    The discipline provisions of the IDEA place emphasis on gaining an understanding of why the student is motivated to engage in problem behavior and to consider, when appropriate, positive behavioral interventions, strategies, and supports to address the behavior. These legislative mandates bring center stage a range of new duties and responsibilities for the IEP team. This article discusses the problems that school divisions across the country are encountering when implementing these requirements and recommends a course of research to address these issues

    Microstructural and physical aspects of heat treated wood, part 1: softwood

    Heat treatment of wood is an effective method to improve the dimensional stability and durability against biodegradation. Optimisation of a two-stage heat treatment process at relatively mild conditions (<200°C) and its effect on the anatomical structure of softwoods were investigated by means of a light and scanning electron microscopic analysis. Heat treatment did have an effect on the anatomical structure of wood, although this depends on the wood species considered and on the process method and conditions used. Softwood species with narrow annual rings and/or an abrupt transition from earlywood into latewood were sensitive to tangential cracks in the latewood section. Radial cracks occurred mainly in impermeable wood species such as Norway spruce, caused by large stresses in the wood structure during treatment. Sapwood of treated pine species revealed some damage to parenchyma cells in the rays and epithelial cells around resin canals, whereas this phenomenon has not been noticed in the heartwood section. Treated radiata pine resulted in a very open and permeable wood structure limiting the applications of this species. Broken cell walls perpendicular to the fibre direction resulting in transverse ruptures have been noticed in treated softwood species. This contributes to abrupt fractures of treated wood as observed in bending tests which can lead to considerably different failure behavior after impact or mechanical stress. In some treated softwood species maceration (small cracks between tracheids) was noticed after heat treatment. Heat treatment did not cause damage to the ray parenchyma pit membranes, bordered pits and large window pit membranes; the margo fibrils appeared without damage.     Trigonometric Parallaxes of Central Stars of Planetary Nebulae

    Trigonometric parallaxes of 16 nearby planetary nebulae are presented, including reduced errors for seven objects with previous initial results and results for six new objects. The median error in the parallax is 0.42 mas, and twelve nebulae have parallax errors less than 20 percent. The parallax for PHL932 is found here to be smaller than was measured by Hipparcos, and this peculiar object is discussed. Comparisons are made with other distance estimates. The distances determined from these parallaxes tend to be intermediate between some short distance estimates and other long estimates; they are somewhat smaller than estimated from spectra of the central stars. Proper motions and tangential velocities are presented. No astrometric perturbations from unresolved close companions are detected.Comment: 24 pages, includes 4 figures. Accepted for A

    An Essential Difference between the Flavonoids MonoHER and Quercetin in Their Interplay with the Endogenous Antioxidant Network

    Antioxidants can scavenge highly reactive radicals. As a result the antioxidants are converted into oxidation products that might cause damage to vital cellular components. To prevent this damage, the human body possesses an intricate network of antioxidants that pass over the reactivity from one antioxidant to another in a controlled way. The aim of the present study was to investigate how the semi-synthetic flavonoid 7-mono-O-(β-hydroxyethyl)-rutoside (monoHER), a potential protective agent against doxorubicin-induced cardiotoxicity, fits into this antioxidant network. This position was compared with that of the well-known flavonoid quercetin. The present study shows that the oxidation products of both monoHER and quercetin are reactive towards thiol groups of both GSH and proteins. However, in human blood plasma, oxidized quercetin easily reacts with protein thiols, whereas oxidized monoHER does not react with plasma protein thiols. Our results indicate that this can be explained by the presence of ascorbate in plasma; ascorbate is able to reduce oxidized monoHER to the parent compound monoHER before oxidized monoHER can react with thiols. This is a major difference with oxidized quercetin that preferentially reacts with thiols rather than ascorbate. The difference in selectivity between monoHER and quercetin originates from an intrinsic difference in the chemical nature of their oxidation products, which was corroborated by molecular quantum chemical calculations. These findings point towards an essential difference between structurally closely related flavonoids in their interplay with the endogenous antioxidant network. The advantage of monoHER is that it can safely channel the reactivity of radicals into the antioxidant network where the reactivity is completely neutralized

    The influence of binarity on dust obscuration events in the planetary nebula M 2-29 and its analogues

    The central star of the planetary nebula (CSPN) M 2-29 shows an extraordinary R Coronae Borealis-like fading event in its optical lightcurve. The only other CSPN to show these events are CPD-568032 (Hen 3-1333) and V651 Mon (NGC 2346). Dust cloud formation in the line of sight appears responsible but the exact triggering mechanism is not well understood. Understanding how planetary nebulae (PNe) trigger dust obscuration events may help understand the same process in a wide range of objects including Population-I WC9 stars, symbiotic stars and perhaps Asymptotic Giant Branch (AGB) stars with long secondary periods (LSPs). A binary scenario involving an eccentric, wide companion that triggers dust formation via interaction at periastron is a potential explanation that has been suggested for LSP variables. Model fits to the lightcurves of CPD-568032 and M 2-29 show the dust forms in excess of 70 AU at the inner edge of a dust disk. In the case of CPD-568032 this radius is far too large to coincide with a binary companion trigger, although a binary may have been responsible for the formation of the dust disk. We find no direct evidence to support previous claims of binarity in M 2-29 either from the OGLE lightcurve or deep medium-resolution VLT FLAMES spectroscopy of the CSPN. We classify the CSPN as Of(H) with T_eff=50+-10 kK and log g=4.0+-0.3. We find a mean distance of 7.4+-1.8 kpc to M 2-29 at which the M_V=-0.9 mag CSPN could potentially hide a subgiant luminosity or fainter companion. A companion would help explain the multiple similarities with D'-type symbiotic stars whose outer nebulae are thought to be bona-fide PNe. The 7.4 kpc distance, oxygen abundance of 8.3 dex and Galactic coordinates (l=4.0, b=-3.0) prove that M 2-29 is a Galactic Bulge PN and not a Halo PN as commonly misconceived.Comment: 15 pages, 14 figures, 7 tables.     Heat treatment of wood is an effective method to improve the dimensional stability and durability against biodegradation. Optimisation of a two-stage heat treatment process at relatively mild conditions (&lt;200° C) and its effect on the anatomical structure of hardwoods were investigated by means of a light and scanning electron microscopic analysis. Hardwood species such as beech and poplar, were predominantly sensitive to collaps of the vessels and some deformation of the libriform fibres directly near the vessels. In treated beech and birch radial cracks were observed near the rays. Optimisation of the heat treatment process conditions including the application of a steam hydro thermolysis stage reduced such damages to a minimum. Broken cell walls perpendicular to the fibre direction resulting in transverse ruptures has been noticed in heat treated hardwood species. This contributes to abrupt fractures of treated wood as observed in bending tests which can lead to considerably different failure behavior after impact of mechanical stress. In some treated hardwood species maceration (small cracks between tracheids) was noticed after heat treatment.
