    The Agrarian Seeds of Empire: The Political Economy of Agriculture in the U.S. State Institutional Capacity Building, 1849-1980

    This study outlines the influence of agrarian movements on the process of US institutional capacity building during the period of 1840- 1980. It investigates the specific nature of US institutional efforts at various stages of development over different eras, highlighting how they informed the formation of state institutional capacities. The unique strength and development of US farmer’s movements led to a state institutional development path that had important implications for economic and social development going forward. In demonstrating the specific and important influence of agriculture and agricultural social movements on US state institutional formation, it will be shown how the two forces of state intervention and social movement pressure converged in a symbiotic relationship to produce agro-industrialization. Through this study this agro-industrial developmental path will be shown to have roots in the state’s institutional response to agrarian pressure in the concrete historical political economy. This state led development I label the agro-industrial push and highlight its relationship with agrarian social movements in the development of industrial agribusiness in the US over the course of the second half of the nineteenth and first half of the twentieth Centuries. It will then be shown how the particular institutional capacities that the agro-industrial push developed, along with the economic and political outcomes it created, were used in the twentieth Century to impose the same project outside of the US. The findings of this investigation link together and augment existing approaches to US capitalist development, International Relations, and theories of the relationship between the state and the food system

    Balancing the Scales: The 1996 Telecommunications Act and Eleventh Amendment Immunity

    The Telecommunications Act of 1996 explicitly created a role for federal courts in the interconnection process. However, parties\u27 ability to seek federal review of interconnection agreements is no longer as straightforward as the language of the Act implies. The Supreme Court\u27s unnecessarily novel and narrow reading of Eleventh Amendment immunity in Seminole Tribe v. Florida renders unenforceable the federal review provisions of the Act against state regulatory commissions. While some interconnection agreements may find their way into federal court, for example, where a party seeking to interconnect sues an incumbent provider instead of the state commission, enforcement of a federal order on a state commission will continue to pose costly problems. A more suitable approach, in line with previous immunity jurisprudence, would preserve federal court jurisdiction with appropriate deference to state action

    The dynamic relationship of sentence complexity, childhood stuttering, and grammatical development

    The present study was conducted to determine if the relationship between grammatical complexity and childhood stuttering is influenced by grammatical development. The study was cross-sectional in design and observed the spontaneous speech of six children who stutter ranging in age from 32 to 46 months. The first 100 utterances from each subject\u27s sample were scored using Scarborough\u27s (1990) Index of Productive Syntax (IPSyn) and given a numerical score which was used as an indicator of grammatical development in place of the child\u27s age. The first one-hundred sentences containing a noun and verb in subject-predicate relationship were extracted from each sample and coded for their grammatical complexity using Lee\u27s (1973) Developmental Sentence Score. The utterances were also measured for the length in morphemes. Sample utterances were then separated into two categories: fluent and stuttered. Results showed that when conducting group comparisons the mean complexity levels of fluent and stuttered utterances were significantly different. The difference in complexity levels of the fluent and stuttered utterances, however, was not found to be significant when the length of the utterance was held constant. To determine if the difference in sentence complexity of fluent and stuttered utterances was related to age and/or IPSyn, bivariate correlation analyses were conducted. Results showed that the differences between the mean complexity levels of the fluent and stuttered utterances were not significantly correlated with grammatical development. However, an apparent correlation was observed when depicted in graph form. It was found that the difference in complexity of fluent and stuttered utterances became more apparent as a child increased in grammatical development. Findings suggest that as a child\u27s grammatical repertoire expands, simpler sentence forms are fluent while the newly acquired sentence forms are dysfluent. Findings suggest that the incidence of stuttering shifts along a developmental continuum, occurring more often on the child\u27s emerging grammar forms

    Altering Pyrroloquinoline Quinone Nutritional Status Modulates Mitochondrial, Lipid, and Energy Metabolism in Rats

