    'To the end of the world':Space, place and missing persons investigations

    Police investigations of major crimes are typically conducted in contexts where there is contested or ambiguous knowledge about what occurred and such challenges are also routinely faced in the investigation of missing persons. This article examines ways in which attempts to ‘manufacture certainty’ in missing persons cases are strongly informed by geographical notions of space and place. The article is structured around the key phases of police investigations, each of which involves the mobilization of different forms of geographical knowledge. In the first stage of ‘identifying and acquiring’ information, the process of search is structured by knowledge about the possible spatial behaviours of missing people often generated using spatial profiling techniques. In the second phase of ‘interpreting and understanding’, more nuanced accounts of what may have happened to a missing person are constructed as the police attempt to ‘place’ a person’s disappearance within a particular narrative based on their reading of the intelligence picture that emerges during the investigation. In the concluding phase of ‘ordering and representing’, the case to internal (senior police management) and external (relatives of the missing person and wider public) audiences investigators will often invoke a notion of ‘the end of the world’ referring not just to how they have defined the geographical limits of the police search if the person is still unaccounted for but also the boundaries of reputational risk and the proportionality of the police response

    Adult missing persons:can an investigative framework be generated using behavioral themes?

    There is a limited amount of research in the area of missing persons, especially adults. The aim of this research is to expand on the understanding of missing people, by examining adults' behaviours while missing and determining if distinct behavioural themes exist. Based on previous literature it was hypothesised that three behavioural themes will be present; dysfunctional, escape, and unintentional. Thirty-six behaviours were coded from 362 missing person police reports and analysed using smallest space analysis (SSA). This produced a spatial representation of the behaviours, showing three distinct behavioural themes. Seventy percent of the adult missing person reports were classified under one dominant theme, 41% were ‘unintentional’, 18% were ‘dysfunctional’, and 11% were ‘escape’. The relationship between a missing person's dominant behavioural theme and their assigned risk level and demographic characteristics were also analysed. A significant association was found between the age, occupational status, whether they had any mental health issues, and the risk level assigned to the missing person; and their dominant behavioural theme. The findings are the first step in the development of a standardised checklist for a missing person investigation. This has implications on how practitioners prioritise missing adults, and interventions to prevent individuals from going missing. Copyright © 2016 John Wiley & Sons, Ltd

    Missing children: risks, repeats and responses

    Investigating reports of missing children is a major source of demand for the police in the UK. Repeat disappearances are common, can indicate underlying vulnerabilities and have been linked with various forms of exploitation and abuse. Inspired by research on repeat victimisation, this paper examines the prevalence and temporal patterns of repeat missing episodes by children, as well as the characteristics of those involved. Using data on all missing children incidents recorded by one UK police service in 2015 (n = 3,352), we find that: (a) 75% of missing incidents involving children were repeats, i.e. attributed to children who had already been reported missing in 2015; (b) a small proportion of repeatedly missing children (n = 59; 4%) accounted for almost a third of all missing children incidents (n = 952, 28%); (c) over half of all first repeat disappearances occurred within four weeks of an initial police recorded missing episode; and (d) children recorded as missing ten times or more over the one year study period were significantly more likely than those recorded missing once to be teenagers, in the care system or to have drug and/or alcohol dependencies. We conclude by discussing the implications of our findings for future research and the prevention of repeat disappearances by children

    The ‘state of exception’ and disaster education: a multilevel conceptual framework with implications for social justice

