    How a Community Foundation’s Disaster Framework Guided Rapid Pandemic Response

    Disasters create opportunities for philanthropy to rebuild equitably by prioritizing the most vulnerable community members in disaster response and addressing existing disparities and structural inequities in the recovery phase. As intermediaries between donors and local communities, community foundations are well-positioned to lead transformational disaster response. Through its experience with Hurricane Katrina and subsequent disasters in the region, the Greater New Orleans Foundation developed a flexible disaster framework that emphasizes four broad principles — resilience, sustainability, civic participation, and equity — and specific practices in each area to guide rapid and long-term disaster response and preparedness. This article describes how the foundation is applying that framework to respond to COVID-19 and concurrent disasters in ways that mitigate immediate harms while laying the groundwork for an equitable long-term recovery. Based on a review of organizational documents and interviews with high-level staff involved in disaster grantmaking over the past decade, the article details how the foundation inductively developed its disaster framework through experiences supporting nonprofits and community members after Hurricane Katrina and subsequent disasters. It then explains how the foundation has adapted the principles to pandemic response

    Rethinking economy-wide rebound measures : an unbiased proposal

    In spite of having been first introduced in the last half of the ninetieth century, the debate about the possible rebound effects from energy efficiency improvements is still an open question in the economic literature. This paper contributes to the existing research on this issue proposing an unbiased measure for economy-wide rebound effects. The novelty of this economy-wide rebound measure stems from the fact that not only actual energy savings but also potential energy savings are quantified under general equilibrium conditions. Our findings indicate that the use of engineering savings instead of general equilibrium potential savings downward biases economy-wide rebound effects and upward-biases backfire effects. The discrepancies between the traditional indicator and our proposed measure are analysed in the context of the Spanish economy

    Recovering simulated planet and disk signals using SCALES aperture masking

    The Slicer Combined with Array of Lenslets for Exoplanet Spectroscopy (SCALES) instrument is a lenslet-based integral field spectrograph that will operate at 2 to 5 microns, imaging and characterizing colder (and thus older) planets than current high-contrast instruments. Its spatial resolution for distant science targets and/or close-in disks and companions could be improved via interferometric techniques such as sparse aperture masking. We introduce a nascent Python package, NRM-artist, that we use to design several SCALES masks to be non-redundant and to have uniform coverage in Fourier space. We generate high-fidelity mock SCALES data using the scalessim package for SCALES' low spectral resolution modes across its 2 to 5 micron bandpass. We include realistic noise from astrophysical and instrument sources, including Keck adaptive optics and Poisson noise. We inject planet and disk signals into the mock datasets and subsequently recover them to test the performance of SCALES sparse aperture masking and to determine the sensitivity of various mask designs to different science signals

    Governmental Context Determines Institutional Value: Independently Certified Performance and Failure in the Spanish Newspaper Industry

    Many societies demand that independent professionals (e.g. auditors) certify the performance of firms. The value placed on such certification (i.e. the public perception of reliability/unreliability that may impact on an organization's success/failure) is not uniform, however, but contingent upon changing political contexts. This study presents and analyses data on the entire population of newspapers in Spain from 1966 to 1993, a time of peaceful transition from military dictatorship to capitalist democracy. Our results highlight the contingent nature of institutional life, demonstrating how changes in political contexts are associated with varying understandings of institutions. In particular, our findings support the prediction that, under a dictatorship, independently certified performance is not instrumental in organizational success or failure whereas, in a modern democracy, the certification process has a positive effect on the survival chances of firms.Publicad

    Simulating medium-spectral-resolution exoplanet characterization with SCALES angular/reference differential imaging

    SCALES (Slicer Combined with Array of Lenslets for Exoplanet Spectroscopy) is a 2 - 5 micron high-contrast lenslet-based integral field spectrograph (IFS) designed to characterize exoplanets and their atmospheres. The SCALES medium-spectral-resolution mode uses a lenslet subarray with a 0.34 x 0.36 arcsecond field of view which allows for exoplanet characterization at increased spectral resolution. We explore the sensitivity limitations of this mode by simulating planet detections in the presence of realistic noise sources. We use the SCALES simulator scalessim to generate high-fidelity mock observations of planets that include speckle noise from their host stars, as well as other atmospheric and instrumental noise effects. We employ both angular and reference differential imaging as methods of disentangling speckle noise from the injected planet signals. These simulations allow us to assess the feasibility of speckle deconvolution for SCALES medium resolution data, and to test whether one approach outperforms another based on planet angular separations and contrasts

