    Black swans, cognition and the power of learning from failure

    Failure carries undeniable stigma and is difficult to confront for individuals, teams, and organizations. Disciplines such as commercial and military aviation, medicine, and business have long histories of grappling with it, beginning with the recognition that failure is inevitable in every human endeavor. While conservation may arguably be more complex, conservation professionals can draw upon the research and experience of these other disciplines to institutionalize activities and attitudes that foster learning from failures, whether they are minor setbacks or major disasters. Understanding the role of individual cognitive biases, team psychological safety, and organizational willingness to support critical self-examination all contribute to creating a cultural shift in conservation to one that is open to the learning opportunity that failure provides. This new approach to managing failure is a necessary next step in the evolution of conservation effectiveness. This article is protected by copyright. All rights reserved

    Analyzing the building blocks of resilience: Findings from a baseline survey of the Tuungane Population, Health, and Environment Project in western Tanzania

    Although the value of population, health, environment (PHE) programs is appreciated by the development community and the conceptual linkages they incorporate are sound, little evidence exists to demonstrate their short- and long-term impacts—particularly the role that the family planning (FP) component of PHE projects plays in building resilience, improving livelihoods, and helping people adapt to climate change. To contribute to filling this gap, the Evidence Project collaborated with Tuungane, a PHE project jointly implemented by The Nature Conservancy and Pathfinder International, to conduct further analysis of their existing data and examine the evidence base around integrated PHE programming, FP, climate change adaptation, and resilience. This paper analyzes data from the Tuungane Project baseline survey to show the pre-project level of knowledge and attitudes among village residents regarding their understanding and use of FP. We hope to use this analysis to inform future efforts that will look more deeply at the relationships among and between: FP and climate change adaptation, FP and resilience, and the pathways through which the FP and other components of PHE projects like Tuungane contribute to building resilience and enhancing the ability to adapt to climate change

    Conservation conflicts:Behavioural threats, frames, and intervention recommendations

    Conservation conflicts are widespread and are damaging for biodiversity, livelihoods and human well-being. Conflict management often occurs through interventions targeting human behaviour. Conservation interventions are thought to be made more effective if underpinned by evidence and a Theory of Change – a logical argument outlining the steps required to achieve goals. However, for conservation conflicts, the evidence and logic supporting different types of interventions has received little attention. Using conflict-related keywords, we reviewed trends in behavioural intervention recommendations across conflict contexts globally, as published in peer-reviewed literature. We developed typologies for conflict behaviours, intervention recommendations, and conflict frames and identified associations between them and other geographical variables using Pearson's Chi-squared tests of independence. Analysing 100 recent articles, we found that technical interventions (recommended in 38% of articles) are significantly associated with conflicts involving wildlife control and the human-wildlife conflict frame. Enforcement-based interventions (54% of articles) are significantly associated with conflicts over illegal resource use, while stakeholder-based interventions (37% of articles) are associated with the human-human conflict frame and very highly developed countries. Only 10% of articles offered “strong” evidence from the published scientific literature justifying recommendations, and only 15% outlined Theories of Change. We suggest that intervention recommendations are likely influenced by authors' perceptions of the social basis of conflicts, and possibly also by disciplinary silos

    Practitioner and scientist perceptions of successful amphibian conservation

    Conservation requires successful outcomes. However, success is perceived in many different ways depending on the desired outcome, which can vary according to numerous factors. We analysed perceptions of success among 355 scientists and practitioners working on amphibian conservation from over 150 organisations in more than 50 countries. Respondents identified four types of success: species and habitat improvements (84% of respondents); effective programme management (36%); outreach initiatives such as education and public engagement (25%); and the application of science-based conservation (15%). The most significant factor influencing overall perceived success was reducing threats. Capacity building was rated least important. Perceptions were influenced by experience, professional affiliation, involvement in conservation practice, and country of residence. More experienced conservation practitioners associated success with improvements to species and habitats, and less so with education and engagement initiatives. Whilst science-based conservation was rated as important, this factor declined in importance as the number of programmes a respondent participated in increased, particularly amongst those from Less Economically Developed Countries. The ultimate measure of conservation success – population recovery – may be difficult to measure in many amphibians, difficult to relate to the conservation actions intended to drive it, and difficult to achieve within conventional funding timeframes.     A counterfactual approach to measure the impact of wet grassland conservation on UK breeding bird populations

    Wet grassland wader populations in the United Kingdom have experienced severe declines over the last three decades. To help mitigate these declines, the Royal Society for the Protection of Birds (RSPB) has restored and managed lowland wet grassland nature reserves to benefit these and other species. However, the impact that these reserves have on bird population trends has not been experimentally evaluated, as appropriate control populations do not readily exist. In this study, we compare population trends from 1994 ‐ 2018 for five bird species of conservation concern that breed on these nature reserves with counterfactual trends using matched breeding bird survey observations. Our results showed positive effects of conservation interventions for all four wader species that these reserves aim to benefit: Lapwing (Vanellus vanellus), Redshank (Tringa totanus), Curlew (Numenius arquata) and Snipe (Gallinago gallinago). There was no positive effect of conservation interventions on reserves for the passerine, Yellow Wagtail (Motacilla flava). We compared reserve trends with three different counterfactuals, based on different scenarios of how reserve populations could have developed in the absence of conservation, and found that reserve trends performed better regardless of the counterfactual used.     A road map for designing and implementing a biological monitoring program

