    Organizational cultures: Obstacles to women in the UK construction industry

    The global economic downturn coupled with recent changes in UK law have led to a sizable reduction in public sector funding. As a result, both public and private sector organizations are under greater pressure to provide evidence of their activities in promoting equality and diversity in their use of public sector funds. This requirement poses a particular challenge for the UK construction industry, which remains largely White male dominated. Empirical data gathered from a series of semistructured questionnaires and focus groups that have received managerial and soft skills training are analyzed and discussed in this article in an effort to establish the organizational cultural obstacles that women face in working in the UK construction industry. The findings outline that White male-dominated organizational cultures, inflexible work practices, and a lack of supportive networks serve as obstacles to women in the UK construction industry. This study concludes with recommendations for the expansion of training opportunities for women to encourage workforce diversity within the UK construction industry

    Engaging sustainability good practice within the curriculum design and property portfolio in the Australian higher education sector

    Purpose The aim of this research is to evaluate the extent which university’s strategic plans affect the level of incorporation of sustainability within the curriculum design and property portfolio. Design/methodology/approach This research adopted a case study approach. The case study institution was Deakin University in Australia. This paper used a qualitative research method. Desk-top study included the review of the University’s Strategic Plan, policy agenda on sustainability and the documents on sustainability courses and units. Semi-structured interviews were held with academics who have course development and management responsibility within the university, colleagues who have a sustainability-focused role on estate management and colleagues whose roles are to manage sustainability initiatives at institution level. All interviews were recorded and transcribed. Content analysis was used to analyse the interview data. Findings Despite the University having a clear strategic aims and initiatives on the incorporation of sustainability within curriculum design and property portfolio, there is disconnection between policy development and policy implementation. As a result, the incorporation of sustainability varies largely between curricula within the institution. The incorporation of sustainability within the property portfolio is clear and effective. However, within the curriculum it is polarised. The level of incorporation depends on the nature of the course or unit and is largely driven by the initiatives of the individual academic. Good practice identified in the incorporation of sustainability within the curriculum is to use a problem-based approach supported by real life projects to enhance the students’ authentic learning experience. The good practice for successfully incorporating sustainability into the property portfolio is to have clear vision of what it has planned to achieve and to ensure there is a balance between sustainability and value for money. Originality/value This is pioneering research to investigate the incorporation of sustainability into higher education in a more comprehensive way. This paper considered the impact of strategic planning on the incorporation of sustainability within a higher education, on both curriculum design and property portfolio management

    Contextualising mainstreaming of disaster resilience concepts in the construction process

    Purpose: Construction industry and the built environment professions play an important role in contributing to society’s improved resilience. It is therefore important to improve their knowledge base to strengthen their capacities. This paper aims to identify gaps in the knowledge base of construction professionals that are undermining their ability to contribute to the development of a more disaster resilient society. The paper also provides a series of recommendations to key actors in the built environment on how to more effectively mainstream disaster resilience in the construction process. Design/methodology/approach: The paper reports the findings of 87 stakeholder interviews with: national and local government organisations; the community; non-governmental organisations, international non-governmental organisation and other international agencies; academia and research organisations; and the private sector, which were supplemented by a comprehensive analysis of key policies related to disaster resilience and management. The findings were validated using focus group discussions that were conducted as part of six organised stakeholder workshops. Findings: The primary and secondary data generated a long list of needs and skills. Finally, the identified needs and skills were combined “like-for-like” to produce broader knowledge gaps. Some of the key knowledge gaps identified are: governance, legal frameworks and compliance; business continuity management; disaster response; contracts and procurement; resilience technologies, engineering and infrastructure; knowledge management; social and cultural awareness; sustainability and resilience; ethics and human rights; innovative financing mechanisms; multi stakeholder approach, inclusion and empowerment; post disaster project management; and multi hazard risk assessment. The study also identifies a series of recommendations to key actors in the built environment on how to more effectively mainstream disaster resilience in the construction process. The recommendations are set out in five key themes: education, policy, practice, research and cross-cutting. Research limitations/implications: This study is part of an EU funded research project that is seeking to develop innovative and timely professional education that will update the knowledge and skills of construction professionals in the industry and enable them to contribute more effectively to disaster resilience building efforts. Originality/value: The paper provides an extensive analysis of the gaps in the knowledge base of construction professionals that are undermining their ability to contribute to the development of a more disaster resilient society. Accordingly, the paper recommends major changes in construction education, research, policy and practice with respect to mainstreaming disaster resilience within the construction process

