О параметрах системы подготовки принятия решений государственной организации с помощью бизнес-процессов
В статье приводится описание параметров, необходимых для информационной системы принятия решений государственной организации при оказании услуг с помощью бизнес-процессов. Любая информационная система, позволяющая подготавливать данные для принятия решений, строится на основе количественной информации. Однако, само решение выбирается чаще всего на основе опыта, знаний, что субъективно и не во всех случаях является правильным. Нами предлагается выделить класс событий, для которых возможно разработать шаблоны решений. Выбор решения основывается на анализе параметров бизнес-процессов государственной организации при оказании услуг.The article describes the parameters necessary for the decision-making information system of the state organization in the provision of services through business processes. Any information system that allows data to be prepared for decision-making is based on quantitative information. However, the decision itself is chosen most often on the basis of experience, knowledge, which is subjective and not always correct. We propose to allocate a class of events for which it is possible to develop decision templates. The choice of the solution is based on the analysis of the parameters of the business processes of the state organization in the provision of service
Induced polarization of clay-sand mixtures: experiments and modelling
Frequency-domain induced polarization (IP) measurements consist of imposing an alternative sinusoidal electrical current (AC) at a given frequency and measuring the resulting electrical potential difference between two other non-polarizing electrodes. The magnitude of the conductivity and the phase lag between the current and the difference of potential can be expressed into a complex conductivity with the in-phase representing electromigration and a quadrature conductivity representing the reversible storage of electrical charges (capacitive effect) of the porous material. Induced polarization has become an increasingly popular geophysical method for hydrogeological and environmental applications [1]. These applications include for instance the characterization of clay materials used as permeability barriers in landfills or to contain various types of contaminants including radioactive wastes [2]. The goal of our study is to get a better understanding of the influence of the clay content, clay mineralogy, and pore water salinity upon complex conductivity measurements of saturated clay-sand mixtures in the frequency range ~ 1 mHz-12 kHz. The complex conductivity of saturated unconsolidated sand-clay mixtures was experimentally investigated using two types of clay minerals, kaolinite and smectite in the frequency range 1.4 mHz - 12 kHz. Four different types of sample were used, two containing mainly kaolinite (80% of the mass, the remaining containing 15% of smectite and 5% of illite/muscovite; 95% of kaolinite, 5% of illite/muscovite), and the two others containing mainly Na-smectite or Na-Ca-smectite (95% of the mass; bentonite). The experiments were performed with various clay contents (1, 5, 20, and 100 % in volume of the sand-clay mixture) and salinities (distilled water, 0.1 g/L, 1 g/L, and 10 g/L NaCl solution). In total, 44 saturated clay or clay-sand mixtures were prepared. Induced polarization measurements were performed with a cylindrical four-electrode sample-holder (cylinder made of PVC with 30 cm in length and 19 cm in diameter) associated with a SIP-Fuchs II impedance meter and non-polarizing Cu/CuSO4 electrodes (Figure 1). These electrodes were installed at 10 cm from the base of the sample holder and regularly spaced (each 90 degree). The results illustrate the strong impact of the Cationic Exchange Capacity (CEC) of the clay minerals upon the complex conductivity. The amplitude of the in-phase conductivity of the kaolinite-clay samples is strongly dependent to saturating fluid salinity (Figure 2) for all volumetric clay fractions, whereas the in-phase conductivity of the smectite-clay samples is quite independent on the salinity, except at the low clay content (5% and 1% of clay in volume). This is due to the strong and constant surface conductivity of smectite associated with its very high CEC. The quadrature conductivity increases steadily with the CEC and the clay content. We observe that the dependence on frequency of the quadrature conductivity of sand-kaolinite mixtures is more important than for sand-bentonite mixtures. For both types of clay, the quadrature conductivity seems to be fairly independent on the pore fluid salinity (Figure 2) except at very low clay contents (1% kaolinite-clay in volume). This is due to the constant surface site density of Na counter-ions in the Stern layer of clay materials [3]. At the lowest clay content (1%), the magnitude of the quadrature conductivity increases with the salinity, as expected for silica sands. In this case, the surface site density of Na counter-ions in the Stern layer increases with salinity [4]. The experimental data show good agreement with predicted values given by our Spectral Induced Polarization (SIP) model [4]. This complex conductivity model considers the electrochemical polarization of the Stern layer coating the clay particles and the Maxwell-Wagner polarization. We use the differential effective medium theory to calculate the complex conductivity of the porous medium constituted of the grains and the electrolyte. The SIP model includes also the effect of the grain size distribution upon the complex conductivity spectra. Interfacial parameters are estimated using the TLM of Sverjensky [5] for silica and the Donnan model of Tournassat and Appelo [6] for smectite

The zygomatic implant perforated (ZIP) flap: a new technique for combined surgical reconstruction and rapid fixed dental rehabilitation following low-level maxillectomy.
