    Recent litigation against major tobacco companies culminated in a Master Settlement Agreement' (MSA) under which the participating companies agreed to compensate most states for Medicaid expenses. We outline the terms of the settlement and analyze whether it was a move toward economic efficiency using data from Massachusetts. Medicaid spending will fall, but only a modest amount ($0.1 billion). The efficiency issue turns mainly on the treatment of health benefits from reduced smoking induced by the settlement. We conclude that the settlement was a move towards economic efficiency.

    Knowledge based and interactive control for the Superfluid Helium On-orbit Transfer Project

    NASA's Superfluid Helium On-Orbit Transfer (SHOOT) project is a Shuttle-based experiment designed to acquire data on the properties of superfluid helium in micro-gravity. Aft Flight Deck Computer Software for the SHOOT experiment is comprised of several monitoring programs which give the astronaut crew visibility into SHOOT systems and a rule based system which will provide process control, diagnosis and error recovery for a helium transfer without ground intervention. Given present Shuttle manifests, this software will become the first expert system to be used in space. The SHOOT Command and Monitoring System (CMS) software will provide a near real time highly interactive interface for the SHOOT principal investigator to control the experiment and to analyze and display its telemetry. The CMS software is targeted for all phases of the SHOOT project: hardware development, pre-flight pad servicing, in-flight operations, and post-flight data analysis

    How Good a Deal Was the Tobacco Settlement?: Assessing Payments to Massachusetts

    We estimate the increment in Massachusetts Medicaid program costs attributable to smoking from December 20, 1991, to 1998. We describe how our methods improve upon earlier estimates of analogous costs at the national level. Current costs to the Massachusetts Medicaid program approximate the payments to Massachusetts under the tobacco settlement of November 1998. Whether these payments are viewed as appropriate compensation for Medicaid costs over time depends upon the rate of increase in future health care costs, the rate of decline in smoking, the proportion of smoking that should be attributed to the actions of the tobacco companies and the liklihood that state would have prevailed at trial. The costs to the Medicaid program are dwarfed by the internal costs to smokers themselves.

    A polynomial oracle-time algorithm for convex integer minimization

    In this paper we consider the solution of certain convex integer minimization problems via greedy augmentation procedures. We show that a greedy augmentation procedure that employs only directions from certain Graver bases needs only polynomially many augmentation steps to solve the given problem. We extend these results to convex NN-fold integer minimization problems and to convex 2-stage stochastic integer minimization problems. Finally, we present some applications of convex NN-fold integer minimization problems for which our approach provides polynomial time solution algorithms.Comment: 19 pages, 1 figur

    Metacognition: computation, biology and function

    Many complex systems maintain a self-referential check and balance. In animals, such reflective monitoring and control processes have been grouped under the rubric of metacognition. In this introductory article to a Theme Issue on metacognition, we review recent and rapidly progressing developments from neuroscience, cognitive psychology, computer science and philosophy of mind. While each of these areas is represented in detail by individual contributions to the volume, we take this opportunity to draw links between disciplines, and highlight areas where further integration is needed. Specifically, we cover the definition, measurement, neurobiology and possible functions of metacognition, and assess the relationship between metacognition and consciousness. We propose a framework in which level of representation, order of behaviour and access consciousness are orthogonal dimensions of the conceptual landscape