    A model for identifying owner's needs in the building life cycle

    Building life cycle is a process which covers not only the construction phase but also the feasibility, the design and the operation phases. Identifying the owner s needs in all phases of this process is of paramount importance for achieving satisfactory results for the building project. Additionally, the owner s needs should be fulfilled by the work scope of every stakeholder involved in the project. Nevertheless, these needs are not always adequately considered in building projects. Thus, the purpose of the research reported in this paper has been to develop a model that allows for the identification of the owner s needs in all phases of the building life cycle. The article presents a six level classification system for the information required in the project and a two-dimensional model that maps the life cycle and the logical actions to be undertaken in each phase. The model has been corroborated and improved by applying the Delphi technique to a panel of ten experts in two rounds. The practical use of the model is through the systematic application of a series of questionnaires built upon the information classification system for determining the owner s needs. The paper details the operation phase of the model as an illustrative example and a case study on a residential building project of twelve apartments in Spain.This research was partially funded by the J.     Whole life performance assessment: critical success factors

    Whole life costing (WLC) has become the best practice in construction procurement and it is likely to be a major issue in predicting whole life costs of a construction project accurately. However, different expectations from different organizations throughout a project's life and the lack of data, monitoring targets, and long-term interest for many key players are obstacles to be overcome if WLC is to be implemented. A questionnaire survey was undertaken to investigate a set of ten common factors and 188 individual factors. These were grouped into eight critical categories (project scope, time, cost, quality, contract/administration, human resource, risk, and health and safety) by project phase, as perceived by the clients, contractors and subcontractors in order to identify critical success factors for whole life performance assessment (WLPA). Using a relative importance index, the top ten critical factors for each category, from the perspective of project participants, were analyzed and ranked. Their agreement on those categories and factors were analyzed using Spearman's rank correlation. All participants identify “Type of Project” as the most common critical factor in the eight categories for WLPA. Using the relative index ranking technique and weighted average methods, it was found that the most critical individual factors in each category were: “clarity of contract” (scope); “fixed construction period” (time); “precise project budget estimate” (cost); “material quality” (quality); “mutual/trusting relationships” (contract/administration); “leadership/team management” (human resource); and “management of work safety on site” (health and safety). There was relatively a high agreement on these categories among all participants. Obviously, with 80 critical factors of WLPA, there is a stronger positive relationship between client and contactor rather than contractor and subcontractor, client and subcontractor. Putting these critical factors into a criteria matrix can facilitate an initial framework of WLPA in order to aid decision making in the public sector in South Korea for evaluation/selection process of a construction project at the bid stage

    A framework to assist in the analysis of risks and rewards of adopting BIM for SMEs in the UK

Building information modelling (BIM) adoption amongst larger construction firms and innovators seems to be on the increase. However, there is evidence to suggest that small and medium sized enterprises (SMEs) are currently lagging behind and are losing out in winning publicly funded projects. Guidance and frameworks to assist SMEs to make an informed decision about BIM adoption are currently lacking. There has been no systematic effort to date to bring together the results of research in SMEs’ BIM adoption. Consequently, this paper seeks to bridge this gap and provide a conceptual framework to give a theoretical foundation to the study of brokering risks and rewards in the adoption of BIM for project delivery. This framework is comprehensive and includes trading off risks and rewards associated with several criteria, such as stage of involvement, project value, funding, and the procurement route chosen. The approach has been validated by a representative sample of BIM users and the findings of the validation are also presented. The findings of the framework validation reveal that early design stage, project size between £5 m and £50 m, private funding, and integrated project delivery procurement are the best opportunities that enable SMEs to maximise the benefits and minimise the risks, when adopting BIM

    Making the construction industry resilient to extreme weather:lessons from construction in hot weather conditions

    The construction industry is susceptible to extreme weather events (EWEs) due to most of its activities being conducted by manual workers outdoors. Although research has been conducted on the effects of EWEs, such as flooding and snowfall, limited research has been conducted on the effects of heatwaves and hot weather conditions. Heatwaves present a somewhat different risk profile to construction, unlike EWEs such as flooding and heavy snowfall that present physical obstacles to work onsite. However, heatwaves have affected the construction industry in the UK, and construction claims have been made due to adverse weather conditions. With heatwaves being expected to occur more frequently in the coming years, the construction industry may suffer unlike any other industry during the summer months. This creates the need to investigate methods that would allow construction activities to progress during hot summer months with minimal effect on construction projects. Hence, the purpose of this paper. Regions such as the Middle East and the UAE in particular flourish with mega projects, although temperatures soar to above 40ĚŠC in the summer months. Lessons could be learnt from such countries and adapted in the UK. Interviews have been conducted with a lead representative of a client, a consultant and a contractor, all of which currently operate on UAE projects. The key findings include one of the preliminary steps taken by international construction companies operating in the UAE. This involves restructuring their entire regional team by employing management staff from countries such as Lebanon, Palestine, Iraq, and their labour force from the sub-continent such as India and Pakistan. This is not only due to the cheap wage rate but also to the ability to cope and work in such extreme hot weather conditions. The experience of individuals working in the region allows for future planning, where the difference in labour productivity during the extreme hot weather conditions is known, allowing precautionary measures to be put in place
