Caracterización de la dinámica del trabajo del Comité de Ética del Hospital Universitario General Calixto García durante el año 2015

Introduction: At present, all research carried out is subject to reviews, evaluations and ethical considerations that guarantee the respect of the subjects that will participate in a study, even if no intervention is made on them. For this reason, the Scientific Research Ethics Committees (CIS) are created and are authorities that demand and evaluate compliance with ethical and moral standards in biomedical research.Objective: To characterize the dynamics of the work of the University Hospital “General Calixto García” in 2015.Method: A cross-sectional descriptive study was carried out on all the files sent to the CEI from January, 2015 to March, 2016. A database was created with the program Microsoft Excel 2010 for Windows Seven. Absolute frequencies and percentages were calculated for the qualitative variables.Results: During the year 2015, 74 papers were submitted to the CEI (Completion of Residency Projects, Institutional Projects and Clinical Trials) for the analysis of the projects, and 72 were evaluated for 97.29%. The delay between the evaluation of the projects was 28 days minimum of 2 days and maximum of 34 days. The presented works were 51.38% of clinical specialties and 48.6% of surgical ones, without significant differences.Conclusions: It is necessary to establish a specific regulation of our CEI that adapts to the institutional needs to improve the work of the same, creating own documents based on resolutions and standards of ethics recognized nationally and internationally. En el Hospital Universitario General Calixto García existe un grupo de investigadores que forman el CEI, formado por   médicos especialistas y un miembro externo, cuyo criterio debe ser necesariamente consultado, como está normado internacionalmente. Los miembros del CEI se reúnen de forma ordinaria el tercer viernes de cada mes y/o extraordinaria que fungen como actividades evaluativas, según sean las necesidades del centro y de acuerdo al volumen de trabajo, además se realizan otra serie de análisis entre los miembros del CE solamente.En su mayoría todos los trabajos evaluados fueron aprobados y se les realizó su respectivo dictamen, pero se encontraron algunas dificultades que respecto al trabajo evaluativo propiamente dicho son:ü  Los residentes se presentan sin sus respectivos tutores para discutir las consideraciones éticas de sus proyectos. En ocasiones son representados por otros especialistas.ü  Falta de asistencia el día de la cita planificada, aunque se les avisa con tiempo; se presentan en otro momento.ü  Las especialidades que más incumplieron este año son Cirugía general y Maxilofacial. Se estuvo citando a los mismos residentes durante meses.ü  Gran parte de los residentes evaluados ya estaban en 3er año de la residenci
