Protection from uncertainty in the exploration/exploitation trade-off
The exploration/exploitation trade-off (EE trade-off) describes how, when faced with several competing alternatives, decision-makers must often choose between a known good alternative (exploitation) and one or more unknown but potentially more rewarding alternatives (exploration). Prevailing theory on how humans perform the EE trade-off states that uncertainty is a major motivator for exploration: the more uncertain the environment, the more exploration that will occur. The current paper examines whether exploratory behaviour in both choice and attention may be impacted differently depending on whether uncertainty is onset suddenly (unexpected uncertainty), or more slowly (expected uncertainty). It is shown that when uncertainty was expected, participants tended to explore less with their choices, but not their attention, than when it was unexpected. Crucially, the impact of this "protection from uncertainty" on exploration only occurred when participants had an opportunity to learn the structure of the task prior to experiencing uncertainty. This suggests that the interaction between uncertainty and exploration is more nuanced than simply more uncertainty leading to more exploration, and that attention and choice behaviour may index separate aspects of the EE trade-off
Multi-Person Pose Estimation with Local Joint-to-Person Associations
Despite of the recent success of neural networks for human pose estimation,
current approaches are limited to pose estimation of a single person and cannot
handle humans in groups or crowds. In this work, we propose a method that
estimates the poses of multiple persons in an image in which a person can be
occluded by another person or might be truncated. To this end, we consider
multi-person pose estimation as a joint-to-person association problem. We
construct a fully connected graph from a set of detected joint candidates in an
image and resolve the joint-to-person association and outlier detection using
integer linear programming. Since solving joint-to-person association jointly
for all persons in an image is an NP-hard problem and even approximations are
expensive, we solve the problem locally for each person. On the challenging
MPII Human Pose Dataset for multiple persons, our approach achieves the
accuracy of a state-of-the-art method, but it is 6,000 to 19,000 times faster.Comment: Accepted to European Conference on Computer Vision (ECCV) Workshops,

The Political Economy of State-led Energy Transformations: Lessons from Solar PV in Kenya and China
Amid talk of the need for a low carbon ‘clean energy revolution’ to address the challenges of energy poverty and climate change, there is growing academic and policy interest in understanding the role of key actors that are expected to enable transitions and transformations towards a low carbon economy in a pro-poor way.
Within the socio-technical transitions literature, there has been increased interest in “the state” as the primary actor with the responsibility, authority and capacity to address these issues. But understanding the role of the state in energy transformations requires an appreciation of context: what is possible given enormous differences in capacity and resources, autonomy and uneven access to different energy sources and technologies. Which technologies and energy systems receive support, whose energy needs get prioritised and which actors are charged with the responsibility for meeting energy needs are a function of very different decision-making processes, political systems and political economies.
Taking the case of support to solar PV in China and Kenya, we develop a political economy analysis of state-led energy transformations which seeks to explore how different aspects of statehood impact upon the nature and prospects of the sorts of transformations now urgently required of energy systems. We do so by examining political economy dynamics in relation to: (i) the organisation of the state; (ii) the political nature of the state; and (iii) the state in the global political economy. This raises questions about the viability and desirability of generic prescriptions for “managed transitions” in light of such diversity in state forms and functions, the different ways in which they interact with energy systems and the evident limits of the sorts of transitions and transformations that states alone can steer, manage or impose. It thus speaks to broader debates about the politics of “care” vs. “control” in transformations to sustainability.ESR
The fairness, predictive validity and acceptability of multiple mini interview in an internationally diverse student population--a mixed methods study
BACKGROUND: International medical students, those attending medical school outside of their country of citizenship, account for a growing proportion of medical undergraduates worldwide. This study aimed to establish the fairness, predictive validity and acceptability of Multiple Mini Interview (MMI) in an internationally diverse student population. METHODS: This was an explanatory sequential, mixed methods study. All students in First Year Medicine, National University of Ireland Galway 2012 were eligible to sit a previously validated 10 station MMI. Quantitative data comprised: demographics, selection tool scores and First Year Assessment scores. Qualitative data comprised separate focus groups with MMI Assessors, EU and Non-EU students. RESULTS: 109 students participated (45% of class). Of this 41.3% (n = 45) were Non-EU and 35.8% (n = 39) did not have English as first language. Age, gender and socioeconomic class did not impact on MMI scores. Non-EU students and those for whom English was not a first language