narrow-band search for continuous gravitational waves from known pulsars in advanced detector data
Spinning neutron stars asymmetric with respect to their rotation axis are potential sources of
continuous gravitational waves for ground-based interferometric detectors. In the case of known pulsars a
fully coherent search, based on matched filtering, which uses the position and rotational parameters
obtained from electromagnetic observations, can be carried out. Matched filtering maximizes the signalto-
noise (SNR) ratio, but a large sensitivity loss is expected in case of even a very small mismatch
between the assumed and the true signal parameters. For this reason, narrow-band analysis methods have
been developed, allowing a fully coherent search for gravitational waves from known pulsars over a
fraction of a hertz and several spin-down values. In this paper we describe a narrow-band search of
11 pulsars using data from Advanced LIGO’s first observing run. Although we have found several initial
outliers, further studies show no significant evidence for the presence of a gravitational wave signal.
Finally, we have placed upper limits on the signal strain amplitude lower than the spin-down limit for 5 of
the 11 targets over the bands searched; in the case of J1813-1749 the spin-down limit has been beaten for
the first time. For an additional 3 targets, the median upper limit across the search bands is below the
spin-down limit. This is the most sensitive narrow-band search for continuous gravitational waves carried
out so far
Keck Planet Finder: design updates
The Keck Planet Finder (KPF) is a fiber-fed, high-resolution, high-stability spectrometer in development at the UC Berkeley Space Sciences Laboratory for the W.M. Keck Observatory. KPF is designed to characterize exoplanets via Doppler spectroscopy with a goal of a single measurement precision of 0.3 m s-1 or better, however its resolution and stability will enable a wide variety of astrophysical pursuits. Here we provide post-preliminary design review design updates for several subsystems, including: the main spectrometer, the fabrication of the Zerodur optical bench; the data reduction pipeline; fiber agitator; fiber cable design; fiber scrambler; VPH testing results and the exposure meter

The impact of immediate breast reconstruction on the time to delivery of adjuvant therapy: the iBRA-2 study
Background:
Immediate breast reconstruction (IBR) is routinely offered to improve quality-of-life for women requiring mastectomy, but there are concerns that more complex surgery may delay adjuvant oncological treatments and compromise long-term outcomes. High-quality evidence is lacking. The iBRA-2 study aimed to investigate the impact of IBR on time to adjuvant therapy.
Methods:
Consecutive women undergoing mastectomy ± IBR for breast cancer July–December, 2016 were included. Patient demographics, operative, oncological and complication data were collected. Time from last definitive cancer surgery to first adjuvant treatment for patients undergoing mastectomy ± IBR were compared and risk factors associated with delays explored.
Results:
A total of 2540 patients were recruited from 76 centres; 1008 (39.7%) underwent IBR (implant-only [n = 675, 26.6%]; pedicled flaps [n = 105,4.1%] and free-flaps [n = 228, 8.9%]). Complications requiring re-admission or re-operation were significantly more common in patients undergoing IBR than those receiving mastectomy. Adjuvant chemotherapy or radiotherapy was required by 1235 (48.6%) patients. No clinically significant differences were seen in time to adjuvant therapy between patient groups but major complications irrespective of surgery received were significantly associated with treatment delays.
Conclusions:
IBR does not result in clinically significant delays to adjuvant therapy, but post-operative complications are associated with treatment delays. Strategies to minimise complications, including careful patient selection, are required to improve outcomes for patients
Protocol for the development of a core outcome set for stillbirth care research (iCHOOSE Study)
IntroductionStillbirth is associated with significant physical, psychosocial and economic consequences for parents, families, wider society and the healthcare system. There is emerging momentum to design and evaluate interventions for care after stillbirth and in subsequent pregnancies. However, there is insufficient evidence to inform clinical practice compounded by inconsistent outcome reporting in research studies. To address this paucity of evidence, we plan to develop a core outcome set for stillbirth care research, through an international consensus process with key stakeholders including parents, healthcare professionals and researchers.Methods and analysisThe development of this core outcome set will be divided into five distinct phases: (1) Identifying potential outcomes from a mixed-methods systematic review and analysis of interviews with parents who have experienced stillbirth; (2) Creating a comprehensive outcome long-list and piloting of a Delphi questionnaire using think-aloud interviews; (3) Choosing the most important outcomes by conducting an international two-round Delphi survey including high-income, middle-income and low-income countries; (4) Deciding the core outcome set by consensus meetings with key stakeholders and (5) Dissemination and promotion of the core outcome set. A parent and public involvement panel and international steering committee has been convened to coproduce every stage of the development of this core outcome set.Ethics and disseminationEthical approval for the qualitative interviews has been approved by Berkshire Ethics Committee REC Reference 12/SC/0495. Ethical approval for the think-aloud interviews, Delphi survey and consensus meetings has been awarded from the University of Bristol Faculty of Health Sciences Research Ethics Committee (Reference number: 116535). The dissemination strategy is being developed with the parent and public involvement panel and steering committee.
