    En este estudio se aplican de modo sistemático y riguroso todas las reglas de interpretación de los tratados internacionales establecidas en el Convenio de Viena de Derecho de los Tratados de 1969 a una disposición particular del Convenio Internacional sobre los Derechos de las Personas con Discapacidad: el art. 10, sobre el derecho a la vida. Se pretende probar que no cabe ninguna interpretación de dicho artículo que sea compatible con el mantenimiento de legislaciones nacionales que prevén el supuesto de aborto eugenésico en condiciones discriminatorias respecto al resto de los no nacidos. El estudio se centra principalmente en el caso de los fetos con síndrome de Down, por la incidencia que las técnicas de diagnóstico prenatal tienen en las terminaciones del embarazo, legales de acuerdo a la normativa nacional, pero contrarias a la Convención de los Derechos de las Personas con Discapacidad y a otros tratados internacionales, cuyo rango jerárquico es superior a la normativa interna.In this work, we systematically and strictly apply all the rules of interpretation of international treaties set out in the 1969 Vienna Convention on the Law of Treaties to a specific provision of the UN Convention on the Rights of the Persons with Disabilities: art. 10, about the right to life. We aim to prove that no interpretation of that article can be held as compatible and support for national legislation which allows the eugenic abortion in discriminatory conditions in relation to any unborn. We are going to focus on the foetuses with Down Syndrome, due to the direct influence of the prenatal screening in pregnancy terminations. They might be legal in accordance to national legislation, but they are against the Convention on the Rights of Persons with Disabilities and other international treaties, which prevail over domestic law

    HABs in coastal upwelling systems: Insights from an exceptional red tide of the toxigenic dinoflagellate Alexandrium minutum

    Alexandrium minutum blooms generally occur in semi-enclosed sites such as estuaries, harbours and lagoons, where enhanced stratification, restricted circulation and accumulation of resting cysts in the sediment set suitable habitat conditions for the proliferation of this paralytic shellfish poisoning toxigenic species. In the Galician Rías Baixas (NW Iberian Peninsula), according to weekly time-series between 1994 and 2020, blooms of A. minutum were recurrent in small, shallow estuarine bays inside the Rías de Vigo and Pontevedra, but rarely detected, and if so at low concentrations, out of these environments. However, from May to July 2018 it developed as usual in the small inner bays but then spread over both Rías (Vigo and Pontevedra) causing discoloured waters during one month and prolonged harvesting closures. Meteorological conditions during that period (rains / runoff higher than climatological averages, sustained temperature increment and oscillating wind pattern –i.e., series of upwelling-relaxation cycles), fostered optimal circumstances for the development of that extensive and massive proliferation: strong vertical stratification and the alternation of retention and dispersion processes. Simulations from a particle tracking model portrayed the observed bloom development phases: onset and development inside a small inner bay; transport within the surface layer, from these sites towards the interior parts of the Ría; and dispersion all over the embayment. Seedbeds with high concentrations of resting cysts were detected several months after the bloom, which may have favoured flourishment of A. minutum in the following two years, markedly in 2020. The present work contributes to the general understanding of the dynamics of harmful algal blooms (HABs), from which surveillance indicators of the state of marine ecosystems and their evolution can be derived.     Bloom dynamics of an exceptional red tide of the toxigenic dinoflagellate

    The toxic dinoflagellate Alexandrium minutum generally proliferates in semi-enclosed sites such as estuaries, harbours and lagoons, where stratification, restricted circulation and accumulation of resting cysts set suitable conditions for its development. In the Galician Rías (NW Iberian Peninsula), its blooms follow also this pattern. They are recurrent in small, shallow estuarine bays inside the Rías, but rarely detected, and if so in minor amount, out of these areas. However, a massive proliferation of A. minutum from June to July 2018 in the Rías Baixas (Vigo and Pontevedra) changed this picture. The bloom initiated in semi-enclosed waters, as previously described for this species, but thereafter spread to the whole embayments where persisted more than one month. It generated a noticeable red tide with disperse patches that became heavily concentrated inside the port of Vigo. During that period shellfish harvesting closures and paralytic shellfish toxins in certain marine invertebrates and fish were reported for the first time in Spain. Meteorological conditions (higher than usual rains/runoff, sustained temperature increment and oscillating wind pattern promoting a series of upwelling-relaxation cycles) fostered optimal circumstances for the outbreak of A. minutum: strong vertical stratification and the alternation of retention and dispersion processes. Simulations from a particle tracking model portrayed the observed bloom development phases: onset, transport within the surface layer towards the interior parts of the Ría of Vigo, and dispersion all over the embayment.     This handbook presents a summary of the age estimation procedures used in Spanish Institute of Oceanography (IEO) for some of the main commercial small and medium pelagic species of the Spanish fleet: anchovy (Engraulis encrasicolus), sardine (Sardina pichardus), mackerel (Scomber scombrus), chuck mackerel (Scomber colias), horse mackerel (Trachurus trachurus), Mediterranean horse mackerel (Trachurus mediterraneus) and blue whiting (Micromesistius poutassou). It provides information about the sampling program, otolith extraction and preparation, and the age estimation criteria. A summary of the information related to the age accuracy, validation and corroboration of each species is also presented, as well as that related to the age precision, quality control and verification

