On the existence of initial data containing isolated black holes
We present a general construction of initial data for Einstein's equations
containing an arbitrary number of black holes, each of which is instantaneously
in equilibrium. Each black hole is taken to be a marginally trapped surface and
plays the role of the inner boundary of the Cauchy surface. The black hole is
taken to be instantaneously isolated if its outgoing null rays are shear-free.
Starting from the choice of a conformal metric and the freely specifiable part
of the extrinsic curvature in the bulk, we give a prescription for choosing the
shape of the inner boundaries and the boundary conditions that must be imposed
there. We show rigorously that with these choices, the resulting non-linear

How are network centrality metrics related to interest rates in the Mexican secured and unsecured interbank markets?
In financial stability, it is essential to know the determinants of interest rates in interbank markets because they are important vehicles for liquidity allocation among banks and are relevant for monetary policy transmission. Recent research indicates that banks with excess liquidity exercise their market power by rationing liquidity during periods of financial stress. This confirms the value of knowing the banks connections and identifying liquidity spreaders in such markets to manage contagion risk, liquidity hoarding and to preserve financial stability. In addition to well studied bank features such as size, liquidity and credit risk, we study which network metrics relate to interest rates during different periods. Using transaction level data on unsecured and secured lending, we apply an approach that employs network theory, econometric models and machine learning to analyze the structural properties of the secured and unsecured interbank markets in Mexico. Our findings support the âtoo-interconnected-to-failâ hypothesis. In the secured interbank market, PageRank shows a relationship with interest rates, while metrics associated with the notion of influence and systemic risk (Katz and DebtRank) are relevant in the unsecured interbank market. In general, a bank with high centrality lends at higher rates and gets funding at lower rates
Two new orchid species (Camaridium: Maxillariinae; Lepanthes: Pleurothallidinae) from the Pacific slope of the Northern Andes, Colombia
The Northern Andean Cordillera in Colombia hosts unique, megadiverse, and fragile ecosystems, including wet tropical lowland, cloud forest, and paramo that are essential for climate regulation and the subsistence of human settlements. The Serrania de Los Paraguas on the Pacific slope of the western range of the Northern Andes, Colombia, is an ecosystem that needs to be preserved in the face of a major threat due to rapid deforestation. However, there have been very few explorations surveying its plant diversity in the area. Here, we describe two new orchid species from the genera Camaridium (C. antonellii: Maxillariinae, Cymbidieae) and Lepanthes (L. valerieae: Pleurothallidinae, Epidendreae) discovered during a floristic survey conducted in the region. Camaridium antonellii is similar to C. inauditum but differs in the fractiflex, ovate-elliptic, acute leaves, the flowers with pink sepals and petals, the lip white, distinctly three-lobed, spotted with purple on the lateral lobes and yellow-cream towards the apex, the mid-lobe ovate to transverse ovate and lanceolate sepals. Lepanthes valerieae, which is similar to L. antennata, differs in the long apical lobes of the petals, surpassing the dorsal sepal, the longer connectives > 18 mm, rounded lobes of the lip, and the oblong, flattened appendix. Dietary antioxidant intake is inversely associated with 2,3-dinor oxylipin metabolites, the major excreted oxylipins in overweight and obese subjects
Cardiometabolic disease risk factors, including obesity, insulin resistance, high blood pressure, and dyslipidemia, are associated with elevated oxidative stress biomarkers like oxylipins. Increased adiposity by itself induces various isomers of this oxidized lipid family, while dietary polyphenols show benefits in its regulation. Previously, we showed that specific co-abundant microorganisms characterized the gut microbiota of Colombians and associated differentially with diet, lifestyle, obesity, and cardiometabolic health status, which led us to hypothesize that urinary oxylipins would reflect the intensity of oxidative metabolism linked to gut microbiota dysbiosis. Thus, we selected a convenience sample of 105 participants (age: 40.2 ± 11.9 years, 47.6% women), grouped according to