    A novel method based on extended uncertain 2-tuple linguistic muirhead mean operators to MAGDM under uncertain 2-tuple linguistic environment

    The present work is focused on multi-attribute group decision-making (MAGDM) problems with the uncertain 2-tuple linguistic information (ULI2–tuple) based on new aggregation operators which can capture interrelationships of attributes by a parameter vector P. To begin with, we present some new uncertain 2-tuple linguistic MM aggregation (UL2–tuple-MM) operators to handle MAGDM problems with ULI2–tuple, including the uncertain 2-tuple linguistic Muirhead mean (UL2–tuple-MM) operator, uncertain 2-tuple linguistic weighted Muirhead mean (UL2–tuple-WMM) operator. In addition, we extend UL2–tuple-WMM operator to a new aggregation operator named extended uncertain 2-tuple linguistic weighted Muirhead mean (EUL2–tuple-WMM) operators in order to handle some decision-making problems with ULI2–tuple whose attribute values are expressed in ULI2–tuple and attribute weights are also 2-tuple linguistic information. Whilst, the some properties of these new aggregation operators are obtained and some special cases are discussed. Moreover, we propose a new method to solve the MAGDM problems with ULI2–tuple. Finally, a numerical example is given to show the validity of the proposed method and the advantages of proposed method are also analysed

    Water Policies and Conflict Resolution of Public Participation Decision-Making Processes Using Prioritized Ordered Weighted Averaging (OWA) Operators

    [EN] There is a growing interest in environmental policies about how to implement public participation engagement in the context of water resources management. This paper presents a robust methodology, based on ordered weighted averaging (OWA) operators, to conflict resolution decision-making problems under uncertain environments due to both information and stakeholders' preferences. The methodology allows integrating heterogeneous interests of the general public and stakeholders on account of their different degree of acceptance or preference and level of influence or power regarding the measures and policies to be adopted, and also of their level of involvement (i.e., information supply, consultation and active involvement). These considerations lead to different environmental and socio-economic outcomes, and levels of stakeholders' satisfaction. The methodology establishes a prioritization relationship over the stakeholders. The individual stakeholders' preferences are aggregated through their associated weights, which depend on the satisfaction of the higher priority decision maker. The methodology ranks the optimal management strategies to maximize the stakeholders' satisfaction. It has been successfully applied to a real case study, providing greater fairness, transparency, social equity and consensus among actors.     COMPLEX INTUITIONISTIC FUZZY DOMBI PRIORITIZED AGGREGATION OPERATORS AND THEIR APPLICATION FOR RESILIENT GREEN SUPPLIER SELECTION

    One of the main problems faced by resilient supply chain management is how to solve the problem of supplier selection, which is a typical multi-attribute decision-making (MADM) problem. Given the complexity of the current decision-making environment, the primary influence of this paper is to propose the theory of Dombi operational laws based on complex intuitionistic fuzzy (CIF) information. Moreover, we examined the theory of CIF Dombi prioritized averaging (CIFDPA) and CIF weighted Dombi prioritized averaging (CIFWDPA), where these operators are the modified version of the prioritized aggregation operators and Dombi aggregation operators for fuzzy, intuitionistic fuzzy, complex fuzzy and complex intuitionistic fuzzy information. Some reliable properties for the above operators are also established. Furthermore, to state the art of the proposed operators, an application example in the presence of the invented operators is evaluated for managing resilient green supplier selection problems. Finally, through comparative analysis with mainstream technologies, we provide some mechanism explanations for the proposed method to show the supremacy and worth of the invented theory

    Some Heronian mean operators with 2-tuple linguistic information and their application to multiple attribute group decision making

    With respect to multi-attribute group decision-making problems, in which attribute values take the form of 2-tuple linguistic information, a new decision making method that considers the interrelationships of attribute values is proposed. Firstly, some new aggregation operators of 2-tuple linguistic information based on Heronian mean are proposed, such as 2-tuple linguistic Heronian mean operator (2TLHM) and 2-tuple linguistic weighted Heronian mean operator (2TLWHB), and some desired properties of the proposed operators are studied. Then, a method based on the 2TLHM and 2TLWHB operators for multiple attribute group decision making is developed. In this approach, the interrelationships of attribute values are considered. Finally, an illustrative example is given to verify the developed approach and to demonstrate its practicality and effectiveness

    Q-rung orthopair normal fuzzy aggregation operators and their application in multi-attribute decision-making

Q-rung orthopair fuzzy set (q-ROFS) is a powerful tool to describe uncertain information in the process of subjective decision-making, but not express vast objective phenomenons that obey normal distribution. For this situation, by combining the q-ROFS with the normal fuzzy number, we proposed a new concept of q-rung orthopair normal fuzzy (q-RONF) set. Firstly, we defined the conception, the operational laws, score function, and accuracy function of q-RONF set. Secondly, we presented some new aggregation operators to aggregate the q-RONF information, including the q-RONF weighted operators, the q-RONF ordered weighted operators, the q-RONF hybrid operator, and the generalized form of these operators. Furthermore, we discussed some desirable properties of the above operators, such as monotonicity, commutativity, and idempotency. Meanwhile, we applied the proposed operators to the multi-attribute decision-making (MADM) problem and established a novel MADM method. Finally, the proposed MADM method was applied in a numerical example on enterprise partner selection, the numerical result showed the proposed method can effectively handle the objective phenomena with obeying normal distribution and complicated fuzzy information, and has high practicality. The results of comparative and sensitive analysis indicated that our proposed method based on q-RONF aggregation operators over existing methods have stronger information aggregation ability, and are more suitable and flexible for MADM problems

    Elevating decision management in sustainable energy planning through spherical fuzzy aggregation operators

    This article introduces a novel paradigm for enhancing the administration of decisions regarding sustainable energy planning. This is achieved by deploying novel spherical fuzzy aggregation operators that have been meticulously tailored to address the inherent complexities of uncertainty and imprecision prevalent in energy planning datasets. These operators vastly increase the precision and efficacy of decision-making processes, thereby transforming the entire sustainable energy landscape. This study focuses predominantly on the complex domain of multi-attribute decision-making (MADM), in which the interplay of parameters is characterized by a discernible hierarchy of importance. This method generates aggregation operators based on the assignment of non-negative real values to clearly defined priority echelons, a framework known as priority degrees. This effort results in the development of two notable prioritized operators: the “spherical fuzzy prioritized averaging operator with priority degrees” and the “spherical fuzzy prioritized geometric operator with priority degrees”. The efficacy of these conceptual frameworks is vividly demonstrated through the application of extensive case studies, in which observable results clearly demonstrate their superiority over conventional methodologies. The empirical findings unequivocally demonstrate the superiority of the proposed operators, resonating with substantial performance and efficiency improvements. This study not only adds a seminal dimension to the field of sustainable energy management but also reveals a revolutionary application of spherical fuzzy aggregation operators at the forefront of effective decision-making paradigms.
