Digital inclusion - the vision, the challenges and the way forward
This paper considers the vision and aspiration of digital inclusion, and then examines the current reality. It looks beyond the rhetoric to provide an analysis of the status quo, a consideration of some facilitators and challenges to progress and some suggestions for moving forward with renewed energy and commitment. The far-reaching benefits of digital inclusion and the crucial role it plays in enabling full participation in our digital society are considered. At the heart of the vision of universal digital inclusion is the deceptively simple goal to ensure that everyone is able to access and experience the wide-ranging benefits and transformational opportunities and impacts it offers. The reality is a long way from the vision: inequality of access still exists despite many national campaigns and initiatives to reduce it. The benefits and beneficiaries of a digital society are not just the individual but all stakeholders in the wider society. Research evidence has shown that the critical success factors for successful digital participation are (i) appropriate design and (ii) readily available and on-going ICT (Information and Communication Technology) support in the community. Challenges and proven solutions are presented. The proposition of community hubs in local venues to provide user-centred ICT support and learning for older and disabled people is presented. While the challenges to achieve digital inclusion are very considerable, the knowledge of how to achieve it and the technologies which enable it already exist. Harnessing of political will is necessary to make digital inclusion a reality rather than a vision. With the cooperation and commitment of all stakeholders actualisation of the vision of a digitally inclusive society, while challenging, can be achieved and will yield opportunities and rewards that eclipse the cost of implementation

This paper reviews the published articles on eTourism in the past 20 years. Using a wide variety of sources, mainly in the tourism literature, this paper comprehensively reviews and analyzes prior studies in the context of Internet applications to Tourism. The paper also projects future developments in eTourism and demonstrates critical changes that will influence the tourism industry structure. Tracing the creation and evaluation of accessible Open Educational Resources through learning analytics
The adoption of Open Educational Resources (OER) has been continuously growing and with it the need to addressing the diversity of students’ learning needs. Because of that, OER should meet with characteristics such as the web accessibility and quality. Thus, teachers as the creators of OER need supporting tools and specialized competences. The main contribution of this thesis is a Learning Analytics Model to Trace the Creation and Evaluation of OER (LAMTCE) considering web accessibility and quality. LAMTCE also includes a user model of the teacher’s competences in the creation and evaluation of OER. Besides that, we developed ATCE, a learning analytics tool based on the LAMTCE model. Finally, it was carried out an evaluation conducted with teachers involving the use of the tool and we found that the tool really benefited teachers in the acquisition of their competences in creation and evaluation of accessible and quality OER.La adopción de Recursos Educativos Abiertos (REA) ha ido en aumento y con ello la necesidad de abordar la diversidad de necesidades de aprendizaje de los estudiantes. Por ello, los REA deben cumplir con características tales como la accesibilidad web y la calidad. Así, los profesores como los creadores de REA necesitan de herramientas de soporte y competencias especializadas. La principal contribución de la tesis es el modelo LAMTCE, un modelo de analíticas de aprendizaje para hacer seguimiento a la creación y evaluación de REA considerando la accesibilidad web y la calidad. LAMTCE también incluye un modelo de usuario de las competencias del profesor en creación y evaluación de REA. Además, se desarrolló ATCE, una herramienta de analíticas de aprendizaje que está basada en el modelo LAMTCE. Finalmente, se llevó a cabo un estudio con profesores involucrando el uso de la herramienta encontrando que ésta realmente benefició a los profesores en la adquisición de sus competencias en creación y evaluación de REA accesibles y de calidad

An approach to the integration of accessibility requirements into a user interface development method
It is a legal requirement in many countries to ensure accessibility for Web applications. Although there are numerous regulations and standards regarding accessibility in the development of user interfaces, accessibility is nevertheless quite difficult to achieve, let alone to maintain at a high level of quality throughout the development process. This difficulty is due to diverse factors including, but not limited to, the lack of proper development methods, authoring tools and accessibility training for user interface development professionals. In an attempt to offer a solution to these difficulties, this paper proposes a methodological approach for the integration of accessibility requirements into a user interface development method based on User Interface Description Language (UIDL) or, more specifically, on the USer Interface eXtensible Markup Language (UsiXML) framework. The proposed strategy involves the integration of accessibility requirements into design primitives of the user interface development method. This paper focuses on accessibility requirements related to navigation in the Task Model, Abstract User Interface Model and Transformation Model. The application of the approach shown for the SPA4USXML tool also includes a proof of concept and validation of the proposal. The study shows that accessibility requirements included at the design stage in the modelling of user interfaces can be systematized through mechanisms such as new transformation rules and the use of support tools such as SPA4USXML. As a result, the quality of accessibility can be guaranteed by taking advantage of developments in technologies based on User Interface Markup Languages such as UsiXML.This research work has been partly funded by the Department of Education, Universities and Research of the Basque
