    Una perspectiva internacional de los derechos de la niñez. Cálculo para Colombia del Índice de Derechos de la Niñez (IDN)

    Based on the experience of Mexico and Ecuador, the Children’s Rights Index (CRI) is under construction in five Colombian regions (Atlantic, Eastern, Central, Pacific and Bogotá) for 1995, 2000 and 2005. For the first stage of childhood, the CRI groups together three aspects contained in the International Convention of Children’s Rights (ICCR); the right to live, the right to grow healthy and well nourished and the right to education. The Index's calculations confirm an intuitive reality in the country; the regional inequality and the deficient access to basic social services for the underage population. In effect, the results show that Bogotá is the region that most guarantees the three fundamental rights that relate the Index to their children; its CRI (0-5) to 2005 is 4.88, 1.5 times larger than the National average and 5 times larger than that of Pacific Region.A partir de la experiencia de México y Ecuador, se construye el Índice de Derechos de la Niñez (IDN) en cinco regiones colombianas (Atlántica, Oriental, Central, Pacífica y Bogotá) para los años 1995, 2000 y 2005. El IDN para primera infancia agrupa tres aspectos contenidos en la Convención Internacional de los Derechos del Niño (CIDN); el derecho a la vida, el derecho a crecer saludable y bien nutrido y el derecho a la educación. Los cálculos del índice confirman una realidad intuitiva en el país; la inequidad regional y la deficiente cobertura de acceso a servicios sociales básicos para la población menor de edad. En efecto, los resultados muestran que Bogotá es la región que más garantiza los tres derechos fundamentales que integran el índice a sus infantes; su IDN (0-5) para 2005 es de 4.88, 1.5 veces mayor que el promedio nacional y 5 veces mayor que el de la Región Pacífica

    Hotspots of biogeochemical activity linked to aridity and plant traits across global drylands

These hotspots largely determine the structure and functioning of drylands worldwide. Despite their ubiquity, the factors controlling fertile islands under conditions of contrasting grazing by livestock, the most prevalent land use in drylands, remain virtually unknown. Here we evaluated the relative importance of grazing pressure and herbivore type, climate and plant functional traits on 24 soil physical and chemical attributes that represent proxies of key ecosystem services related to decomposition, soil fertility, and soil and water conservation. To do this, we conducted a standardized global survey of 288 plots at 88 sites in 25 countries worldwide. We show that aridity and plant traits are the major factors associated with the magnitude of plant effects on fertile islands in grazed drylands worldwide. Grazing pressure had little influence on the capacity of plants to support fertile islands. Taller and wider shrubs and grasses supported stronger island effects. Stable and functional soils tended to be linked to species-rich sites with taller plants. Together, our findings dispel the notion that grazing pressure or herbivore type are linked to the formation or intensification of fertile islands in drylands. Rather, our study suggests that changes in aridity, and processes that alter island identity and therefore plant traits, will have marked effects on how perennial plants support and maintain the functioning of drylands in a more arid and grazed world.This research was supported by the European Research Council (ERC grant 647038 (BIODESERT) awarded to F.T.M.) and Generalitat Valenciana (CIDEGENT/2018/041).     Taking the pulse of Earth's tropical forests using networks of highly distributed plots

    Tropical forests are the most diverse and productive ecosystems on Earth. While better understanding of these forests is critical for our collective future, until quite recently efforts to measure and monitor them have been largely disconnected. Networking is essential to discover the answers to questions that transcend borders and the horizons of funding agencies. Here we show how a global community is responding to the challenges of tropical ecosystem research with diverse teams measuring forests tree-by-tree in thousands of long-term plots. We review the major scientific discoveries of this work and show how this process is changing tropical forest science. Our core approach involves linking long-term grassroots initiatives with standardized protocols and data management to generate robust scaled-up results. By connecting tropical researchers and elevating their status, our Social Research Network model recognises the key role of the data originator in scientific discovery. Conceived in 1999 with RAINFOR (South America), our permanent plot networks have been adapted to Africa (AfriTRON) and Southeast Asia (T-FORCES) and widely emulated worldwide. Now these multiple initiatives are integrated via ForestPlots.net cyber-infrastructure, linking colleagues from 54 countries across 24 plot networks. Collectively these are transforming understanding of tropical forests and their biospheric role. Together we have discovered how, where and why forest carbon and biodiversity are responding to climate change, and how they feedback on it. This long-term pan-tropical collaboration has revealed a large long-term carbon sink and its trends, as well as making clear which drivers are most important, which forest processes are affected, where they are changing, what the lags are, and the likely future responses of tropical forests as the climate continues to change. By leveraging a remarkably old technology, plot networks are sparking a very modern revolution in tropical forest science.     Un hogar en Colombia se considera pobre si sus ingresos en pesos colombianos son menores a 1 142 097, mientras que en el Valle del Cauca esta cifra es de 872 545 pesos. La diferencia entre el valor de la línea subjetiva para el promedio nacional y la del Valle del Cauca sugiere que múltiples factores intervienen en la percepción de pobreza. La literatura empírica los asocia con diferentes estructuras económicas regionales y distintas dotaciones de capital humano y social. Las medidas subjetivas de pobreza complementan a las medidas objetivas (generalmente basadas en el ingreso) y en forma conjunta constituyen bases para una mejor comprensión de la pobreza y el diseño de políticas eficaces para superarla

    Se construye un Indicador de Carencias en la Niñez (icn) para los 42 municipios que integran el departamento del Valle del Cauca. El índice agrupa un conjunto de indicadores en áreas sensibles al bienestar de la población menor de 15 años de edad: asistencia escolar, cobertura de aseguramiento en la atención de servicios de salud y déficit cualitativo de la vivienda. Los principales resultados muestran que la brecha de carencias infantiles más grande la presenta el municipio de Buenaventura, con un icn de 0.40 y la menor la reporta el municipio de Cali (0.17). Igualmente, con respecto al acceso a servicios sociales básicos para los niños, se hace evidente la gran distancia entre la capital y el promedio departamental, y entre éste último y los municipios más rezagados que conforman la subregión norte del departamento del Valle del Cauca

The Index groups together a set of indicators in sensitive welfare areas of under fifteen; schoolar attendance, guarantee of coverage of attention in health services and qualitative housing déficit. The major results show that the biggest breach of childhood shortage, is shown by the municipality of Buenaventura, with a 0.4 ICS and the minor one, its reported by the municipality of Cali. Likewise, with respect to the children’s social basic services access, the great distance between the capital and the departamental average is clear, and the latter with the straggling municipalities that make up the North subregion of the Department of Valle del Cauca
