    Armed Conflict-induced Displacement and Human Trafficking in the Sahel: Organised crime, vulnerabilities, and the accountability of non-state armed groups

    Although organised criminal networks and non-state armed groups (NSAGs) have historically exploited conflict situations to commit various crimes, the extent of human trafficking by these entities in the Sahel has barely been interrogated in academic literature. In principle, while states have an obligation to criminalise trafficking in persons, problems arise where the state has lost parts of its territory to NSAGs or is facing ongoing conflicts with such groups. Boko Haram, for instance, controlled a large swath of territory in Northeast Nigeria from 2009 to 2015, with evidence of human trafficking. Therefore, this paper examines two specific aspects of human trafficking in the Sahel conflicts: trafficking by organised criminals and trafficking by NSAGs, especially terrorist organisations. It argues that while domestic laws may be useful in combating trafficking linked to organised criminal networks, the traditional state-centric approach to human rights protection makes human trafficking governance more complicated where NSAGs are involved, especially where they exercise territorial control. The paper unpacks these complexities and highlights the deficits in existing international law treaties. It argues that customary international law could provide a solution to the anti-trafficking governance challenge in the Sahel and makes a case for the adoption of an anti-trafficking Deed of Commitment within the Geneva Call mechanism

    Identification, Replication, and Fine-Mapping of Loci Associated with Adult Height in Individuals of African Ancestry

    Adult height is a classic polygenic trait of high heritability (h2 ∼0.8). More than 180 single nucleotide polymorphisms (SNPs), identified mostly in populations of European descent, are associated with height. These variants convey modest effects and explain ∼10% of the variance in height. Discovery efforts in other populations, while limited, have revealed loci for height not previously implicated in individuals of European ancestry. Here, we performed a meta-analysis of genome-wide association (GWA) results for adult height in 20,427 individuals of African ancestry with replication in up to 16,436 African Americans. We found two novel height loci (Xp22-rs12393627, P = 3.4×10−12 and 2p14-rs4315565, P = 1.2×10−8). As a group, height associations discovered in European-ancestry samples replicate in individuals of African ancestry (P = 1.7×10−4 for overall replication). Fine-mapping of the European height loci in African-ancestry individuals showed an enrichment of SNPs that are associated with expression of nearby genes when compared to the index European height SNPs (P<0.01). Our results highlight the utility of genetic studies in non-European populations to understand the etiology of complex human diseases and traits

    Homozygosity has long been associated with rare, often devastating, Mendelian disorders1 and Darwin was one of the first to recognise that inbreeding reduces evolutionary fitness2. However, the effect of the more distant parental relatedness common in modern human populations is less well understood. Genomic data now allow us to investigate the effects of homozygosity on traits of public health importance by observing contiguous homozygous segments (runs of homozygosity, ROH), which are inferred to be homozygous along their complete length. Given the low levels of genome-wide homozygosity prevalent in most human populations, information is required on very large numbers of people to provide sufficient power3,4. Here we use ROH to study 16 health-related quantitative traits in 354,224 individuals from 102 cohorts and find statistically significant associations between summed runs of homozygosity (SROH) and four complex traits: height, forced expiratory lung volume in 1 second (FEV1), general cognitive ability (g) and educational attainment (nominal p<1 × 10−300, 2.1 × 10−6, 2.5 × 10−10, 1.8 × 10−10). In each case increased homozygosity was associated with decreased trait value, equivalent to the offspring of first cousins being 1.2 cm shorter and having 10 months less education. Similar effect sizes were found across four continental groups and populations with different degrees of genome-wide homozygosity, providing convincing evidence for the first time that homozygosity, rather than confounding, directly contributes to phenotypic variance. Contrary to earlier reports in substantially smaller samples5,6, no evidence was seen of an influence of genome-wide homozygosity on blood pressure and low density lipoprotein (LDL) cholesterol, or ten other cardio-metabolic traits. Since directional dominance is predicted for traits under directional evolutionary selection7, this study provides evidence that increased stature and cognitive function have been positively selected in human evolution, whereas many important risk factors for late-onset complex diseases may not have been

    A multi-ancestry genome-wide study incorporating gene-smoking interactions identifies multiple new loci for pulse pressure and mean arterial pressure

    Elevated blood pressure (BP), a leading cause of global morbidity and mortality, is influenced by both genetic and lifestyle factors. Cigarette smoking is one such lifestyle factor. Across five ancestries, we performed a genome-wide gene-smoking interaction study of mean arterial pressure (MAP) and pulse pressure (PP) in 129 913 individuals in stage 1 and follow-up analysis in 480 178 additional individuals in stage 2. We report here 136 loci significantly associated with MAP and/or PP. Of these, 61 were previously published through main-effect analysis of BP traits, 37 were recently reported by us for systolic BP and/or diastolic BP through gene-smoking interaction analysis and 38 were newly identified (P <5 x 10(-8), false discovery rate <0.05). We also identified nine new signals near known loci. Of the 136 loci, 8 showed significant interaction with smoking status. They include CSMD1 previously reported for insulin resistance and BP in the spontaneously hypertensive rats. Many of the 38 new loci show biologic plausibility for a role in BP regulation. SLC26A7 encodes a chloride/bicarbonate exchanger expressed in the renal outer medullary collecting duct. AVPR1A is widely expressed, including in vascular smooth muscle cells, kidney, myocardium and brain. FHAD1 is a long non-coding RNA overexpressed in heart failure. TMEM51 was associated with contractile function in cardiomyocytes. CASP9 plays a central role in cardiomyocyte apoptosis. Identified only in African ancestry were 30 novel loci. Our findings highlight the value of multi-ancestry investigations, particularly in studies of interaction with lifestyle factors, where genomic and lifestyle differences may contribute to novel findings.Peer reviewe

    Human trafficking in West Africa: An implementation assessment of international and regional normative standards

    It is now over 20 years since the Palermo Protocol was adopted as a global mobilisation tool to combat human trafficking. Although the Palermo Protocol has been widely ratified by all 15 states in West Africa, the implementation of the instrument in the sub-region remains unclear. Also, beyond the Palermo Protocol, a systematic assessment of other anti-trafficking mechanisms available in West Africa is non-existent. Thus, this study has two core objectives: the first is to chronicle the key anti-trafficking instruments and their relevance in West Africa, while the second aspect engages with the manner in which those norms are translated at the domestic level in three West African countries namely, Ghana, Nigeria and Senegal. The study finds that human trafficking has remained resilient both at sub-regional and domestic levels despite the legal efforts to end it. Relevant trends and implementation deficits are identified across the three states, while recommendations are offered for effective anti-trafficking governance. &nbsp

    Coldspots and Hotspots of Agriculture in Nigeria; Any Hope for Youth and Women?

    Africa has 25 percent of the world’s arable land, yet it cannot boast of food sufficiency let alone tapping into food export opportunities. It is no longer news that the women folks in Africa are greatly marginalised and confronted by numerous challenges. Meanwhile, youth engagement in agriculture is presently seen as one of the ways to achieve zero hunger by 2030 as set by the sustainable development goals. Using critical review approach, this study aims to review past and present agriculture programs aimed at encouraging youth and women in agriculture. We found that access to land and weak land tenure system; high cost and unavailability of inputs, infrastructural deficit; poor access to information; inadequate extension service and poor pricing policy are the main constraints for the youth and women in Nigeria. However, opportunities such as employment, large market, vast arable land, increasing investment of government and private sector and value addition. The policy message from this study is straight: effort should be intensified and constructive approaches through polices that support pathways in which opportunities can be harnessed and constraints offed