microbiota, cardiometabolic health status, and body mass index (BMI); and evaluated 33 urinary oxylipins by HPLC-QqQ-MS/MS (e.g., isoprostanes, prostaglandins, and metabolites), paired with anthropometry and blood chemistry information and dietary antioxidants estimated from a 24-h food recall. In general, oxylipins did not show differences among individuals who differed in gut microbiota. While the unmetabolized oxylipin levels were not associated with BMI, the total content of oxylipin metabolites was highest in obese and cardiometabolically abnormal subjects (e.g., insulin resistant), mainly by prostaglandin-D (2,3-dinor-11ÎČ-PGF) and 15-F-IsoPs (2,3-dinor-15-F-IsoP and 2,3-dinor-15-epi-15-F-IsoP) metabolites. The total polyphenol intake in this cohort was 1070 ± 627 mg/day. After adjusting for body weight, the polyphenol intake was significantly higher in lean than overweight and showed an inverse association with dinor-oxylipin levels in principal component analysis. These results suggest that the 2,3-dinor-oxylipins could be more specific biomarkers associated with BMI than their parent oxylipins and that are sensitive to be regulated by dietary antioxidants.The authors thank the volunteers who agreed to participate in this study, the Colombian Ministry of science, technology, and innovation (Minciencias; grant number 832-2018), and Grupo Empresarial Nutresa. The impact of Participatory Budgeting on health and wellbeing:A scoping review of evaluations
Background: Participatory budgeting (PB), citizens deliberating among themselves and with officials to decide how
to allocate funds for public goods, has been increasingly implemented across Europe and worldwide. While PB is
recommended as good practice by the World Bank and the United Nations, with potential to improve health and
wellbeing, it is unclear what evaluations have been conducted on the impact of PB on health and wellbeing.
Methods: For this scoping review, we searched 21 databases with no restrictions on publication date or language.
The search term âparticipatory budgetâ was used as the relevant global label for the intervention of interest. Studies
were included if they reported original analysis of health, social, political, or economic and budgetary outcomes of
PB. We examined the study design, analysis, outcomes and location of included articles. Findings are reported
narratively.
Results: From 1458 identified references, 37 studies were included. The majority of evaluations (n = 24) were of PB
in South America, seven were in Europe. Most evaluations were case studies (n = 23) conducting ethnography and
surveys, focussing on political outcomes such as participation in PB or impacts on political activities. All of the
quantitative observational studies analysing population level data, except one in Russia, were conducted in South
America.
Conclusion: Despite increasing interest in PB, evaluations applying robust methods to analyse health and
wellbeing outcomes are scarce, particularly beyond Brazil. Therefore, implementation of PB schemes should be
accompanied by rigorous qualitative and quantitative evaluation to identify impacts and the processes by which
they are realised
Organised crime and international aid subversion: evidence from Colombia and Afghanistan
Scholarly attempts to explain aid subversion in post-conflict contexts frame the challenge in terms of corrupt practices and transactions disconnected from local power struggles. Also, they assume a distinction between organised crime and the state. This comparative analysis of aid subversion in Colombia and Afghanistan reveals the limits of such an approach. Focusing on relations that anchor organised crime within local political, social and economic processes, we demonstrate that organised crime is dynamic, driven by multiple motives, and endogenous to local power politics. Better understanding of governance arrangements around the organised crime-conflict nexus which enable aid subversion is therefore required
The origin and speciation of orchids