    Designing and implementing natural resource monitoring is a challenging endeavor undertaken by many agencies, NGOs, and citizen groups worldwide. Yet many monitoring programs fail to deliver useful information for a variety of administrative (staffing, documentation, and funding) or technical (sampling design and data analysis) reasons. Programs risk failure if they lack a clear motivating problem or question, explicit objectives linked to this problem or question, and a comprehensive conceptual model of the system under study. Designers must consider what “success” looks like from a resource management perspective, how desired outcomes translate to appropriate attributes to monitor, and how they will be measured. All such efforts should be filtered through the question “Why is this important?” Failing to address these considerations will produce a program that fails to deliver the desired information. We addressed these issues through creation of a “road map” for designing and implementing a monitoring program, synthesizing multiple aspects of a monitoring program into a single, overarching framework. The road map emphasizes linkages among core decisions to ensure alignment of all components, from problem framing through technical details of data collection and analysis, to program administration. Following this framework will help avoid common pitfalls, keep projects on track and budgets realistic, and aid in program evaluations. The road map has proved useful for monitoring by individuals and teams, those planning new monitoring, and those reviewing existing monitoring and for staff with a wide range of technical and scientific skills

    Scientific frontiers in the management of coral reefs

    Coral reefs are subjected globally to a variety of natural and anthropogenic stressors that often act synergistically. Today, reversing ongoing and future coral reef degradation presents significant challenges and countering this negative trend will take considerable efforts and investments. Scientific knowledge can inform and guide the requisite decision-making process and offer practical solutions to the problem of protection as the effects of climate change exacerbate. However, implementation of solutions presently lags far behind the pace required to reverse global declines, and there is a need for an urgent and significant step-up in the extent and range of strategies being implemented. In this paper, we consider scientific frontiers in natural and social science research that can help build stronger support for reef management and improve the efficacy of interventions. We cover various areas including: (1) enhancing the case for reef conservation and management, (2) dealing with local stressors on reefs, (3) addressing global climate change impacts, (4) and reviewing various approaches to the governance of coral reefs. In sum, we consider scientific frontiers in natural and social science that will require further attention in coming years as managers work toward building stronger support for reef management and improve the efficacy of local interventions

    Absence of evidence for the conservation outcomes of systematic conservation planning around the globe : A systematic map

    Background Systematic conservation planning is a discipline concerned with the prioritisation of resources for biodiversity conservation and is often used in the design or assessment of terrestrial and marine protected area networks. Despite being an evidence-based discipline, to date there has been no comprehensive review of the outcomes of systematic conservation plans and assessments of the relative effectiveness of applications in different contexts. To address this fundamental gap in knowledge, our primary research question was: what is the extent, distribution and robustness of evidence on conservation outcomes of systematic conservation planning around the globe? Methods A systematic mapping exercise was undertaken using standardised search terms across 29 sources, including publication databases, online repositories and a wide range of grey literature sources. The review team screened articles recursively, first by title only, then abstract and finally by full-text, using inclusion criteria related to systematic conservation plans conducted at sub-global scales and reported on since 1983. We sought studies that reported outcomes relating to natural, human, social, financial or institutional outcomes and which employed robust evaluation study designs. The following information was extracted from included studies: bibliographic details, background information including location of study and broad objectives of the plan, study design, reported outcomes and context. Results Of the approximately 10,000 unique articles returned through our searches, 1209 were included for full-text screening and 43 studies reported outcomes of conservation planning interventions. However, only three studies involved the use of evaluation study designs which are suitably rigorous for inclusion, according to best-practice guidelines. The three included studies were undertaken in the Gulf of California (Mexico), RĂ©union Island, and The Nature Conservancy’s landholdings across the USA. The studies varied widely in context, purpose and outcomes. Study designs were non-experimental or qualitative, and involved use of spatial landholdings over time, stakeholder surveys and modelling of alternative planning scenarios. Conclusion Rigorous evaluations of systematic conservation plans are currently not published in academic journals or made publicly available elsewhere. Despite frequent claims relating to positive implications and outcomes of these planning activities, we show that evaluations are probably rarely conducted. This finding does not imply systematic conservation planning is not effective but highlights a significant gap in our understanding of how, when and why it may or may not be effective. Our results also corroborate claims that the literature on systematic conservation planning is dominated by methodological studies, rather than those that focus on implementation and outcomes, and support the case that this is a problematic imbalance in the literature. We emphasise the need for academics and practitioners to publish the outcomes of systematic conservation planning exercises and to consider employing robust evaluation methodologies when reporting project outcomes. Adequate reporting of outcomes will in turn enable transparency and accountability between institutions and funding bodies as well as improving the science and practice of conservation planning
