    Innovation and Open Access to Public Sector Information

    Most speakers at this summit have been looking at open access from the supply side, presenting the points of view of custodians of government information. What might we lob over the fence to whoever is on the other side? So far we have not paid much attention to this demand side - the potential beneficiaries of changed information policies. So I see it as my task to address what I believe is the core rationale for this policy initiative, which is the promotion of innovation and creativity. My perspective on the topic brings together my deep interest in the whole matter of innovation, and my long involvement with the digital content industries. Why do we need to act on this possible policy initiative? I will try to put the question in the context of some conceptual frameworks and models of innovation, and of business models for information and content production. My premise is that data and information – content – is the currency of creativity and innovation. Information is what energises our national innovation system.     Electron Spin Resonance Of Nd3+ And Gd3+ In D-band Intermetallic Compounds

    We report on the ESR of the rare-earth ions Nd3+, Gd3+, Er3+, and Yb3+ on powdered samples of various intermetallic compounds of AB2 cubic structure where B is a transition-metal ion belonging to the group VIII of the Periodic Table, and A is a nonmagnetic ion (La, Ce, Y). The resonance of the Nd3+ in these compounds originates within a Γ6 crystal-field ground level and exhibits resolved hyperfine satellites for the Nd143 and Nd145 isotopes. The Gd3+ spectra show a single isotropic line. Using our data for Gd3+ and Nd3+ together with results previously published for the AB2 cubic compounds, we were able to show a correlation between the observed g shifts and the position of the B ion in the Periodic Table. This variation is explained qualitatively using a simple multiband model, as well as band-structure arguments. The hyperfine constants for the Nd143 and Nd145 isotopes were found smaller in magnitude with respect to the values in insulators; this effect is attributed to s-electron self-polarization due to the Nd localized-moment-s-electron exchange coupling. The ESR linewidths of LaIr2: Nd and LaRh2: Nd exhibit an exponential thermal dependence at high temperatures which is attributed to the presence of a Γ8 excited level at Δ=90±20 K. © 1979 The American Physical Society.19115495550

    Optimal orientation in flows:Providing a benchmark for animal movement strategies

    Animal movements in air and water can be strongly affected by experienced flow. While various flow-orientation strategies have been proposed and observed, their performance in variable flow conditions remains unclear. We apply control theory to establish a benchmark for time-minimizing (optimal) orientation. We then define optimal orientation for movement in steady flow patterns and, using dynamic wind data, for short-distance mass movements of thrushes (Turdus sp.) and 6000 km non-stop migratory flights by great snipes, Gallinago media. Relative to the optimal benchmark, we assess the efficiency (travel speed) and reliability (success rate) of three generic orientation strategies: full compensation for lateral drift, vector orientation (single-heading movement) and goal orientation (continually heading towards the goal). Optimal orientation is characterized by detours to regions of high flow support, especially when flow speeds approach and exceed the animal's self-propelled speed. In strong predictable flow (short distance thrush flights), vector orientation adjusted to flow on departure is nearly optimal, whereas for unpredictable flow (inter-continental snipe flights), only goal orientation was near-optimally reliable and efficient.     Selenium and outcome in heart failure