    The term ‘state of exception’ has been used by Italian political theorist Giorgio Agamben to explain the ways in which emergencies, crises and disasters are used by governments to suspend legal processes. In this paper, we innovatively apply Agamben’s theory to the way in which countries prepare and educate the population for various types of emergencies. We focus on two main aspects of Agamben’s work: first, the paradoxical nature of the state of exception, as both a transient and a permanent part of governance. Second, it is a ‘liminal’ concept expressing the limits of law and where ‘law’ meets ‘not-law’. We consider the relationship between laws related to disasters and emergencies, and case studies of the ways in which three countries (England, Germany and Japan) educate their populations for crisis and disaster. In England, we consider how emergency powers have been orientated around the protection of the Critical National Infrastructure and how this has produced localised ‘states of exception’ and, relatedly, pedagogical anomalies. In Germany, we consider the way in which laws related to disaster and civil protection, and the nature of volunteering for civil protection, produce exceptional spaces for non-German bodies. In Japan, we consider the debate around the absence of emergency powers and relate this to Japanese non-exceptional disaster education for natural disasters. Applying Agamben’s work, we conclude by developing a new, multilevel empirical framework for analysing disaster education with implications for social justice

    Examining the efficacy of a self-administered report form in missing person investigations

    PurposeThe success of missing person investigations often centres on the quality of information obtained in the early stages. Reliable information can not only inform the search but might also become vital evidence if the case broadens into a criminal investigation relating to a sexual offence, abduction, or even murder. In addition to eliciting high quality information, police officers must consider that those close to the missing person are likely going through a very difficult and stressful time. Across two studies, we developed and tested a self-administered form (SAI-MISSING) designed to obtain reliable information that would meaningfully inform a missing person investigation, as well as providing a means for family and friends to be actively involved.MethodsIn Experiment 1, 65 participants were tested individually and asked to provide a description of a person they knew well but had not seen for 24 hours. In the second study, 64 participants were tested in pairs, but immediately separated into different rooms and instructed to imagine that the person they came with has gone missing. In both studies participants completed either the SAI-MISSING tool, or a self-administered control form.ResultsIn Experiment 1 we found that the SAI-MISSING tool elicited significantly more information regarding physical descriptions and descriptions of clothing and personal effects, than the comparison control form. In Experiment 2 we replicated this finding, and further showed that the SAI-MISSING tool produced higher accuracy rates than the control form.ConclusionsGiven our positive findings, potential applications of the tool are discussed

    Neighborhood predictors of bullying perpetration and victimization trajectories among South Korean adolescents

    AimsThis study examined latent trajectories of bullying perpetration and victimization, and identified neighborhood antecedents of these trajectories among South Korean adolescents.MethodsNationally representative individual‐level data from waves 2 to 6 (middle school to high school) of the Korean Children and Youth Panel Survey were merged with neighborhood‐level data drawn from the Korean Census and the Korean Ministry of Education. Latent class growth analysis (N = 2,178) and logistic regression were conducted (N = 2,021).ResultsThree unique trajectories of bullying experience—low‐risk (80.8%), transient (13.3%), high‐risk (5.9%)—were identified. Neighborhood factors (e.g., public assistance receipt, marital status, official bullying incidents, collective efficacy) predicted these distinct developmental paths.ConclusionJoint trajectories of perpetration and victimization can inform service or policy decisions as each developmental path may represent unique experiences for youth in need of specific resources for treatment or intervention.     A review of the changing culture and social context relating to forensic facial depiction of the dead

    The recognition of a decedent by a family member is commonplace in forensic investigation and is often employed as identity confirmation. However, it is recognised that misidentification from facial recognition is also common and faces of the dead may be extremely difficult to recognise due to decomposition or external damage, and even immediate post-mortem changes may be significant enough to confuse an observer. The depiction of faces of the dead can be a useful tool for promoting recognition leading to identification and post-mortem facial depiction is described as the interpretation of human remains in order to suggest the living appearance of an individual. This paper provides an historical context relating to the changing view of society to the presentation and publication of post-mortem facial depictions and discusses the current ethical, practical and academic challenges associated with these images

    Psychoeducation with problem-solving (PEPS) therapy for adults with personality disorder: a pragmatic randomised controlled trial to determine the clinical effectiveness and cost-effectiveness of a manualised intervention to improve social functioning

