    The effect of business regulations on nascent and young business entrepreneurship

    In this paper we examine the relationship, across 39 countries, between regulation and entrepreneurship using a new two-equation model. We find the minimum capital requirement required to start a business lowers entrepreneurship rates across countries, as do labour market regulations. However the administrative considerations of starting a businessïżœ- such as the time, the cost, or the number of procedures requiredïżœ- are unrelated to the formation rate of either nascent or young businesses. Given the explicit link made by Djankov et al. (2002) between the speed and ease with which businesses may be established in a country and its economic performanceïżœ- ïżœand the enthusiasm with which this link has been grasped by European Union policy makersïżœ- our findings imply this link needs reconsidering.

Evidence is found for a strong conversion from nascent to actual entrepreneurship. Also positive effects are found on entrepreneurial activity rates of labour flexibility and tertiary enrollment and a negative effect of social expenditure.

    From nascent to actual entrepreneurship: the effect of entry barriers

    This exploratory study focuses on the conversion from nascent to actual entrepreneurship and the role of entry barriers in this process. Using data for a sample of countries participating in the Global Entrepreneurship Monitor between 2002 and 2004, we estimate a twoequation model explaining the nascent entrepreneurship rate and the young business entrepreneurship rate, while taking into account the interrelationship between the two variables (i.e. the conversion). Furthermore various determinants of entrepreneurship reflecting the demand and supply side of entrepreneurship as well as government intervention are incorporated in the model. We find evidence for a strong conversion effect from nascent to actual entrepreneurship. We also find positive effects on entrepreneurial activity rates of labour flexibility and tertiary enrollment and a negative effect of social security expenditure. Concerning the effect of entry regulations we find mixed results. Using one set of entry regulation measures we find no effects whereas using data from a second source we find a weak negative effect of more burdensome entry regulations on the rate of entrepreneurship

    A Note on the Temporary Misregistration of Landsat-8 Operational Land Imager (OLI) and Sentinel-2 Multi Spectral Instrument (MSI) Imagery

    The Landsat-8 and Sentinel-2 sensors provide multi-spectral image data with similar spectral and spatial characteristics that together provide improved temporal coverage globally. Both systems are designed to register Level 1 products to a reference image framework, however, the Landsat-8 framework, based upon the Global Land Survey images, contains residual geolocation errors leading to an expected sensor-to-sensor misregistration of 38 m (2σ). These misalignments vary geographically but should be stable for a given area. The Landsat framework will be readjusted for consistency with the Sentinel-2 Global Reference Image, with completion expected in 2018. In the interim, users can measure Landsat-to-Sentinel tie points to quantify the misalignment in their area of interest and if appropriate to reproject the data to better alignment

    The longitudinal association between externalizing and internalizing problems : an exploration of the Dual Failure Model

    Abstract : The Dual Failure Model suggests that peer victimization (social failure) and academic difficulties (academic failure) mediate the association between externalizing and later internalizing problems. The present study sought to better understand why children with externalizing problems develop later internalizing problems by testing the Dual Failure Model using a sample of 744 children (aged 6 to 10 at Time 1 [T1]), of whom 434 (44.7% girls) presented with high levels of conduct problems at study inception. Both parent and teacher ratings of externalizing and internalizing problems support the social failure pathway, but not the academic failure pathway. Children with externalizing behaviors at T1 who developed internalizing problems 2 years later did so via their experiences of peer victimization. These results apply for both boys and girls and do not vary according to child age at T1 or the level of conduct problems at study inception. These findings underscore the importance of early screening and intervention for externalizing behavioral problems in order to reduce subsequent peer victimization and internalizing problems.     Use of dietary indices to control for diet in human gut microbiota studies

    Background: Environmental factors have a large influence on the composition of the human gut microbiota. One of the most influential and well-studied is host diet. To assess and interpret the impact of non-dietary factors on the gut microbiota, we endeavoured to determine the most appropriate method to summarise community variation attributable to dietary effects. Dietary habits are multidimensional with internal correlations. This complexity can be simplified by using dietary indices that quantify dietary variance in a single measure and offer a means of controlling for diet in microbiota studies. However, to date, the applicability of different dietary indices to gut microbiota studies has not been assessed. Here, we use food frequency questionnaire (FFQ) data from members of the TwinsUK cohort to create three different dietary measures applicable in western-diet populations: The Healthy Eating Index (HEI), the Mediterranean Diet Score (MDS) and the Healthy Food Diversity index (HFD-Index). We validate and compare these three indices to determine which best summarises dietary influences on gut microbiota composition. Results: All three indices were independently validated using established measures of health, and all were significantly associated with microbiota measures; the HEI had the highest t values in models of alpha diversity measures, and had the highest number of associations with microbial taxa. Beta diversity analyses showed the HEI explained the greatest variance of microbiota composition. In paired tests between twins discordant for dietary index score, the HEI was associated with the greatest variation of taxa and twin dissimilarity. Conclusions: We find that the HEI explains the most variance in, and has the strongest association with, gut microbiota composition in a western (UK) population, suggesting that it may be the best summary measure to capture gut microbiota variance attributable to habitual diet in comparable populations