SummaryOrchids constitute one of the most spectacular radiations of flowering plants. However, their origin, spread across the globe, and hotspots of speciation remain uncertain due to the lack of an up-to-date phylogeographic analysis.We present a new Orchidaceae phylogeny based on combined high-throughput and Sanger sequencing data, covering all five subfamilies, 17/22 tribes, 40/49 subtribes, 285/736 genera, and c. 7% (1921) of the 29â524 accepted species, and use it to infer geographic range evolution, diversity, and speciation patterns by adding curated geographical distributions from the World Checklist of Vascular Plants.The orchids' most recent common ancestor is inferred to have lived in Late Cretaceous Laurasia. The modern range of Apostasioideae, which comprises two genera with 16 species from India to northern Australia, is interpreted as relictual, similar to that of numerous other groups that went extinct at higher latitudes following the global climate cooling during the Oligocene. Despite their ancient origin, modern orchid species diversity mainly originated over the last 5âMa, with the highest speciation rates in Panama and Costa Rica.These results alter our understanding of the geographic origin of orchids, previously proposed as Australian, and pinpoint Central America as a region of recent, explosive speciation
Test beam performance of a CBC3-based mini-module for the Phase-2 CMS Outer Tracker before and after neutron irradiation
The Large Hadron Collider (LHC) at CERN will undergo major upgrades to increase the instantaneous luminosity up to 5â7.5Ă10 cms. This High Luminosity upgrade of the LHC (HL-LHC) will deliver a total of 3000â4000 fb-1 of proton-proton collisions at a center-of-mass energy of 13â14 TeV. To cope with these challenging environmental conditions, the strip tracker of the CMS experiment will be upgraded using modules with two closely-spaced silicon sensors to provide information to include tracking in the Level-1 trigger selection. This paper describes the performance, in a test beam experiment, of the first prototype module based on the final version of the CMS Binary Chip front-end ASIC before and after the module was irradiated with neutrons. Results demonstrate that the prototype module satisfies the requirements, providing efficient tracking information, after being irradiated with a total fluence comparable to the one expected through the lifetime of the experiment
Laparoscopy in management of appendicitis in high-, middle-, and low-income countries: a multicenter, prospective, cohort study.
BACKGROUND: Appendicitis is the most common abdominal surgical emergency worldwide. Differences between high- and low-income settings in the availability of laparoscopic appendectomy, alternative management choices, and outcomes are poorly described. The aim was to identify variation in surgical management and outcomes of appendicitis within low-, middle-, and high-Human Development Index (HDI) countries worldwide. METHODS: This is a multicenter, international prospective cohort study. Consecutive sampling of patients undergoing emergency appendectomy over 6Â months was conducted. Follow-up lasted 30Â days. RESULTS: 4546 patients from 52 countries underwent appendectomy (2499 high-, 1540 middle-, and 507 low-HDI groups). Surgical site infection (SSI) rates were higher in low-HDI (OR 2.57, 95% CI 1.33-4.99, pâ=â0.005) but not middle-HDI countries (OR 1.38, 95% CI 0.76-2.52, pâ=â0.291), compared with high-HDI countries after adjustment. A laparoscopic approach was common in high-HDI countries (1693/2499, 67.7%), but infrequent in low-HDI (41/507, 8.1%) and middle-HDI (132/1540, 8.6%) groups. After accounting for case-mix, laparoscopy was still associated with fewer overall complications (OR 0.55, 95% CI 0.42-0.71, pâ<â0.001) and SSIs (OR 0.22, 95% CI 0.14-0.33, pâ<â0.001). In propensity-score matched groups within low-/middle-HDI countries, laparoscopy was still associated with fewer overall complications (OR 0.23 95% CI 0.11-0.44) and SSI (OR 0.21 95% CI 0.09-0.45). CONCLUSION: A laparoscopic approach is associated with better outcomes and availability appears to differ by country HDI. Despite the profound clinical, operational, and financial barriers to its widespread introduction, laparoscopy could significantly improve outcomes for patients in low-resource environments. Search for a vector-like quark TâČ â tH via the diphoton decay mode of the Higgs boson in proton-proton collisions at = 13 TeV
A search for the electroweak production of a vector-like quark TâČ, decaying to a top quark and a Higgs boson is presented. The search is based on a sample of proton-proton collision events recorded at the LHC at = 13 TeV, corresponding to an integrated luminosity of 138 fbâ1. This is the first TâČ search that exploits the Higgs boson decay to a pair of photons. For narrow isospin singlet TâČ states with masses up to 1.1 TeV, the excellent diphoton invariant mass resolution of 1â2% results in an increased sensitivity compared to previous searches based on the same production mechanism. The electroweak production of a TâČ quark with mass up to 960 GeV is excluded at 95% confidence level, assuming a coupling strength ÎșT = 0.25 and a relative decay width Î/MTâČ < 5%