    Los resultados obtenidos del marcado y posterior recaptura de los ejemplares son una herramienta muy valiosa para contribuir a mejorar el conocimiento de la biología y ecología de una especie, examinando ciertos aspectos como son: el crecimiento, los movimientos o migraciones, la mortalidad o supervivencia, la abundancia y distribución de la especie, el hábitat y diferenciación de poblaciones o stocks. Actualmente la técnica de marcado se aplica a muchas especies, tanto terrestres como marinas, pertenecientes a diversos grupos zoológicos: peces, crustáceos, reptiles, moluscos y mamíferos. Este libro repasa algunos ejemplos de marcado de especies marinas de interés comercial. No todas las especies pueden ser marcadas, porque es necesario cumplir una serie de requisitos para poder llevar a cabo con éxito un experimento de marcado. En uno de los apartados de esta guía, se describen los distintos aspectos a tener en cuenta para obtener buenos resultados. Se describen los principales proyectos de marcado actualmente en ejecución o en marcha llevados a cabo por el Instituto Español de Oceanografía (IEO). En primer lugar, se describe brevemente la especie, su distribución, crecimiento, reproducción, alimentación, etc. A continuación, se presenta la información del marcado, es decir, campañas realizadas, número de ejemplares marcados y algunos de los resultados obtenidos hasta la fecha a partir de las recapturas disponibles. En algunas especies, los programas de marcado se llevan realizando desde hace más de 20 años, como es el caso del atún rojo, por lo que la información disponible es bastante amplia. En otros casos por el contrario como la merluza, los proyectos son relativamente recientes, no obstante los resultados son bastante interesantes y prometedores.Nowadays many different marine animals are being tagged. This book summarizes recent tagging programs carried out by the Spanish Institute of Oceanography (IEO). Although the objectives of these various studies mainly depend on the species and each project in particular, the general aim is to better understand the biology and ecology of these animals the structure and dynamics of their populations and their capacity to respond to human activities. This book provides an overview of different aspects of this technique such as a brief history of tagging, the types of tags currently used, including both conventional and electronic tags, where and how to put them on the marine animals, some recommendations regarding how to perform a tagging survey and where to go or what to do if anyone recovers a tagged fish or marine animal. The book then summarizes the main species tagged by the IEO, making a short description of their biology followed by some of the results obtained from tagging studies undertaken until now. Other applications are to know the spatial distribution (spawning or feeding areas), estimate growth parameters, mortality and survival rates, longevity, the size of the population or identifying stocks. Nowadays the advances in electronics have also open new fields such us the possibility of tracking an animal and knowing its habitat preferences and behaviour. Besides some of these tags have the capacity of recording this information during long periods and sending the data from long distances even without the need to recover the animal. Tagging activities constitute a very useful tool to improve the knowledge of many species and contribute to their management and conservation. For that reason this methodology is included in many IEO projects in which other activities like the monitoring of the fishery (landings, fishing effort, fleet characteristics, fishing areas, biological sampling, etc.) are carried out. Some projects are related with coastal pelagic fisheries including anchovy, sardine and mackerel or oceanic pelagic fisheries like tuna and billfish species and pelagic sharks. Others are focused on benthic and demersal species such as hake, black spot seabream, anglerfish, flatfish, etc. Nevertheless not all species can be tagged, as they have to survive being caught and handled before being release. For this reason, tagging techniques may not easily be applied to some species.Versión del edito

    Genome-wide association analysis of dementia and its clinical endophenotypes reveal novel loci associated with Alzheimer's disease and three causality networks : The GR@ACE project

    Introduction: Large variability among Alzheimer's disease (AD) cases might impact genetic discoveries and complicate dissection of underlying biological pathways. Methods: Genome Research at Fundacio ACE (GR@ACE) is a genome-wide study of dementia and its clinical endophenotypes, defined based on AD's clinical certainty and vascular burden. We assessed the impact of known AD loci across endophenotypes to generate loci categories. We incorporated gene coexpression data and conducted pathway analysis per category. Finally, to evaluate the effect of heterogeneity in genetic studies, GR@ACE series were meta-analyzed with additional genome-wide association study data sets. Results: We classified known AD loci into three categories, which might reflect the disease clinical heterogeneity. Vascular processes were only detected as a causal mechanism in probable AD. The meta-analysis strategy revealed the ANKRD31-rs4704171 and NDUFAF6-rs10098778 and confirmed SCIMP-rs7225151 and CD33-rs3865444. Discussion: The regulation of vasculature is a prominent causal component of probable AD. GR@ACE meta-analysis revealed novel AD genetic signals, strongly driven by the presence of clinical heterogeneity in the AD series

    A Large-Scale Genetic Analysis Reveals a Strong Contribution of the HLA Class II Region to Giant Cell Arteritis Susceptibility

