North Campus Open Space Restoration Project Annual Monitoring Report: Year 2 (2019)
Born out of a vision shared by the local community, students, faculty, researchers and state and federal agencies, the North Campus Open Space (NCOS) restoration project is recreating more than 40 acres of estuarine and palustrine wetlands that historically comprised the upper portion of Devereux Slough that was filled in the mid-1960s to create the Ocean Meadows golf course. Led by the UC Santa Barbara Cheadle Center for Biodiversity and Ecological Restoration (CCBER) in collaboration with other UCSB departments, faculty, student and local community groups, contractors and government agencies, the project is also restoring more than 60 acres of upland habitats that include native grassland, coastal sage scrub, riparian, oak chaparral woodland, vernal pools and patches of annual wildflowers in clay and sandy soils. In addition to wetland and upland habitat restoration, the goals of the NCOS project include flood reduction, support for threatened and endangered species, public access and the provision of educational opportunities. Ancillary benefits of the project include carbon sequestration, preservation of local genotypes, and protection of adjacent ecological values and infrastructure through a design that integrates sea level rise considerations.Currently in its third year of implementation, the main planting phase of the project is approximately 90% complete, and the focus is now turning towards maintenance, continued monitoring, new research projects, and supplemental planting to add diversity, including special status species such as the Ventura marsh milk-vetch (Astragalus pycnostachys var. lanosissimus). This report describes the methods and results of monitoring for the first two years of the project, from vegetation and wildlife to wetland geomorphology, hydrology and water quality, carbon sequestration studies, community use and a detailed record of restoration efforts by type of worker, task and site location. This work documents the progress of the project and supports longer-term research and monitoring programs. Results from the second year of monitoring show substantial progress towards the project’s restoration goals, with many being met or exceeded

North Campus Open Space Restoration Project As-Built Grading and Hydrology Report
This report describes the as-built geomorphology and hydrology of the North Campus Open Space (NCOS) restoration project at the completion of the grading phase of the project. Topics covered include: a comparison of the predicted and as-built grading elevations, as-built cross-sections and thalwegs of the two main channels, and a comparison of the hydrology of the project site before and after the completion of the grading phase. A selection of photos of the project site taken before and after the completion of grading are provided at the end of the report. Ongoing project work not covered in this report includes: trail and bridge construction, planting and site maintenance, and the planned construction of a visitor interpretative plaza and maintenance equipment shed
Measurement of the fraction of t-tbar production via gluon-gluon fusion in p-pbar collisions at sqrt(s)=1.96 TeV
We present a measurement of the ratio of t-tbar production cross section via
gluon-gluon fusion to the total t-tbar production cross section in p-pbar
collisions at sqrt{s}=1.96 TeV at the Tevatron. Using a data sample with an
integrated luminosity of 955/pb recorded by the CDF II detector at Fermilab, we
select events based on the t-tbar decay to lepton+jets. Using an artificial
neural network technique we discriminate between t-tbar events produced via
q-qbar annihilation and gluon-gluon fusion, and find
Cf=(gg->ttbar)/(pp->ttbar)<0.33 at the 68% confidence level. This result is
combined with a previous measurement to obtain the most precise measurement of
this quantity, Cf=0.07+0.15-0.07.Comment: submitted to Phys. Rev.
Measurement of Resonance Parameters of Orbitally Excited Narrow B^0 Mesons
We report a measurement of resonance parameters of the orbitally excited
(L=1) narrow B^0 mesons in decays to B^{(*)+}\pi^- using 1.7/fb of data
collected by the CDF II detector at the Fermilab Tevatron. The mass and width
of the B^{*0}_2 state are measured to be m(B^{*0}_2) =
5740.2^{+1.7}_{-1.8}(stat.) ^{+0.9}_{-0.8}(syst.) MeV/c^2 and \Gamma(B^{*0}_2)
= 22.7^{+3.8}_{-3.2}(stat.) ^{+3.2}_{-10.2}(syst.) MeV/c^2. The mass difference
between the B^{*0}_2 and B^0_1 states is measured to be
14.9^{+2.2}_{-2.5}(stat.) ^{+1.2}_{-1.4}(syst.) MeV/c^2, resulting in a B^0_1
mass of 5725.3^{+1.6}_{-2.2}(stat.) ^{+1.4}_{-1.5}(syst.) MeV/c^2. This is
currently the most precise measurement of the masses of these states and the
first measurement of the B^{*0}_2 width.Comment: 7 pages, 1 figure, 1 table. Submitted to Phys.Rev.Let
Search for lepton flavor violating decays of a heavy neutral particle in p-pbar collisions at root(s)=1.8 TeV
We report on a search for a high mass, narrow width particle that decays
directly to e+mu, e+tau, or mu+tau. We use approximately 110 pb^-1 of data
collected with the Collider Detector at Fermilab from 1992 to 1995. No evidence
of lepton flavor violating decays is found. Limits are set on the production

Rethinking place and the social work office in the delivery of children's social work services
Limited attention has been given to the concept of place in social work research and practice. This paper draws on the national evaluation of social work practices (SWPs) in England undertaken between 2009 and 2012. SWPs were pilot organisations providing independent social work services for children in out-of-home care in five sites. One factor distinguishing some of these pilots was their attention to place. The evaluation employed a mixed methods approach and we use data from interviews with 121 children and young people in out-of-home care, 19 birth parents and 31 interviews with SWP staff which explored their views and experiences of the SWP offices. Children and young people
were alert to the stigma which could attach to social work premises and appreciated offices which were planned and furnished to appear less institutional and more ‘normal’. Daily interactions with staff which conveyed a sense of recognition and value to service users also contributed to a view of some SWP offices as accessible and welcoming places. Both children and parents appreciated offices that provided fun activities that positioned them as active rather than passive. Staff valued opportunities for influencing planning decisions about offices and place
was seen to confer a value on them as well as on service users. However, not all the SWPs were able to achieve these aspects of place, and engaging children and families in place was less likely when the service user population was widely dispersed. Recognising the importance of place and how place is constructed through relationships between people as well as through the physical environment appeared to be key to creating offices that combated the stigma attached to out-of-home care.