    Aims: Severe deficiency of the essential trace element selenium can cause myocardial dysfunction although the mechanism at cellular level is uncertain. Whether, in clinical practice, moderate selenium deficiency is associated with worse symptoms and outcome in patients with heart failure is unknown. Methods and results: BIOSTAT‐CHF is a multinational, prospective, observational cohort study that enrolled patients with worsening heart failure. Serum concentrations of selenium were measured by inductively coupled plasma mass spectrometry. Primary endpoint was a composite of all‐cause mortality and hospitalization for heart failure; secondary endpoint was all‐cause mortality. To investigate potential mechanisms by which selenium deficiency might affect prognosis, human cardiomyocytes were cultured in absence of selenium, and mitochondrial function and oxidative stress were assessed. Serum selenium concentration (deficiency) was <70 Όg/L in 485 (20.4%) patients, who were older, more often women, had worse New York Heart Association class, more severe signs and symptoms of heart failure and poorer exercise capacity (6‐min walking test) and quality of life (Kansas City Cardiomyopathy Questionnaire). Selenium deficiency was associated with higher rates of the primary endpoint [hazard ratio (HR) 1.23; 95% confidence interval (CI) 1.06–1.42] and all‐cause mortality (HR 1.52; 95% CI 1.26–1.86). In cultured human cardiomyocytes, selenium deprivation impaired mitochondrial function and oxidative phosphorylation, and increased intracellular reactive oxygen species levels. Conclusions: Selenium deficiency in heart failure patients is independently associated with impaired exercise tolerance and a 50% higher mortality rate, and impaired mitochondrial function in vitro, in human cardiomyocytes. Clinical trials are needed to investigate the effect of selenium supplements in patients with heart failure, especially if they have low plasma concentrations of selenium

    ï»żGPS tracking data of Eurasian oystercatchers (Haematopus ostralegus) from the Netherlands and Belgium

    We describe six datasets that contain GPS and accelerometer data of 202 Eurasian oystercatchers (Haematopus ostralegus) spanning the period 2008–2021. Birds were equipped with GPS trackers in breeding and wintering areas in the Netherlands and Belgium. We used GPS trackers from the University of Amsterdam Bird Tracking System (UvA-BiTS) for several study purposes, including the study of space use during the breeding season, habitat use and foraging behaviour in the winter season, and impacts of human disturbance. To enable broader usage, all data have now been made open access. Combined, the datasets contain 6.0 million GPS positions, 164 million acceleration measurements and 7.0 million classified behaviour events (i.e., flying, walking, foraging, preening, and inactive). The datasets are deposited on the research repository Zenodo, but are also accessible on Movebank and as down-sampled occurrence datasets on the Global Biodiversity Information Facility (GBIF) and Ocean Biodiversity Information System (OBIS)

    Agricultural pastures challenge the attractiveness of natural saltmarsh for a migratory goose

    Broad-scale land conversions and fertilizer use have dramatically altered the available staging area for herbivorous long-distance migrants. Instead of natural land, these birds rely increasingly on pastures for migratory fuelling and stopover, often conflicting with farming practices. To predict and manage birds’ future habitat use, the relative advantages and disadvantages of natural (e.g. saltmarsh, intertidal) versus anthropogenic staging sites for foraging need to be understood. We compared the migratory staging of brent geese on saltmarsh and pasture sites in spring. Food quality (nitrogen and fibre content), antagonistic behaviour, and body weight were quantified at nearby sites in simultaneous seasons. Individuals were tracked with high-resolution GPS and accelerometers to compare timing of migration and time budgets during fuelling. On pastures, birds rested more and experienced higher ingestion rates, similar or superior food quality and reduced antagonistic interactions than on saltmarsh. Brent geese using fertilized grasslands advanced their fuelling and migration schedules compared to those using saltmarsh. Pasture birds reached heavy weights earlier, departed sooner, and arrived in the Arctic earlier. Intertidal mudflats were frequently visited by saltmarsh birds during the day, and available food there (algae, some seagrass) was of higher quality than terrestrial resources. Availability of intertidal resources was an important factor balancing the otherwise more favourable conditions on pastures relative to saltmarsh. Synthesis and applications. Disadvantages of longer foraging effort, more antagonistic interactions and delayed fuelling schedules on traditional saltmarshes may cause geese to exchange this traditional niche in favour of pastures, especially in a warming climate that requires advancement of migratory schedules. However, due to its high quality, intertidal forage can complement terrestrial foraging, potentially removing the incentive for habitat switches to pastures. The relatively high quality of green algae and seagrass, and birds’ remarkable preference for these resources when available, provides a key for managers to create landscapes that can sustain this specialist’s intertidal lifestyle. To keep natural habitats attractive to staging geese with the purpose of preventing conflicts with farming practices, management actions should focus on conservation and restoration of saltmarsh and especially intertidal habitat.</p
