    The Changing Face of Youth Employment in Europe

    This article examines trends in youth employment across the EU-15 countries during 2002-6 and 2007-11. Drawing upon microdata from the EU-Labour Force Survey it examines changes in contract-type, hours worked and occupation by level of education. Although the financial crisis creates a discontinuity in numbers employed, and despite certain country specificities, we observe common structural changes across the two periods. We find an increasing shift from permanent full-time to temporary part-time contracts, the ‘hollowing out’ of traditional mid-skill level occupations and evidence of ‘occupational filtering down’ whereby the higher-educated are substituted for the lower-educated in low-skilled occupations. We observe some growth in ‘professionals’ following the crisis, but little evidence of the rise of a new knowledge economy. This raises questions concerning the most appropriate policy approaches to education and training and labour market regulation if European nations are to provide high-quality employment opportunities for their young people

It examines the meaning and scope of labour administration and establishes the importance of effective labour administration to the achievement of the United Nation's (UN) Sustainable Development Goals. The chapter also engages with the UN's principles of effective governance for sustainable development' and discusses the implications of the three key pillars of governance - effectiveness, inclusiveness and accountability - for national systems of labour administration. The chapter discusses long-standing and more recent challenges facing national labour administration systems, including the rise in non-standard employment and the COVID-19 pandemic, and emphasises the importance of effective governance in addressing these challenges

    This article focuses on national public administration activities that relate to employment, social protection and industrial relations. The International Labour Organization (ILO) refers to these activities collectively as ‘labour administration’ and regards the bodies that conduct them within individual countries as together forming national systems of labour administration. This article explores the concept of ‘national system of labour administration’ and considers the potential contribution of comparative institutional analysis in understanding how national systems are organised and change over time. The article also compares the organisation of national labour administration systems in European Union (EU) countries and analyses how these systems have developed since the start of the economic crisis that erupted in 2008

    The kynurenine pathway as a therapeutic target in cognitive and neurodegenerative disorders

    Understanding the neurochemical basis for cognitive function is one of the major goals of neuroscience, with a potential impact on the diagnosis, prevention and treatment of a range of psychiatric and neurological disorders. In this review, the focus will be on a biochemical pathway that remains under-recognised in its implications for brain function, even though it can be responsible for moderating the activity of two neurotransmitters fundamentally involved in cognition – glutamate and acetylcholine. Since this pathway – the kynurenine pathway of tryptophan metabolism - is induced by immunological activation and stress it also stands in an unique position to mediate the effects of environmental factors on cognition and behaviour. Targetting the pathway for new drug development could, therefore, be of value not only for the treatment of existing psychiatric conditions, but also for preventing the development of cognitive disorders in response to environmental pressures

    For the past decade the European Commission has urged EU member states to pursue ‘flexicurity’ policies aimed at achieving employment growth and social inclusion. However, the economic crisis and turn to austerity across the EU has presented the flexicurity model with a substantial challenge. This article argues that since 2008 labour policies across the EU have exhibited shared tendencies, but support for measures that might contribute to the achievement of the security aspects of flexicurity has been substantially weakened. In developing this argument, the article presents findings from a cluster analysis and detailed investigations of labour policies in EU member countries. The article also discusses the implications of the findings for comparative institutional analysis. It highlights differences in the approaches of countries that are commonly treated as members of the same institutional family, as well as similarities in the policies adopted by countries commonly associated with different ‘varieties’ of capitalism