    We have reported that pyrroloquinoline quinone (PQQ) improves reproduction, neonatal development, and mitochondrial function in animals by mechanisms that involve mitochondrial related cell signaling pathways. To extend these observations, the influence of PQQ on energy and lipid relationships and apparent protection against ischemia reperfusion injury are described herein. Sprague-Dawley rats were fed a nutritionally complete diet with PQQ added at either 0 (PQQ−) or 2 mg PQQ/Kg diet (PQQ+). Measurements included: 1) serum glucose and insulin, 2) total energy expenditure per metabolic body size (Wt3/4), 3) respiratory quotients (in the fed and fasted states), 4) changes in plasma lipids, 5) the relative mitochondrial amount in liver and heart, and 6) indices related to cardiac ischemia. For the latter, rats (PQQ− or PQQ+) were subjected to left anterior descending occlusions followed by 2 h of reperfusion to determine PQQ's influence on infarct size and myocardial tissue levels of malondialdehyde, an indicator of lipid peroxidation. Although no striking differences in serum glucose, insulin, and free fatty acid levels were observed, energy expenditure was lower in PQQ− vs. PQQ+ rats and energy expenditure (fed state) was correlated with the hepatic mitochondrial content. Elevations in plasma di- and triacylglyceride and β-hydroxybutryic acid concentrations were also observed in PQQ− rats vs. PQQ+ rats. Moreover, PQQ administration (i.p. at 4.5 mg/kg BW for 3 days) resulted in a greater than 2-fold decrease in plasma triglycerides during a 6-hour fast than saline administration in a rat model of type 2 diabetes. Cardiac injury resulting from ischemia/reperfusion was more pronounced in PQQ− rats than in PQQ+ rats. Collectively, these data demonstrate that PQQ deficiency impacts a number of parameters related to normal mitochondrial function

    Identification of transcriptional networks responding to pyrroloquinoline quinone dietary supplementation and their influence on thioredoxin expression, and the JAK/STAT and MAPK pathways

    PQQ (pyrroloquinoline quinone) improves energy utilization and reproductive performance when added to rodent diets devoid of PQQ. In the present paper we describe changes in gene expression patterns and transcriptional networks that respond to dietary PQQ restriction or pharmacological administration. Rats were fed diets either deficient in PQQ (PQQ−) or supplemented with PQQ (approx. 6 nmol of PQQ/g of food; PQQ+). In addition, groups of rats were either repleted by administering PQQ to PQQ− rats (1.5 mg of PQQ intraperitoneal/kg of body weight at 12 h intervals for 36 h; PQQ−/+) or partially depleted by feeding the PQQ− diet to PQQ+ rats for 48 h (PQQ+/−). RNA extracted from liver and a Codelink® UniSet Rat I Bioarray system were used to assess gene transcript expression. Of the approx. 10000 rat sequences and control probes analysed, 238 were altered at the P<0.01 level by feeding on the PQQ− diet for 10 weeks. Short-term PQQ depletion resulted in changes in 438 transcripts (P<0.01). PQQ repletion reversed the changes in transcript expression caused by PQQ deficiency and resulted in an alteration of 847 of the total transcripts examined (P<0.01). Genes important for cellular stress (e.g. thioredoxin), mitochondriogenesis, cell signalling [JAK (Janus kinase)/STAT (signal transducer and activator of transcription) and MAPK (mitogen-activated protein kinase) pathways] and transport were most affected. qRT-PCR (quantitative real-time PCR) and functional assays aided in validating such processes as principal targets. Collectively, the results provide a mechanistic basis for previous functional observations associated with PQQ deficiency or PQQ administered in pharmacological amounts

    Effects of Celecoxib and Nordihydroguaiaretic Acid on Puromycin Aminonucleoside-Induced Nephrosis in the Rat

    The selective cyclooxygenase-2 (COX-2) and 5-lipoxygenase (LOX) inhibitors might inhibit prostaglandin synthesis and reduce proteinuria. The present study was designed to investigate the anti-proteinuric effects of nordihydroguaiaretic acid (NDGA) as compared with celecoxib in puromycin aminonucleoside (PAN) nephrosis rats. Fifty five male Sprague-Dawley rats were divided into 4 groups; A, normal control; B, PAN group; C, PAN+COX-2 inhibitor (celecoxib) group; and D, PAN+5-LOX inhibitor (NDGA) group. After induction of PAN nephrosis through repeated injections of PAN (7.5 and 15 mg/100 g body weight), rats were treated with celecoxib, NDGA, or vehicle for 2 weeks. Twenty four hour urine protein excretions were significantly lower in PAN+celecoxib and PAN+NDGA groups than in PAN group. Serum creatinine (SCr) concentrations and 24 hr urine creatinine clearances (CCr) were not significantly different in the four groups. Electron microscopy showed that podocyte morphology was changed after the induction of PAN nephrosis and was recovered after celecoxib or NDGA administration. Celecoxib significantly recovered the expressions of nephrin, CD2AP, COX-2, and TGF-β. NDGA also recovered TGF-β expression, but did not alter the expressions of nephrin, CD2AP and COX-2. The present study suggested that celecoxib and NDGA might effectively reduce proteinuria in nephrotic syndrome without impairing renal function