achieved significantly lower scores on MMI than their EU and English speaking counterparts (difference in mean 11.9% and 12.2% respectively, P<0.001). MMI score was associated with English language proficiency (IELTS) (r = 0.5, P<0.01). Correlations emerged between First Year results and IELTS (r = 0.44; p = 0.006; n = 38) and EU school exit exam (r = 0.52; p<0.001; n = 56). MMI predicted EU student OSCE performance (r = 0.27; p = 0.03; n = 64). In the analysis of focus group data two overarching themes emerged: Authenticity and Cultural Awareness. MMI was considered a highly authentic assessment that offered a deeper understanding of the applicant than traditional tools, with an immediate relevance to clinical practice. Cultural specificity of some stations and English language proficiency were seen to disadvantage international students. Recommendations included cultural awareness training for MMI assessors, designing and piloting culturally neutral stations, lengthening station duration and providing high quality advance information to candidates. CONCLUSION: MMI is a welcome addition to assessment armamentarium for selection, particularly with regard to stakeholder acceptability. Understanding the mediating and moderating influences for differences in performance of international candidates is essential to ensure that MMI complies with the metrics of good assessment practice and principles of both distributive and procedural justice for all applicants, irrespective of nationality and cultural background
From laggard to leader: explaining offshore wind developments in the UK
Offshore wind technology has recently undergone rapid deployment in the UK. And yet, up until recently, the UK was considered a laggard in terms of deploying renewable energy. How can this burst of offshore wind activity be explained? An economic analysis would seek signs for newfound competitiveness for offshore wind in energy markets. A policy analysis would highlight renewable energy policy developments and assess their contribution to economic prospects of offshore wind. However, neither perspective sheds sufficient light on the advocacy of the actors involved in the development and deployment of the technology. Without an account of technology politics it is hard to explain continuing policy support despite rising costs. By analysing the actor networks and narratives underpinning policy support for offshore wind, we explain how a fairly effective protective space was constructed through the enroling of key political and economic interests
Considering the Case for Biodiversity Cycles: Reexamining the Evidence for Periodicity in the Fossil Record
Medvedev and Melott (2007) have suggested that periodicity in fossil
biodiversity may be induced by cosmic rays which vary as the Solar System
oscillates normal to the galactic disk. We re-examine the evidence for a 62
million year (Myr) periodicity in biodiversity throughout the Phanerozoic
history of animal life reported by Rohde & Mueller (2005), as well as related
questions of periodicity in origination and extinction. We find that the signal
is robust against variations in methods of analysis, and is based on
fluctuations in the Paleozoic and a substantial part of the Mesozoic.
Examination of origination and extinction is somewhat ambiguous, with results
depending upon procedure. Origination and extinction intensity as defined by RM
may be affected by an artifact at 27 Myr in the duration of stratigraphic
intervals. Nevertheless, when a procedure free of this artifact is implemented,
the 27 Myr periodicity appears in origination, suggesting that the artifact may
ultimately be based on a signal in the data. A 62 Myr feature appears in
extinction, when this same procedure is used. We conclude that evidence for a
periodicity at 62 Myr is robust, and evidence for periodicity at approximately
27 Myr is also present, albeit more ambiguous.Comment: Minor modifications to reflect final published versio

Temporal scaling phenomena in groundwater-floodplain systems using robust detrended fluctuation analysis
In order to determine objectively the fractal behaviour of a time series, and to facilitate potential future attempts to assess model performance by incorporating fractal behaviour, a multi-order robust detrended fluctuation analysis (r-DFAn) procedure is developed herein. The r-DFAn procedure allows for robust and automated quantification of mono-fractal behaviour. The fractal behaviour is quantified with three parts: a global scaling exponent, crossovers, and local scaling exponents. The robustness of the r-DFAn procedure is established by the systematic use of robust regression, piecewise linear regression, Analysis of Covariance (ANCOVA) and Multiple Comparison Procedure to determine statistically significant scaling exponents and optimum crossover locations. The MATLAB code implementing the r-DFAn procedure has also been open sourced to enable reproducible results.
r-DFAn will be illustrated on a synthetic signal after which is used to analyse high-resolution hydrologic data; although the r-DFAn procedure is not limited to hydrological or geophysical time series. The hydrological data are 4 year-long datasets (January 2012 to January 2016) of 1-min groundwater level, river stage, groundwater and river temperature, and 15-min precipitation and air temperature, at Wallingford, UK. The datasets are analysed in both time and fractal domains. The study area is a shallow riparian aquifer in hydraulic connection to River Thames, which traverses the site. The unusually high resolution datasets, along with the responsive nature of the aquifer, enable detailed examination of the various data and their interconnections in both time- and fractal-domains
