    The purpose of the colloquium and events centred around the central role that data plays today as a desirable commodity that must become an important part of massifying digital skilling efforts. Governments amass even more critical data that, if leveraged, could change the way public services are delivered, and even change the social and economic fortunes of any country. Therefore, smart governments and organisations increasingly require data skills to gain insights and foresight, to secure themselves, and for improved decision making and efficiency. However, data skills are scarce, and even more challenging is the inconsistency of the associated training programs with most curated for the Science, Technology, Engineering, and Mathematics (STEM) disciplines.     Primeras lecturas sobre las prácticas escénicas independientes platenses en la última dictadura: entre lo dicho y lo no dicho

    El presente trabajo forma parte de una investigación acerca de las prácticas escénicas que tuvieron lugar en la época de la dictadura cívico eclesiástico militar de 1976 a 1983 en la ciudad de La Plata, en el ámbito independiente. La metodología para llevar adelante este trabajo incluyó la recopilación de fuentes teóricas y testimonios orales de diferentes dramaturgos de la época para que, a través de sus relatos, se pueda reconstruir lo sucedido en estos espacios, vinculándolos, además a los hechos que repercutieron durante el autodenominado Proceso de Reorganización Nacional en el ámbito artístico teatral en todo el país, acarreando como consecuencia de la represión cultural el exilio y/o desaparición forzada de una gran cantidad de artistas argentinos. Esta investigación pretende realizar un aporte de nuevos saberes sobre la historia teatral, indagando las memorias construidas respecto de las prácticas artísticas de la escena durante la última dictadura cívico militar, analizar los recursos estéticos-políticos de las obras de resistencia teatral y cuestionar el rol del artista-obra-público en dicho contexto.Facultad de Arte

    Digital Skills Colloquium 2020: Enhancing Human Capacity for Digital Transformation

    The theme for the Digital Skills 2020 Colloquium and Postgraduate Symposium was “Enhancing Human Capacity for Digital Transformation: It is about people”. It is widely accepted that current digital changes that are sweeping through the world are significantly altering the environment in which every organisation, including government, is operating. The scale and scope of the change is what makes all the difference. The way in which organisations respond to these environmental changes will determine their survival. The nature of a digitally transformed organisation cannot be foretold as every organisation will respond according to their local and global environment. There are, however, some uncomfortable realities; manufacturing jobs will not be reinstated, and even if they did, the manufacturing industries are necessarily more capital and not labour intensive (Stiglitz, 2017). Globally, we are experiencing rising unemployment and income inequality as well as increased demand for high skilled labour (Glenn, Florescu & Project, 2019). Accordingly, the Colloquium sought to explore the role played by digital skills in our rapidly transforming realities. The event attracted full academic research papers, case studies, research work that still in progress and practitioner reports and models that portray the NEMISA collaborative ethos involving government, industry and other sectors. Some plenary sessions and guest speakers shared insights on topics such as emerging technologies, blockchain, machine learning, gamification in education, application of 3D printing, upscaling of ICT for development programmes and citizen online safety.School of Computin

    LEVER: Learning to Verify Language-to-Code Generation with Execution

    The advent of pre-trained code language models (CodeLMs) has lead to significant progress in language-to-code generation. State-of-the-art approaches in this area combine CodeLM decoding with sample pruning and reranking using test cases or heuristics based on the execution results. However, it is challenging to obtain test cases for many real-world language-to-code applications, and heuristics cannot well capture the semantic features of the execution results, such as data type and value range, which often indicates the correctness of the program. In this work, we propose LEVER, a simple approach to improve language-to-code generation by learning to verify the generated programs with their execution results. Specifically, we train verifiers to determine whether a program sampled from the CodeLM is correct or not based on the natural language input, the program itself and its execution results. The sampled programs are reranked by combining the verification score with the CodeLM generation probability, and marginalizing over programs with the same execution results. On four datasets across the domains of table QA, math QA and basic Python programming, LEVER consistently improves over the base CodeLMs (4.6% to 10.9% with code-davinci-002) and achieves new state-of-the-art results on all of them.Comment: 23 page

