    Impacts on Teacher Evaluations: The Importance of Building Capacity through Excellence in the Application of the Teacher Evaluation Process

    Significant student learning and school improvement are dependent upon the teacher being the centerpiece (Tucker, Stronge, Gareis, & Beers, 2003; National Council of Teacher Quality, 2011). In maintaining the high standards associated with teaching responsibilities, educators are held accountable through performance evaluations. In the United States, teacher evaluations have long been a standard of practice largely determined by individual states and school districts. Additionally, teacher effectiveness has been guided by at least three pieces of national legislation, including the Elementary and Secondary Education Act (ESEA, 1965), the No Child Left Behind Act (NCLB, 2001) and the American Recovery and Reinvestment Act (ARRA, 2009), also referred to as the Stimulus or Recovery Act. With the expectation that the nation\u27s universities produce higher quality teachers and school districts hire highly qualified teachers, the profession finds itself under constant, critical scrutiny, most recently concerning the evaluation of teachers

    Considering the vitally important role that the superintendent plays in the overall functioning and wellbeing of any school district, the filling of that position should never be done in haste. Due to the importance of this process and the time it requires, school districts often employ an interim superintendent. In this single case study, one researcher engaged in qualitative research by actually assuming the role of an interim superintendent in a small West Texas school. The findings that emerged from this study consisted of identifying duties and roles of the interim superintendent in comparison with those of the regular superintendent.     Schools are highly complex places (Goodall, 2013, p.121) and school district-level leadership is integral to student success (Bigham & Nix, 2011; Fertig, M., 2012; Leithwood & Jantzi, 2000; Norton, Webb, Dlugosh, & Sybouts, 1996; Robinson, Lloyd & Rowe, 2008; Wallace, 2002; ). Unfortunately, the mean tenure for superintendents is short - five to six years nationwide (Kowalski, McCord, Peterson, Young, & Ellerson, 2011) and three years in Texas (Bigham, 2011 ). Frequent leadership changes have the potential to disrupt the continuity of education for students in the school district. As these high level administrators move to other positions or retire, with them goes a wealth of understanding and expertise, hence, the need for increased emphasis placed on the most appropriate choice of an interim superintendent in transition to the permanent replacement

    In response to a challenging state economy, the Texas Legislature implemented the Regular Program Adjustment Factor (RPAF) in 2011, effectively reducing state funding to all Texas school districts. This mixed methods study reveals the effect of the RPAF on a sample of the smallest Texas school districts and their response to decreased state funding – inclusive of reducing staff, implementing tax rollback and bond elections, and securing revenue from other, non-traditional, financing sources, which ultimately served as the largest revenue enhancement – 97 percent of which was comprised of the issuance of capital-related debt

    Randomized Controlled Caregiver Mediated Joint Engagement Intervention for Toddlers with Autism

    This study aimed to determine if a joint attention intervention would result in greater joint engagement between caregivers and toddlers with autism. The intervention consisted of 24 caregiver-mediated sessions with follow-up 1 year later. Compared to caregivers and toddlers randomized to the waitlist control group the immediate treatment (IT) group made significant improvements in targeted areas of joint engagement. The IT group demonstrated significant improvements with medium to large effect sizes in their responsiveness to joint attention and their diversity of functional play acts after the intervention with maintenance of these skills 1 year post-intervention. These are among the first randomized controlled data to suggest that short-term parent-mediated interventions can have important effects on core impairments in toddlers with autism.     Computational Models of Auditory Scene Analysis: A Review

    Auditory scene analysis (ASA) refers to the process(es) of parsing the complex acoustic input into auditory perceptual objects representing either physical sources or temporal sound patterns, such as melodies, which contributed to the sound waves reaching the ears. A number of new computational models accounting for some of the perceptual phenomena of ASA have been published recently. Here we provide a theoretically motivated review of these computational models, aiming to relate their guiding principles to the central issues of the theoretical framework of ASA. Specifically, we ask how they achieve the grouping and separation of sound elements and whether they implement some form of competition between alternative interpretations of the sound input. We consider the extent to which they include predictive processes, as important current theories suggest that perception is inherently predictive, and also how they have been evaluated. We conclude that current computational models of ASA are fragmentary in the sense that rather than providing general competing interpretations of ASA, they focus on assessing the utility of specific processes (or algorithms) for finding the causes of the complex acoustic signal. This leaves open the possibility for integrating complementary aspects of the models into a more comprehensive theory of ASA

    Transcription Factors Bind Thousands of Active and Inactive Regions in the Drosophila Blastoderm

    Identifying the genomic regions bound by sequence-specific regulatory factors is central both to deciphering the complex DNA cis-regulatory code that controls transcription in metazoans and to determining the range of genes that shape animal morphogenesis. We used whole-genome tiling arrays to map sequences bound in Drosophila melanogaster embryos by the six maternal and gap transcription factors that initiate anterior–posterior patterning. We find that these sequence-specific DNA binding proteins bind with quantitatively different specificities to highly overlapping sets of several thousand genomic regions in blastoderm embryos. Specific high- and moderate-affinity in vitro recognition sequences for each factor are enriched in bound regions. This enrichment, however, is not sufficient to explain the pattern of binding in vivo and varies in a context-dependent manner, demonstrating that higher-order rules must govern targeting of transcription factors. The more highly bound regions include all of the over 40 well-characterized enhancers known to respond to these factors as well as several hundred putative new cis-regulatory modules clustered near developmental regulators and other genes with patterned expression at this stage of embryogenesis. The new targets include most of the microRNAs (miRNAs) transcribed in the blastoderm, as well as all major zygotically transcribed dorsal–ventral patterning genes, whose expression we show to be quantitatively modulated by anterior–posterior factors. In addition to these highly bound regions, there are several thousand regions that are reproducibly bound at lower levels. However, these poorly bound regions are, collectively, far more distant from genes transcribed in the blastoderm than highly bound regions; are preferentially found in protein-coding sequences; and are less conserved than highly bound regions. Together these observations suggest that many of these poorly bound regions are not involved in early-embryonic transcriptional regulation, and a significant proportion may be nonfunctional. Surprisingly, for five of the six factors, their recognition sites are not unambiguously more constrained evolutionarily than the immediate flanking DNA, even in more highly bound and presumably functional regions, indicating that comparative DNA sequence analysis is limited in its ability to identify functional transcription factor targets
