Suitability of pesticide risk indicators for less developed countries: a comparison
Pesticide risk indicators provide simple support in the assessment of environmental and health risks
from pesticide use, and can therefore inform policies to foster a sustainable interaction of agriculture
with the environment. For their relative simplicity, indicators may be particularly useful under conditions
of limited data availability and resources, such as in Less Developed Countries (LDCs). However,
indicator complexity can vary significantly, in particular between those that rely on an exposure–toxicity
ratio (ETR) and those that do not. In addition, pesticide risk indicators are usually developed for Western
contexts, which might cause incorrect estimation in LDCs. This study investigated the appropriateness
of seven pesticide risk indicators for use in LDCs, with reference to smallholding agriculture in Colombia.
Seven farm-level indicators, among which 3 relied on an ETR (POCER, EPRIP, PIRI) and 4 on a non-ETR
approach (EIQ, PestScreen, OHRI, Dosemeci et al., 2002), were calculated and then compared by means
of the Spearman rank correlation test. Indicators were also compared with respect to key indicator characteristics,
i.e. user friendliness and ability to represent the system under study. The comparison of the
indicators in terms of the total environmental risk suggests that the indicators not relying on an ETR
approach cannot be used as a reliable proxy for more complex, i.e. ETR, indicators. ETR indicators, when
user-friendly, show a comparative advantage over non-ETR in best combining the need for a relatively
simple tool to be used in contexts of limited data availability and resources, and for a reliable estimation
of environmental risk. Non-ETR indicators remain useful and accessible tools to discriminate between
different pesticides prior to application. Concerning the human health risk, simple algorithms seem more
appropriate for assessing human health risk in LDCs. However, further research on health risk indicators
and their validation under LDC conditions is needed
Sustainable Agricultural Productivity Growth and Bridging the Gap for Small-Family Farms: Interagency Report to the Mexican G20 Presidency
In 2011, G20 leaders committed to sustainably increase agricultural (production and) productivity (paragraph 43 of the Cannes Declaration). They "agree(d) to further invest in agriculture, in particular in the poorest countries, and bearing in mind the importance of smallholders, through responsible public and private investment," they "decide(d) to invest in research and development of agricultural productivity. Early in 2012 Mexico, as G20 President, invited international organisations to examine practical actions that could be undertaken to sustainably improve agricultural productivity growth, in particular on small family farms. The preparation of this report, co-ordinated by the FAO and the OECD, responds to this request. It is a collaborative undertaking by Bioversity, CGIAR Consortium, FAO, IFAD, IFPRI, IICA, OECD, UNCTAD, Coordination team of UN High Level Task Force on the Food Security Crisis, WFP, World Bank, and WTO. We, the international organisations, are pleased to provide you with this joint report and look forward to continuing collaboration within the G20 framework to further elaborate and, as appropriate, implement the recommendations that it contains
Mapping the Future: Policy Applications of Climate Vulnerability Mapping in West Africa
We describe the development of climate vulnerability maps for three Sahelian countries – Mali, Burkina Faso, and Niger – and for coastal West Africa, with a focus on the way the maps were designed to meet decision-making needs and their ultimate influence and use in policy contexts. The paper provides a review of the literature on indicators and maps in the science-policy interface. We then assess the credibility, salience, and legitimacy of the maps as tools for decision-making. Results suggest that vulnerability maps are a useful boundary object for generating discussions among stakeholders with different objectives and technical backgrounds, and that they can provide useful input for targeting development assistance. We conclude with a discussion of the power of maps to capture policy maker attention, and how this increases the onus on map developers to communicate clearly uncertainties and limitations. The assessment of policy uptake in this paper is admittedly subjective; the article includes a discussion of ways to conduct more objective and rigorous assessments of policy impact so as to better evaluate the value and use of vulnerability mapping in decision-making processes
Social indicators of perceived life quality
Modern societies in both developing and developed countries have real and legitimate concerns about the enhancement, maintenance, and redistribution of individual well-being. Indicators of perceived well-being provide direct measures of what societies are trying to achieve, permit cross-sector comparisons, can indicate the adequacy of coverage of ‘objective’ indicators, and can contribute to social policy making. in both the long and short run. Some commentators, however, have suggested perceptual indicators suffer from methodological weaknesses associated with their validity, interpretability, completeness, and utility. Each of these possible weaknesses is addressed in some detail. New research evidence and certain philosophical perspectives are presented, and it is concluded that none of these presumed weaknesses is sufficient to invalidate the development and use of perceptual indicators. Suggestions are made concerning methodological research needed to support the development of indicators of perceived well-being. It is noted that the materials and results developed in the author's research on Americans' perceptions of life quality may be useful for suggesting approaches to the development of indicators of perceived life quality relevant to other cultures.Peer Reviewedhttp://deepblue.lib.umich.edu/bitstream/2027.42/43678/1/11205_2004_Article_BF00303860.pd
Cross-Sector Review of Drivers and Available 3Rs Approaches for Acute Systemic Toxicity Testing