    Cadaveric bone marrow mesenchymal stem cells: first experience treating a patient with large severe burns

    Background: In January 2005, Rasulov et al. originally published “First experience in the use of bone marrow mesenchymal stem cells (MSCs) for the treatment of a patient with deep skin burns”. Here, we present the first ever treated patient with cadaveric bone marrow mesenchymal stem cells (CMSCs) in the history of Medicine. Methods: A young man, who severely burned 60 % of his total body surface with 30 % of full-thickness burns while working with a grass trimmer that exploded, was involved in the study. MSCs were obtained from the bone marrow of a cadaver donor in a routine procurement procedure of CUCAIBA, the Province of Buenos Aires, Argentina, Ministry of Health, Transplantation Agency, cultured, expanded, and applied on the burned surfaces using a fibrin spray after early escharotomy. Results: So far, our preliminary experience and our early results have been very impressive showing an outstanding safety data as well as some impressive good results in the use of CMSCs. Conclusions: Based on all this, we think that improvements in the use of stem cells for burns might be possible in the near future and a lot of time as well as many lives could be saved by many other research teams all over the world. CMSCs will probably be a real scientific opportunity in Regenerative Medicine as well as in Transplantation.Facultad de Ciencias Médica

    The sun is no fun without rain : Physical environments affect how we feel about yellow across 55 countries

    Across cultures, people associate colours with emotions. Here, we test the hypothesis that one driver of this cross-modal correspondence is the physical environment we live in. We focus on a prime example – the association of yellow with joy, – which conceivably arises because yellow is reminiscent of life-sustaining sunshine and pleasant weather. If so, this association should be especially strong in countries where sunny weather is a rare occurrence. We analysed yellow-joy associations of 6625 participants from 55 countries to investigate how yellow-joy associations varied geographically, climatologically, and seasonally. We assessed the distance to the equator, sunshine, precipitation, and daytime hours. Consistent with our hypotheses, participants who live further away from the equator and in rainier countries are more likely to associate yellow with joy. We did not find associations with seasonal variations. Our findings support a role for the physical environment in shaping the affective meaning of colour.Peer reviewe

    Received Signal Strength-Based Wireless Localization via Semidefinite Programming

    Wireless localization has drawn significant attention over the past decade and the received signal strength (RSS) based localization scheme provides a low-cost, low-complexity and easy-implementation solution. When the statistics of the RSS measurement error is known, the Maximum Likelihood (ML) estimator is asymptotically optimal. However, due to the nature of the localization problem itself, the formed ML estimator is nonconvex, causing the search for the global minimum very difficult. In addition, its performance highly depends on the initial point provided if a local optimization method is applied to find the solution. To circumvent this problem, we apply the Semidefinite Programming (SDP) relaxation technique to the RSS-based localization problem. After reformulation and relaxation, we finally form a convex SDP estimator. A superior property of a convex estimator is that the solution is not affected by the initial point provided since any local minimum is also its global minimum. The Cramer-Rao Lower Bound (CRLB) is then derived as a benchmark for the performance comparison. Simulation results show that the proposed SDP estimator exhibit excellent performance in the RSS-based localization system and it is very suitable for the case when there are only very limited base stations hearable

    New Paths of the History of Justice and Security Institutions in Latin America

    In the research carried out in Latin America, the history of justice, on the one hand, and the history of security or law enforcement institutions, on the other, often failed to find common grounds in terms of focus, approach, problems, methodologies and even historical periods around which they mostly centered. After several years each current's searching and making contributions on its own, today, a new coincidence takes place within the sphere of Latin American political history, as renewed in turn by recent contributions, which finds in the 19th century the right spot for thematic crossovers. This article focuses around this specific aspect of the field: surveying the thematic contributions and convergence which, within the historiography, signalize a new meeting point. We would like to argue that it is precisely from here that thematic and research lines are developed and that we will witness the next contributions arise from them.Fil: Barreneche, Osvaldo.
