Transnational labor regulation, reification and commodification: A critical review
Why does scholarship on transnational labor regulation
(TLR) consistently fails to search for improvements in
working conditions, and instead devotes itself to relentless
efforts for identifying administrative processes, semantics,
and amalgamations of stakeholders? This article critiques
TLR from a pro-worker perspective, through the philosophical
work of Georg LukĂĄcs, and the concepts of reification
and commodification. A set of theoretically grounded criteria
is developed and these are applied against selected
contemporary cases of TLR. In the totality that is capitalism,
reification of social relations of production conceals
completely the experiences of workers. In TLR, managerialist
and process-oriented scholarship is dominant, verifiable
outcomes and positive improvements in conditions of
employment are not sought, and worse, meaningless
procedures are celebrated as positive achievements
Brands as labour rights advocates? Potential and limits of brand advocacy in global supply chains
International audienceThere is a growing phenomenon of brand advocacy, where brands pressure a producer country government to take pro-worker actions such as respecting the rights of activists and raising minimum wages. This article examines the potential and limits of brand advocacy by developing a conceptual framework and analysing three recent cases of brand advocacy in Cambodia's garment industry. The study shows that brands' action and influence are shaped by issue salience, mobilization structures, political opportunities/contexts, and resource dependency. This article makes both empirical and theoretical contributions. This is one of the first studies delving into the advocacy role of brands in promoting labour rights and conditions visa -vis government. Moreover, the article develops a testable framework specifying the conditions under which brands are likely to respond, act collectively, and influence government for pro-worker change. It also offers novel insights by applying social movement lenses and casting brands as social movement actors
When workplace unionism in global value chains does not function well : exploring the impediments
Improving working conditions at the bottom of global value chains has become a central issue in our global economy. In this battle, trade unionism has been presented as a way for workers to make their voices heard. Therefore, it is strongly promoted by most social standards. However, establishing a well-functioning trade union is not as obvious as it may seem. Using a comparative case study approach, we examine impediments to farm-level unionism in the cut flower industry in Ethiopia. For this purpose, we propose an integrated framework combining two lenses, namely a vertical one (governance and structure of global value chains) and a horizontal one (socio-economic context). We identify 10 impediments that point to three major dimensions contributing to unionisation. These three dimensions include awareness of and interest from workers, legitimacy of trade unions, and capacity of trade unions to act. Furthermore, our results suggest that private social standards may, in certain cases, be counterproductive for the efficient functioning of trade unions. Although we argue that there is no âquick fixâ solution to weak workplace unionism at the bottom of global value chains, we stress the importance of considering the dynamics of, and interactions between, the impediments when designing potential support measures that mitigate negative impacts
Inside the Buying Firm:Exploring Responses to Paradoxical Tensions in Sustainable Supply Chain Management
An instrumental perspective still dominates research on sustainable supply chain management (SSCM). As an alternative, this study presents a paradox perspective and argues that sustainability and other business aims are not always compatible, particularly in an emerging market context. Often, paradoxical tensions originate in conflicts between the socioeconomic environment of emerging market suppliers and their Western customers' demands for both cost competitiveness and sustainability. We argue that Western buying firms can play a key role in moderating such tensions, as experienced by emerging market suppliers. Specifically, we explore how purchasing and sustainability managers within buying firms make sense of and respond to paradoxical tensions in SSCM. We conduct an in-depth case study of a Western multinational company that sources substantially from Chinese suppliers. While we found strong evidence for a persisting instrumental perspective in the sensemaking and practices of purchasing and sustainability managers, we also observed an alternative response, primarily by sustainability managers that we labeled as "contextualizing." Contextualizing can alleviate the tensions otherwise present in SSCM by making sustainability standards more workable in an emerging market context, and it can help individual managers to move toward paradoxical sensemaking. We outline the value of paradoxical sensemaking in bringing about changes toward "true sustainability" in SSCM
The importance of customer expectations: An analysis of CSR in container shipping
Corporate social responsibility (CSR) has been increasingly embraced by corporations to demonstrate effort to reduce negative environmental and social externalities resulting from their business activities. CSR covers a wide range of issues, including environmental concerns, occupational health and safety, local community social-economic welfare and workers' rights and welfare issues. Through a detailed content analysis of the CSR-related documents on the websites of the top container shipping companies in the world, this paper examines CSR adoption in the container shipping business. The analysis reveals that while institutional pressure plays an important role, shipping companies are more sensitive to market demands and their focus on CSR elements is selective depending on anticipated customer expectations
Trade union participation in CSR deliberation: an evaluation
Whereas there has been considerable interest in the concept of political corporate social responsibility (CSR), trade unions have been largely omitted from such scholarly discussion. This article explores the potential of trade unions as the other in political CSR and the contribution of trade unions to deliberative democracy with the firm. We discuss the importance both of the legitimacy and the efficacy of the other in political CSR. We proceed to assess trade unions as legitimate and effective deliberative partners with the firm towards CSR, evaluating the contribution of trade unions to deliberative democracy and also the potential outcomes for trade unions in adopting this role

Enforcing higher labour standards within developing country value chains: consequences for MNEs and informal actors in a dual economy
The 2013 Rana Plaza disaster led external stakeholders to insist on higher labour standards in apparel global value chains (GVCs). Stakeholders now expect MNEs to take âfull-chainâ responsibility. However, the increased monitoring and enforcement costs of a large network of suppliers have been non-trivial. MNEs instead implement a âcascading complianceâ approach, coupled with a partial re-internalization. Elevated costs are further exacerbated in developing countries where the informal and formal sector are linked, and cost competitiveness greatly depends on this duality. Monitoring actors in the informal sector is difficult, and few informal actors can achieve compliance. GVCs have therefore reduced informal sector engagement by excluding non-compliant actors and investing in greater automation. By seeking to strictly enforce compliance, MNEs are attenuating some of the positive effects of MNE investment, particularly the prospects for employment creation (especially among women), and enterprise growth in the informal sector. I discuss how these observations might inform other cross-disciplinary work in development, ethics, and sociology. Finally, I note implications for IB theory from the disparities between the ownership, control and responsibility boundaries of the firm