Abstract This aim of this report is to describe the development and evolution of a new surgical technique for the immediate surgical reconstruction and rapid post-operative prosthodontic rehabilitation with a fixed dental prosthesis following low-level maxillectomy for malignant disease. The technique involves the use of a zygomatic oncology implant perforated micro-vascular soft tissue flap (ZIP flap) for the primary management of maxillary malignancy with surgical closure of the resultant maxillary defect and the installation of osseointegrated support for a zygomatic implant-supported maxillary fixed dental prosthesis. The use of this technique facilitates extremely rapid oral and dental rehabilitation within a few weeks of resective surgery, providing rapid return to function and restoring appearance following low-level maxillary resection, even in cases where radiotherapy is required as an adjuvant treatment post-operatively. The ZIP flap technique has been adopted as a standard procedure in the unit for the management of low-level maxillary malignancy, and this report provides a detailed step-by-step approach to treatment and discusses modifications developed over the treatment of an initial cohort of patients
Effects of cold stratification pretreatment and pH level on germination of Centaurea tchihatcheffii Fisch. et Mey. seeds
Centaurea tchihatcheffii Fisch. Et. Mey. is a critically endangered (CR) plant species due to destruction of habitat, strong anthropogenic pressure, biotic and abiotic factors. It grows in limited areas in Gölbai district of Ankara, Turkey and in the world. It is very necessary to conserve it and prevent its extinction. Previous studies emphasise that low germination rate of its seed is primarily due to deep seed dormancy. Therefore, studies was done on C. tchihatcheffii seeds, to investigate the effects of cold stratification for different periods (90, 120 and 150 days) and different pH values (pH 6.5, 7.5 and 8.5) on seed germination. The highest germination percentage (58.89 ± 6.39%) was observed in seeds stratified for 150 days at all pH values of growing media, followed by seeds stratified for 120 days (42.78 ± 4.57%). An increase in pH level had negative effects on seed germination, the lowest germination (27.22 ± 4.18 %) was determined at pH 8.5.Key words: Centaure tchihatcheffii, critically endangered, seed germination, stratification, pH values
İzmir‐Ankara suture as a Triassic to Cretaceous plate boundary – data from central Anatolia
The İzmir‐Ankara suture represents part of the boundary between Laurasia and Gondwana along which a wide Tethyan ocean was subducted. In northwest Turkey, it is associated with distinct oceanic subduction‐accretion complexes of Late Triassic, Jurassic and Late Cretaceous ages. The Late Triassic and Jurassic accretion complexes consist predominantly of basalt with lesser amounts of shale, limestone, chert, Permian (274 Ma zircon U‐Pb age) metagabbro and serpentinite, which have undergone greenschist facies metamorphism. Ar‐Ar muscovite ages from the phyllites range from 210 Ma down to 145 Ma with a broad southward younging. The Late Cretaceous subduction‐accretion complex, the ophiolitic mélange, consists of basalt, radiolarian chert, shale and minor amounts of recrystallized limestone, serpentinite and greywacke, showing various degrees of blueschist facies metamorphism and penetrative deformation. Ar‐Ar phengite ages from two blueschist metabasites are ca. 80 Ma (Campanian). The ophiolitic mélange includes large Jurassic peridotite‐gabbro bodies with plagiogranites with ca. 180 Ma U‐Pb zircon ages. Geochronological and geological data show that Permian to Cretaceous oceanic lithosphere was subducted north under the Pontides from the Late Triassic to the Late Cretaceous. This period was characterized generally by subduction‐accretion, except in the Early Cretaceous, when subduction‐erosion took place. In the Sakarya segment all the subduction accretion complexes, as well as the adjacent continental sequences, are unconformably overlain by Lower Eocene red beds. This, along with the stratigraphy of the Sakarya Zone indicate that the hard collision between the Sakarya Zone and the Anatolide‐Tauride Block took place in Paleocene
Complex conductivity of soils
The complex conductivity of soils remains poorly known despite the growing importance of this method in hydrogeophysics. In order to fill this gap of knowledge, we investigate the complex conductivity of 71 soils samples (including four peat samples) and one clean sand in the frequency range 0.1 Hz to 45 kHz. The soil samples are saturated with six different NaCl brines with conductivities (0.031, 0.53, 1.15, 5.7, 14.7, and 22 S m21, NaCl, 258C) in order to determine their intrinsic formation factor and surface conductivity. This data set is used to test the predictions of the dynamic Stern polarization model of porous media in terms of relationship between the quadrature conductivity and the surface conductivity. We also investigate the relationship between the normalized chargeability (the difference of in-phase conductivity between two frequencies) and the quadrature conductivity at the geometric mean frequency. This data set confirms the relationships between the surface conductivity, the quadrature conductivity, and the normalized chargeability. The normalized chargeability depends linearly on the cation exchange capacity and specific surface area while the chargeability shows no dependence on these parameters. These new data and the dynamic Stern layer polarization model are observed to be mutually consistent. Traditionally, in hydrogeophysics, surface conductivity is neglected in the analysis of resistivity data. The relationships we have developed can be used in field conditions to avoid neglecting surface conductivity in the interpretation of DC resistivity tomograms. We also investigate the effects of temperature and saturation and, here again, the dynamic Stern layer predictions and the experimental observations are mutually consistent