    We conducted a large-scale genetic analysis on giant cell arteritis (GCA), a polygenic immune-mediated vasculitis. A case-control cohort, comprising 1,651 case subjects with GCA and 15,306 unrelated control subjects from six different countries of European ancestry, was genotyped by the Immunochip array. We also imputed HLA data with a previously validated imputation method to perform a more comprehensive analysis of this genomic region. The strongest association signals were observed in the HLA region, with rs477515 representing the highest peak (p = 4.05 × 10−40, OR = 1.73). A multivariate model including class II amino acids of HLA-DRβ1 and HLA-DQα1 and one class I amino acid of HLA-B explained most of the HLA association with GCA, consistent with previously reported associations of classical HLA alleles like HLA-DRB1∗04. An omnibus test on polymorphic amino acid positions highlighted DRβ1 13 (p = 4.08 × 10−43) and HLA-DQα1 47 (p = 4.02 × 10−46), 56, and 76 (both p = 1.84 × 10−45) as relevant positions for disease susceptibility. Outside the HLA region, the most significant loci included PTPN22 (rs2476601, p = 1.73 × 10−6, OR = 1.38), LRRC32 (rs10160518, p = 4.39 × 10−6, OR = 1.20), and REL (rs115674477, p = 1.10 × 10−5, OR = 1.63). Our study provides evidence of a strong contribution of HLA class I and II molecules to susceptibility to GCA. In the non-HLA region, we confirmed a key role for the functional PTPN22 rs2476601 variant and proposed other putative risk loci for GCA involved in Th1, Th17, and Treg cell function

    Reducing the environmental impact of surgery on a global scale: systematic review and co-prioritization with healthcare workers in 132 countries

    Abstract Background Healthcare cannot achieve net-zero carbon without addressing operating theatres. The aim of this study was to prioritize feasible interventions to reduce the environmental impact of operating theatres. Methods This study adopted a four-phase Delphi consensus co-prioritization methodology. In phase 1, a systematic review of published interventions and global consultation of perioperative healthcare professionals were used to longlist interventions. In phase 2, iterative thematic analysis consolidated comparable interventions into a shortlist. In phase 3, the shortlist was co-prioritized based on patient and clinician views on acceptability, feasibility, and safety. In phase 4, ranked lists of interventions were presented by their relevance to high-income countries and low–middle-income countries. Results In phase 1, 43 interventions were identified, which had low uptake in practice according to 3042 professionals globally. In phase 2, a shortlist of 15 intervention domains was generated. In phase 3, interventions were deemed acceptable for more than 90 per cent of patients except for reducing general anaesthesia (84 per cent) and re-sterilization of ‘single-use’ consumables (86 per cent). In phase 4, the top three shortlisted interventions for high-income countries were: introducing recycling; reducing use of anaesthetic gases; and appropriate clinical waste processing. In phase 4, the top three shortlisted interventions for low–middle-income countries were: introducing reusable surgical devices; reducing use of consumables; and reducing the use of general anaesthesia. Conclusion This is a step toward environmentally sustainable operating environments with actionable interventions applicable to both high– and low–middle–income countries

    Span poly-L-arginine nanoparticles are efficient non-viral vectors for PRPF31 gene delivery: An approach of gene therapy to treat retinitis pigmentosa

    Retinitis pigmentosa (RP) is the most common cause of inherited blindness in adults. Mutations in the PRPF31 gene produce autosomal dominant RP (adRP). To date there are no effective treatments for this disease. The purpose of this study was to design an efficient non-viral vector for human PRPF31 gene delivery as an approach to treat this form of adRP. Span based nanoparticles were developed to mediate gene transfer in the subretinal space of a mouse model of adRP carrying a point mutation (A216P) in the Prpf31 gene. Funduscopic examination, electroretinogram, optomotor test and optical coherence tomography were conducted to further in vivo evaluate the safety and efficacy of the nanosystems developed. Span-polyarginine (SP-PA) nanoparticles were able to efficiently transfect the GFP and PRPF31 plasmid in mice retinas.     Desde la suscripción de los primeros tratados que dieron origen a la Comunidad Europea, constituida por seis países, hasta la actualidad en que la Unión Europea está conformada por veintisiete países se han producido seis procesos distintos de ampliación, siete si se cuenta la reunificación alemana: - En 1958 los seis estados fundadores de Comunidad Europea del Carbón y del Acero (Bélgica, República Federal Alemana, Francia, Italia, Luxemburgo y los Países Bajos), constituyeron la Comunidad Económica Europea y la Comunidad Europea de la Energía Atómica. - En 1973 se incorporaron el Reino Unido, Irlanda y Dinamarca (incluida Groenlandia y excluidas las Islas Feroe). - En 1981 se incorporó Grecia. En 1985 se retiró Groenlandia como consecuencia del referéndum de 1982. - En 1986 se incorporaron España y Portugal. - En 1990 se produjo la reunificación de la República Federal Alemana y la República Democrática Alemana (RDA) en una nueva RFA unificada, constituye una ampliación de la Unión sin que aumente el número de estados miembros.