    Towards the development of a paediatric biopharmaceutics classification system:results of a survey of experts

    The aim of this research survey was to understand current global thinking around the need for and development of a paediatric biopharmaceutics classification system (pBCS) to be used for the development of paediatric medicines and regulatory purposes (e.g. Biowaivers). A literature review highlighted the paucity of data in this area and therefore a survey was developed to better understand this topic to identify areas of common thinking and highlight future research needs. Global experts in paediatric biopharmaceutics were identified from existing networks and public forums. An online survey was developed and circulated broadly to maximise participation. Sixty individuals (including academics, health care professionals, pharmaceutical industry scientists and regulators) completed the survey, bringing together their views on the need for a pBCS. The results highlighted that the area of greatest concern was the definition of BCS II and IV drugs within this population and additional research is required to generate evidence to underpin this issue. In questions relating to permeability and dissolution consensus was generally reached within the expert population suggesting that little additional research is required to define suitable criteria. More than 90% of those experts who participated agreed that a pBCS would be useful for paediatric populations with a greater need identified for the younger populations (newborn and infants compared to adolescents). The results presented will facilitate further discussion and research into the evidence to underpin a relevant pBCS. These results highlight the need for additional evidence and guidance in this area

    Observations and Recommendations for the Calibration of Landsat 8 OLI and Sentinel 2 MSI for Improved Data Interoperability

    Combining data from multiple sensors into a single seamless time series, also known as data interoperability, has the potential for unlocking new understanding of how the Earth functions as a system. However, our ability to produce these advanced data sets is hampered by the differences in design and function of the various optical remote-sensing satellite systems. A key factor is the impact that calibration of these instruments has on data interoperability. To address this issue, a workshop with a panel of experts was convened in conjunction with the Pecora 20 conference to focus on data interoperability between Landsat and the Sentinel 2 sensors. Four major areas of recommendation were the outcome of the workshop. The first was to improve communications between satellite agencies and the remote-sensing community. The second was to adopt a collections-based approach to processing the data. As expected, a third recommendation was to improve calibration methodologies in several specific areas. Lastly, and the most ambitious of the four, was to develop a comprehensive process for validating surface reflectance products produced from the data sets. Collectively, these recommendations have significant potential for improving satellite sensor calibration in a focused manner that can directly catalyze efforts to develop data that are closer to being seamlessly interoperable

    The interplay between ionized gas and massive stars in the HII galaxy IIZw70: integral field spectroscopy with PMAS

    We performed an integral field spectroscopic study for the HII galaxy IIZw70 in order to investigate the interplay between its ionized interstellar medium (ISM) and the massive star formation (SF). Observations were taken in the optical spectral range (3700-6800 A) with the Potsdam Multi-Aperture Spectrophotometer (PMAS) attached to the 3.5 m telescope at CAHA. We created and analysed maps of spatially distributed emission-lines, continuum emission and properties of the ionized ISM (e.g. physical-chemical conditions, dust extinction, kinematics). We investigated the relation of these properties to the spatial distribution and evolutionary stage of the massive stars. For the first time we have detected the presence of Wolf-Rayet (WR) stars in this galaxy. The peak of the ionized gas emission coincides with the location of the WR bump. The region of the galaxy with lower dust extinction corresponds to the region that shows the lowest values of velocity dispersion and radial velocity. The overall picture suggests that the ISM of this region is being disrupted via photoionization and stellar winds, leading to a spatial decoupling between gas+stars and dust clouds. The bulk of dust appears to be located at the boundaries of the region occupied by the probable ionizing cluster. We also found that this region is associated to the nebular emission in HeII4686 and to the intensity maximum of most emission lines. This indicates that the hard ionizing radiation responsible for the HeII4686 nebular emission can be related to the youngest stars. Within ∌\sim 0.4 x 0.3 kpc^2 in the central burst, we derived O/H using direct determinations of Te[OIII]. We found abundances in the range 12+log(O/H)=7.65-8.05, yielding an error-weighted mean of 12+log(O/H)=7.86 ±\pm0.05.Comment: 10 pages, 10 figures, accepted for publication in A&A, minor changes adde

    Capturing complexity: developing an integrated approach to analysing HRM in SMEs

    This article presents a framework to evaluate HRM in small and medium-sized enterprises (SMEs), using an open systems theoretical perspective. In presenting an open systems perspective the objective is to overcome the limitations of existing theorising in HRM, in particular to facilitate a move away from the ‘small is beautiful’ versus ‘bleak house’ stereotypes evident in much of the literature concerned with HRM in SMEs. The evidence is drawn from six SMEs operating in the Republic of Ireland, using a case study method. The findings show that a complex interplay of external structural factors and internal dynamics shaped HRM in each of the companies. HRM was not the coherent set of practices typically identified in the literature but rather was often informal and emergent. It is argued that the open systems theoretical framework enables a move beyond mere recognition of the complexity and heterogeneity of HRM in SMEs, towards an understanding, accommodation and explanation of particularistic factors