Those leading and managing children’s services should explore ways of involving local communities in planning social work offices and turn attention to making these offices accessible, welcoming, places
Run, Jump, Throw and Catch: How proficient are children attending English schools at the Fundamental Motor Skills identified as key within the school curriculum?
This study examined proficiency levels in fundamental motor skills (FMS) in children within Key Stage 1 and 2 of the English school system. Four hundred and ninety-two children aged 6–9 Years old (245 boys, 247 girls) from school Years Two (n = 130), Three (n = 154) and Four (n = 208) participated in this study. FMS for the run, jump, throw and catch were assessed using the Test of Gross Motor Development – 2. The proportion of children who achieved mastery or near mastery of the skills was determined. For the whole sample, 18.5% (n = 91) did not achieve mastery in any of the four skills. A similar proportion (18.7%, n = 92) achieved mastery in all four of the FMS examined in this study. The proportion of children achieving mastery of all four skills was lower for Year Two children (0%) compared to children in years Three (24%) and Four (25%). More boys (25.7%) achieved mastery in all four of the FMS compared to girls (11.7%). Individual behavioural components in skill performance were also examined. The results of the present study highlight that less than one-fifth of children aged 6–9 years old have mastered the four key FMS identified by the physical education (PE) curriculum despite having the developmental potential to become fundamentally competent by six years of age. Fostering positive trajectories of FMS development presents a challenge for PE specialists given the association between FMS mastery in childhood and physical activity, weight status and health.N/
'20 days protected learning' - students' experiences of an Overseas Nurses Programme - 4 years on: A retrospective survey
Background
From September 2005 the Nursing and Midwifery Council (NMC) introduced new arrangements for the registration of non-EU overseas nurses which requires all applicants to undertake '20 days of protected learning' time in the UK and for some, a period of supervised practice. A survey was undertaken at Bournemouth University, which offers a '20 days protected learning only' programme, to elicit overseas nurses' demographic details, experiences in completing the programme and their 'final destinations' once registered.
Methods
An online survey was devised which contained a mixture of tick box and open ended questions which covered demographic details, views on the programme and final destinations This was uploaded to www.SurveyMonkey.com and sent out to nurses who had completed the Overseas Nurses Programme (ONP) with Bournemouth University (n=1050). Quantiative data were analysed using descriptive statistics and the qualitative data were coded and analysed using content analysis .
Results
There were 251 respondents (27.7% response rate). The typical 'profile' of a nurse who responded to the survey was female, aged 25-40 years and had been qualified for more than 5 years with a bachelors degree. The majority came from Australia on a 2 year working holiday visa and the key final destination in the UK, on registration with the NMC, was working for an agency. There were five key findings regarding experience of the programe. Of those surveyed 61.2% did not feel it necessary to undergo an ONP; 71.6% felt that they should be able to complete the programme on-line in their own country; 64.2% that the ONP should only contain information about delivery of healthcare in UK and Legal and professional (NMC) issues; 57% that European nurses should also undergo the same programme and sit an IELTS test; and 68.2% that the programme was too theory orientated; and should have links to practice (21%).
Conclusions
The NMC set the admissions criteria for entry to the register and Standards for an ONP. The findings of this survey raise issues regarding the percieved value and use of this approach for overseas nurses, and it may be helpful to take this into account when considering future policy
Failing boys and moral panics: perspectives on the underachievement debate
The paper re-examines the underachievement debate from the perspective of the ‘discourse of derision’ that surrounds much writing in this area. It considers the contradictions and inconsistencies which underpin much of the discourse – from a reinterpretation of examination scores, to the conflation of the concepts of ‘under’ and ‘low’ achievement and finally to the lack of consensus on a means of defining and measuring the term underachievement. In doing so, this paper suggests a more innovative approach for understanding, re-evaluating and perhaps rejecting the notion of underachievement
Discretion in accounting for pensions under IAS 19: using the ‘magic telescope’?
We use a panel data set of UK-listed companies over the period 2005 to 2009 to analyse the actuarial assumptions used to value pension plan liabilities under IAS 19. The valuation process requires companies to make assumptions about financial and demographic variables, notably discount rate, price inflation, salary inflation, and mortality/life expectancy of plan members/beneficiaries. We use regression analysis to analyse the relationships between these key assumptions (except mortality, where disclosures are limited) and company-specific factors such as the pension plan funding position and duration of pension liabilities. We find evidence of selective ‘management’ of the three assumptions investigated, although the nature of this appears to differ from the findings of US authors. We conclude that IAS 19 does not prevent the use of managerial discretion, particularly by companies whose pension plan funding positions are weak, thereby reducing the representational faithfulness of the reported pension figures. We also highlight that the degree of discretion used reflects the extent to which IAS 19 defines how the assumptions are to be determined. We therefore suggest that companies should be encouraged to justify more explicitly their choice of assumptions