    A chemical survey of exoplanets with ARIEL

    Thousands of exoplanets have now been discovered with a huge range of masses, sizes and orbits: from rocky Earth-like planets to large gas giants grazing the surface of their host star. However, the essential nature of these exoplanets remains largely mysterious: there is no known, discernible pattern linking the presence, size, or orbital parameters of a planet to the nature of its parent star. We have little idea whether the chemistry of a planet is linked to its formation environment, or whether the type of host star drives the physics and chemistry of the planet’s birth, and evolution. ARIEL was conceived to observe a large number (~1000) of transiting planets for statistical understanding, including gas giants, Neptunes, super-Earths and Earth-size planets around a range of host star types using transit spectroscopy in the 1.25–7.8 μm spectral range and multiple narrow-band photometry in the optical. ARIEL will focus on warm and hot planets to take advantage of their well-mixed atmospheres which should show minimal condensation and sequestration of high-Z materials compared to their colder Solar System siblings. Said warm and hot atmospheres are expected to be more representative of the planetary bulk composition. Observations of these warm/hot exoplanets, and in particular of their elemental composition (especially C, O, N, S, Si), will allow the understanding of the early stages of planetary and atmospheric formation during the nebular phase and the following few million years. ARIEL will thus provide a representative picture of the chemical nature of the exoplanets and relate this directly to the type and chemical environment of the host star. ARIEL is designed as a dedicated survey mission for combined-light spectroscopy, capable of observing a large and well-defined planet sample within its 4-year mission lifetime. Transit, eclipse and phase-curve spectroscopy methods, whereby the signal from the star and planet are differentiated using knowledge of the planetary ephemerides, allow us to measure atmospheric signals from the planet at levels of 10–100 part per million (ppm) relative to the star and, given the bright nature of targets, also allows more sophisticated techniques, such as eclipse mapping, to give a deeper insight into the nature of the atmosphere. These types of observations require a stable payload and satellite platform with broad, instantaneous wavelength coverage to detect many molecular species, probe the thermal structure, identify clouds and monitor the stellar activity. The wavelength range proposed covers all the expected major atmospheric gases from e.g. H2O, CO2, CH4 NH3, HCN, H2S through to the more exotic metallic compounds, such as TiO, VO, and condensed species. Simulations of ARIEL performance in conducting exoplanet surveys have been performed – using conservative estimates of mission performance and a full model of all significant noise sources in the measurement – using a list of potential ARIEL targets that incorporates the latest available exoplanet statistics. The conclusion at the end of the Phase A study, is that ARIEL – in line with the stated mission objectives – will be able to observe about 1000 exoplanets depending on the details of the adopted survey strategy, thus confirming the feasibility of the main science objectives.Peer reviewedFinal Published versio

    Analyses of the yeast Rad51 recombinase A265V mutant reveal different in vivo roles of Swi2-like factors

    The Saccharomyces cerevisiae Swi2-like factors Rad54 and Rdh54 play multifaceted roles in homologous recombination via their DNA translocase activity. Aside from promoting Rad51-mediated DNA strand invasion of a partner chromatid, Rad54 and Rdh54 can remove Rad51 from duplex DNA for intracellular recycling. Although the in vitro properties of the two proteins are similar, differences between the phenotypes of the null allele mutants suggest that they play different roles in vivo. Through the isolation of a novel RAD51 allele encoding a protein with reduced affinity for DNA, we provide evidence that Rad54 and Rdh54 have different in vivo interactions with Rad51. The mutant Rad51 forms a complex on duplex DNA that is more susceptible to dissociation by Rdh54. This Rad51 variant distinguishes the in vivo functions of Rad54 and Rdh54, leading to the conclusion that two translocases remove Rad51 from different substrates in vivo. Additionally, we show that a third Swi2-like factor, Uls1, contributes toward Rad51 clearance from chromatin in the absence of Rad54 and Rdh54, and define a hierarchy of action of the Swi2-like translocases for chromosome damage repair
