    Patenting and licensing of university research: promoting innovation or undermining academic values?

    Since the 1980s in the US and the 1990s in Europe, patenting and licensing activities by universities have massively increased. This is strongly encouraged by governments throughout the Western world. Many regard academic patenting as essential to achieve 'knowledge transfer' from academia to industry. This trend has far-reaching consequences for access to the fruits of academic research and so the question arises whether the current policies are indeed promoting innovation or whether they are instead a symptom of a pro-intellectual property (IP) culture which is blind to adverse effects. Addressing this question requires both empirical analysis (how real is the link between academic patenting and licensing and 'development' of academic research by industry?) and normative assessment (which justifications are given for the current policies and to what extent do they threaten important academic values?). After illustrating the major rise of academic patenting and licensing in the US and Europe and commenting on the increasing trend of 'upstream' patenting and the focus on exclusive as opposed to non-exclusive licences, this paper will discuss five negative effects of these trends. Subsequently, the question as to why policymakers seem to ignore these adverse effects will be addressed. Finally, a number of proposals for improving university policies will be made

    People increasingly micromanage their lives through technology; every moment and action accounted for by electronic devices. People can even micromanage their health by using devices that calculate every calorie consumed and expended. These devices are among a new class of technology called persuasive technology. Such devices cleverly persuade users to increase their exercise and decrease their caloric intake. These devices are attractive to girls with eating disorders as they struggle with the narrowing mainstream definition of beauty - now synonymous with anorexia. The volatility of the situation is compounded by the pro-ana movement, an Internet based phenomenon where girls seek empowerment through eating disorder. If society accepts this new persuasive weight loss technology without question, the results are predictable. A weight-obsessed American culture will proclaim weight loss success while the already epidemic number of girls with eating disorders will increase

    Learning in university technology transfer offices: transactions-focused and relations-focused approaches to commercialization of academic research

    University Technology Transfer Offices (TTOs) need a wide range of abilities to facilitate commercial exploitation of research outputs; however, we know relatively little about how these important abilities are developed and refined over time. We draw on practice-based studies of learning to create a novel conceptualization of learning processes and their outcomes in TTOs and show that this conceptualization of learning provides new empirical insights into how learning in TTOs shapes their commercialization practice. We investigate learning-in-practice in case studies of six UK TTOs and find two approaches to commercialization, namely transactions-focused practice and relations-focused practice. We find that both practices co-exist and co-evolve in some TTOs while other TTOs are predominantly transactions-focused. For the latter the development of a relations-focused approach is difficult, but possible if there is strategic direction and if sources of inertia are removed by TTO directors. Given that evolving practice cannot be fully explained by informal learning processes, we suggest that so far separate streams of practice-based literature on learning and strategizing should be brought together. The implications for further investigations of TTO abilities and some recommendations for policy and practice are discussed

    Academic patenting: the importance of industry support

    This paper provides evidence that university-industry collaboration is important for turning commercial opportunities into patents. The results suggest that researchers who receive a large share of research grants from industry have a higher propensity to file a patent. Small dissemination grants generally exert a positive effect, whether they come from industry or not. It also finds that these interactions do not increase the number of industry owned patents alone but benefit universities’ commercialisation efforts in general

    The Decline of University Patenting and the End of the Bayh-Dole Effect

    University patenting has been heralded as a symbol of changing relations between universities and their social environments. The Bayh-Dole Act of 1980 in the USA was eagerly promoted by the OECD as a recipe for the commercialization of university research, and the law was imitated by a number of national governments. However, since the 2000s university patenting in the most advanced economies has been on the decline both as a percentage and in absolute terms. We suggest that the institutional incentives for university patenting have disappeared with the new regime of university ranking. Patents and spin-offs are not counted in university rankings. In the new arrangements of university-industry-government relations, universities have become very responsive to changes in their relevant environments

    Depuranat project: sustainable management of wastewater in rural areas

    The Urban Wastewater Directive is aiming to implement adequate treatments of collected wastewater before 31 December 2005 in small communities with a population until 2000 equivalentinhabitant. Within the framework of the DEPURANAT project, co-financed by the European Interregional Cooperation Programme (Interreg IIIB Atlantic Arc), several Natural Reclamation Systems (NRS) based upon no-conventional technologies of wastewater treatment, have been studied from different points of view in rural areas: their effectiveness for producing regenerated wastewater of acceptable quality for several reuse options and vegetal biomass for different purposes, their environmental integration or their potential of implementation. Most of these treatment plants achieved high mean removal efficiencies: TSS (73–96%); BOD5 (74–94%); COD (53–90%); E. coli (2–3 log units); Enterococci (1.5–4 log units). The environmental impact of the systems was determined using an adapted life cycle assessment methodology and the economic analysis of the systems was focused on analysing the financial indicators, empirical cost functions, and the potential market for these technologies. Furthermore, maps of potential implementation of these systems and a support tool for deciding upon the installation of conventional or NRS were designed with the aim of promoting them.Communitary Interreg III-B Atlantic Area of EuropeDEPURANAT consortiu
