    Twenty-three unsolved problems in hydrology (UPH) – a community perspective

    This paper is the outcome of a community initiative to identify major unsolved scientific problems in hydrology motivated by a need for stronger harmonisation of research efforts. The procedure involved a public consultation through on-line media, followed by two workshops through which a large number of potential science questions were collated, prioritised, and synthesised. In spite of the diversity of the participants (230 scientists in total), the process revealed much about community priorities and the state of our science: a preference for continuity in research questions rather than radical departures or redirections from past and current work. Questions remain focussed on process-based understanding of hydrological variability and causality at all space and time scales. Increased attention to environmental change drives a new emphasis on understanding how change propagates across interfaces within the hydrological system and across disciplinary boundaries. In particular, the expansion of the human footprint raises a new set of questions related to human interactions with nature and water cycle feedbacks in the context of complex water management problems. We hope that this reflection and synthesis of the 23 unsolved problems in hydrology will help guide research efforts for some years to come

    Aslım, Gökhan (Aksaray, Yazar)Türkiye’de veteriner hekimler 6343 sayılı “Veteriner Hekimliği Mesleğinin İcrasına, Türk Veteriner Hekimleri Birliği ile Odalarının Teşekkül Tarzına ve Göreceği İşlere Dair Kanun” ve bu Kanuna dayanarak hazırlanan mevzuat çerçevesinde mesleki görev ve sorumluluklarını yerine getirmektedirler. Veteriner Hekim Odalarının Organlarından “Haysiyet Divanı”, iki yıl için seçilen beş üyeden oluşmakta olup, üyelerinin en az üçünün hazır bulunması ile toplanmakta ve “yazılı ihtar, para cezası, 15 günden altı aya kadar meslek icrasından geçici olarak men kararı” şeklinde cezalar verebilmektedir. Çalışmada, İzmir Veteriner Hekimler Odası Haysiyet Divanı kararlarının değerlendirilmesi amaçlandı. Çalışmanın materyalini İzmir Veteriner Hekimler Odası arşiv belgeleri oluşturdu. Oda Yönetim Kurulundan alınan yazılı izin çerçevesinde dosyalar ve karar defterler incelenerek, Haysiyet Divanının veteriner hekimler hakkında verdiği kararlar “gizliliğe saygı ilkesi” temelinde içerik analizi yapılarak değerlendirildi. Buna göre 1992 yılından 2014 yılı Ocak ayına kadar yapılan 35 toplantıda 74 karar alındığı; verilen kararlardan 33’ünün yazılı ihtar, üçünün para cezası ve üçünün de meslek icrasından geçici men cezası olduğu tespit edildi. Sonuç olarak, İzmir Veteriner Hekimler Odası Haysiyet Divanının işlevselliğinin kurumsal açıdan katkısı olduğu; veteriner hekimler arasındaki etik ve deontolojinin sağlanması ve korunması adına önemli olduğu söylenebilirIn Turkey veterinarians perform their professional tasks and obligations in accord with “The Law Regarding Practising The Profession of Veterinary Medicine, Organization of Turkish Veterinary Medical Association and Chambers and Their Activities” numbered 6343, and other applicable regulations based on this law. “Discipline Committee”, an organ of the Chambers of Veterinarians, consists of 5 members elected for 2 years. This committee gathers if at least 3 members and can impose sanctions like “written warning, fine, or temporary prohibition of practicing from 15 days to 6 months.” This study aims to assess the decisions of the Discipline committee of the İzmir Chamber of Veterinarians. Study materials include archive documents of İzmir Chamber of Veterinarians. Files and decision ledger were analysis within the scope of the written permission obtained from the Board of Directors of the Chamber. The decisions of the Discipline Committee about veterinarians were evaluated in the scope of the “principle of respect for privacy” by content analysis. According to this assessment 74 decisions were made in 35 sessions, until January 2014 from 1992. It was determined that 33 of decisions involved written warning, 3 decisions involved fine and 3 decisions involved temporary prohibition of practice