    Copper induces Cu-ATPase ATP7A mRNA in a fish cell line, SAF1

    Copper transporting ATPase, ATP7A, is an ATP dependent copper pump present in all vertebrates, critical for the maintenance of intracellular and whole body copper homeostasis. Effects of copper treatment on ATP7A gene expression in fibroblast cells (SAF1) of the sea bream (Sparus aurata) were investigated by qRT-PCR and by a medium density microarray from a closely related species, striped sea bream (Lithognathus mormyrus). To discriminate between the effects of Cu and other metals, SAF1 cells were exposed to sub-toxic levels of Cu, Zn and Cd. Expression of Cu homeostasis genes copper transporter 1 (CTR1), Cu ATPase (ATP7A), Cu chaperone (ATOX1) and metallothionein (MT) together with the oxidative stress markers glutathione reductase (GR) and Cu/Zn superoxide dismutase (CuZn/SOD) were measured 0, 4 and 24 hours post-exposure by qRT-PCR. Microarray was conducted on samples from 4 hours post Cu exposure. Cu, Zn and Cd increased MT and GR mRNA levels, while only Cu increased ATP7A mRNA levels. Microarray results confirmed the effects of Cu on ATP7A and MT and in addition showed changes in the expression of genes involved in protein transport and secretion. Results suggest that ATP7A may be regulated at the transcriptional level directly by Cu and by a mechanism that is different from that exerteted by metals on MT genes

    Post-treatment Effects of Erythropoietin and Nordihydroguaiaretic Acid on Recovery from Cisplatin-induced Acute Renal Failure in the Rat

    5-Lipoxygenase inhibitor and human recombinant erythropoietin might accelerate renal recovery in cisplatin-induced acute renal failure rats. Male Sprague-Dawley rats were randomized into four groups: 1) normal controls; 2) Cisplatin group-cisplatin induced acute renal failure (ARF) plus vehicle treatment; 3) Cisplatin+nordihydroguaiaretic acid (NDGA) group-cisplatin induced ARF plus 5-lipoxygenase inhibitor treatment; 4) Cisplatin+erythropoietin (EPO) group-cisplatin induced ARF plus erythropoietin treatment. On day 10 (after 7 daily injections of NDGA or EPO), urea nitrogen and serum Cr concentrations were significantly lower in the Cisplatin+NDGA and Cisplatin+EPO groups than in the Cisplatin group, and 24 hr urine Cr clearances were significantly higher in the Cisplatin+EPO group than in the Cisplatin group. Semi-quantitative assessments of histological lesions did not produce any significant differences between the three treatment groups. Numbers of PCNA(+) cells were significantly higher in Cisplatin, Cisplatin+NDGA, and Cisplatin+EPO groups than in normal controls. Those PCNA(+) cells were significantly increased in Cisplatin+NDGA group. These results suggest that EPO and also NDGA accelerate renal function recovery by stimulating tubular epithelial cell regeneration

    A Comparative Analysis of Detecting Symmetries in Toroidal Topology

    In late 1940s and with the introduction of cellular automata, various types of problems in computer science and other multidisciplinary fields have started utilising this new technique. The generative capabilities of cellular automata have been used for simulating various natural, physical and chemical phenomena. Aside from these applications, the lattice grid of cellular automata has been providing a by-product interface to generate graphical patterns for digital art creation. One notable aspect of cellular automata is symmetry, detecting of which is often a difficult task and computationally expensive. This paper uses a swarm intelligence algorithm—Stochastic Diffusion Search—to extend and generalise previous works and detect partial symmetries in cellular automata generated patterns. The newly proposed technique tailored to address the spatially-independent symmetry problem is also capable of identifying the absolute point of symmetry (where symmetry holds from all perspectives) in a given pattern. Therefore, along with partially symmetric areas, the centre of symmetry is highlighted through the convergence of the agents of the swarm intelligence algorithm. Additionally this paper proposes the use of entropy and information gain measure as a complementary tool in order to offer insight into the structure of the input cellular automata generated images. It is shown that using these technique provides a comprehensive picture about both the structure of the images as well as the presence of any complete or spatially-independent symmetries. These technique are potentially applicable in the domain of aesthetic evaluation where symmetry is one of the measures