Acute systemic toxicity studies are carried out in many sectors in which synthetic chemicals are manufactured or used and are among the most criticized of all toxicology tests on both scientific and ethical grounds. A review of the drivers for acute toxicity testing within the pharmaceutical industry led to a paradigm shift whereby in vivo acute toxicity data are no longer routinely required in advance of human clinical trials. Based on this experience, the following review was undertaken to identify (1) regulatory and scientific drivers for acute toxicity testing in other industrial sectors, (2) activities aimed at replacing, reducing, or refining the use of animals, and (3) recommendations for future work in this area
Growth in Environmental Footprints and Environmental Impacts Embodied in Trade: Resource Efficiency Indicators from EXIOBASE3
Most countries show a relative decoupling of economic growth from domestic resource use,
implying increased resource efficiency. However, international trade facilitates the exchange
of products between regions with disparate resource productivity. Hence, for an understanding
of resource efficiency from a consumption perspective that takes into account the
impacts in the upstream supply chains, there is a need to assess the environmental pressures
embodied in trade. We use EXIOBASE3, a new multiregional input-output database,
to examine the rate of increase in resource efficiency, and investigate the ways in which
international trade contributes to the displacement of pressures on the environment from
the consumption of a population. We look at the environmental pressures of energy use,
greenhouse gas (GHG) emissions, material use, water use, and land use. Material use stands
out as the only indicator growing in both absolute and relative terms to population and
gross domestic product (GDP), while land use is the only indicator showing absolute decoupling
from both references. Energy, GHG, and water use show relative decoupling. As
a percentage of total global environmental pressure, we calculate the net impact displaced
through trade rising from 23% to 32% for material use (1995¿2011), 23% to 26% for water
use, 20% to 29% for energy use, 20% to 26% for land use, and 19% to 24% for GHG
emissions. The results show a substantial disparity between trade-related impacts for Organization
for Economic Cooperation and Development (OECD) and non-OECD countries.
At the product group level, we observe the most rapid growth in environmental footprints
in clothing and footwear. The analysis points to implications for future policies aiming to
achieve environmental targets, while fully considering potential displacement effects through
international trade
Beliefs, taboos and minor crop value chains: the case of Bambara Groundnut in Malawi
Throughout sub-Saharan Africa, bambara groundnut (Vigna subterranean) is a source of food for smallholder farmers that is increasingly promoted for its drought tolerance, soil enhancing qualities and nutritious properties. Being an accessible crop to smallholders, it has also recently been the focus of support to develop its value chain in Malawi. However, bambara groundnut is featured in the belief systems of rural people in Malawi, and may effect and be effected by market development. Beliefs and taboos reflect the life/death meanings symbolically represented in bambara groundnut, which influences how and by whom the crop is produced and consumed. These practices lend significant control over the crop to women. These findings have important implications for development and market related interventions that work with food crops, which need to be taken into account during the design phase
Analyzing the Economic Sustainability of Tourism Development: Evidence from Hong Kong
Despite increased concerns about the negative economic impacts of tourism on host communities, insufficient attention has been paid to assess tourism economic sustainability. This paper aims to develop and validate a framework for assessing economic sustainability from the perspective of local stakeholders. In-depth interviews with 12 major stakeholders and a telephone survey with 1839 Hong Kong citizens were conducted. The tourism economic sustainability construct consisted of three dimensions: economic positivity, development control and individual welfare. The reliability and validity of the dimensions were confirmed by the data of sub-samples. The links between socio-demographic characteristics and attitudes toward tourism economic sustainability were evaluated. This paper enhanced our understanding of tourism economic sustainability by expanding the measurement from the macro level to micro level. Using the study setting in Hong Kong, it transcends previous analysis by providing a context to learn from ongoing controversies about the effects of tourism on host community
Re‐conceptualization of scientific literacy in South Korea for the 21st century
As the context of human life expands from personal to global, a new vision of scientific literacy is needed. Based on a synthesis of the literature and the findings of an online survey of South Korean and US secondary science teachers, we developed a framework for scientific literacy for South Korea that includes five dimensions: content knowledge, habits of mind, character and values, science as a human endeavor, and metacognition, and self‐direction. The framework was validated by international science educators. Although the names of these dimensions sound familiar, the framework puts a new perspective on scientific literacy by expanding and refining each dimension, stressing integrated understanding of big idea and the importance of character and values, adding metacognition, and emphasizing global citizenship. Twenty‐first century citizens need integrated understanding of the big ideas of science and habits of mind such as systematic thinking and communications. They also need to realize that science is a human endeavor that changes, as new evidence is uncovered. However, these aspects of scientific literacy provide only a partial picture. Scientific literacy should also emphasize character and values that can lead learners to make appropriate choices and decisions to ensure a sustainable planet and provide all people with basic human rights. Individuals will also need to develop metacognitive skills in order interpret new complex scientific information and know when they need additional information. Although this framework was developed primarily for South Korea, a new vision of scientific literacy that is applicable for K‐12 has the potential to spur the development of new standards, curriculum materials, instructional practices, professional development and assessments, and dialog across nations. © 2011 Wiley Periodicals, Inc., Inc.