    Main outcome measures: The primary outcome was measured by the Social Functioning Questionnaire (SFQ). Secondary outcomes were service use (general practitioner records), mood (measured via the Hospital Anxiety and Depression Scale) and client-specified three main problems rated by severity. We studied the mechanism of change using the Social Problem-Solving Inventory. Costs were identified using the Client Service Receipt Inventory and quality of life was identified by the European Quality of Life-5 Dimensions questionnaire. Research assistants blinded to treatment allocation collected follow-up information. Results: There were 739 people referred for the trial and 444 were eligible. More adverse events in the PEPS arm led to a halt to recruitment after 306 people were randomised (90% of planned sample size); 154 participants received PEPS and 152 received usual treatment. The mean age was 38 years and 67% were women. Follow-up at 72 weeks after randomisation was completed for 62% of participants in the usual-treatment arm and 73% in the PEPS arm. Intention-to-treat analyses compared individuals as randomised, regardless of treatment received or availability of 72-week follow-up SFQ data. Median attendance at psychoeducation sessions was approximately 90% and for problem-solving sessions was approximately 50%. PEPS therapy plus usual treatment was no more effective than usual treatment alone for the primary outcome [adjusted difference in means for SFQ –0.73 points, 95% confidence interval (CI) –1.83 to 0.38 points; p = 0.19], any of the secondary outcomes or social problem-solving. Over the follow-up, PEPS costs were, on average, £182 less than for usual treatment. It also resulted in 0.0148 more quality-adjusted life-years. Neither difference was statistically significant. At the National Institute for Health and Care Excellence thresholds, the intervention had a 64% likelihood of being the more cost-effective option. More adverse events, mainly incidents of self-harm, occurred in the PEPS arm, but the difference was not significant (adjusted incidence rate ratio 1.24, 95% CI 0.93 to 1.64). Limitations: There was possible bias in adverse event recording because of dependence on self-disclosure or reporting by the clinical team. Non-completion of problem-solving sessions and non-standardisation of usual treatment were limitations. Conclusions: We found no evidence to support the use of PEPS therapy alongside standard care for improving social functioning of adults with personality disorder living in the community. Future work: We aim to investigate adverse events by accessing centrally held NHS data on deaths and hospitalisation for all PEPS trial participants

    Mental health training programmes for non-mental health trained professionals coming into contact with people with mental ill health: a systematic review of effectiveness

    Background The police and others in occupations where they come into close contact with people experiencing/with mental ill health, often have to manage difficult and complex situations. Training is needed to equip them to recognise and assist when someone has a mental health issue or learning/intellectual disability. We undertook a systematic review of the effectiveness of training programmes aimed at increasing knowledge, changing behaviour and/or attitudes of the trainees with regard to mental ill health, mental vulnerability, and learning disabilities. Methods Databases searched from 1995 onwards included: ASSIA, Cochrane Central Register of Controlled Clinical Trials (CENTRAL), Criminal Justice Abstracts, Embase, ERIC, MEDLINE, PsycINFO, Social Science Citation Index. Courses, training, or learning packages aimed at helping police officers and others who interact with the public in a similar way to deal with people with mental health problems were included. Primary outcomes were change in practice and change in outcomes for the groups of people the trainees come into contact with. Systematic reviews, randomised controlled trials (RCTs) and non- randomised controlled trials (non-RCTs) were included and quality assessed. In addition non-comparative evaluations of training for police in England were included. Results From 8578 search results, 19 studies met the inclusion criteria: one systematic review, 12 RCTs, three prospective non-RCTs, and three non-comparative studies. The training interventions identified included broad mental health awareness training and packages addressing a variety of specific mental health issues or conditions. Trainees included police officers, teachers and other public sector workers. Some short term positive changes in behaviour were identified for trainees, but for the people the trainees came into contact with there was little or no evidence of benefit. Conclusions A variety of training programmes exist for non-mental health professionals who come into contact with people who have mental health issues. There may be some short term change in behaviour for the trainees, but longer term follow up is needed. Research evaluating training for UK police officers is needed in which a number of methodological issues need to be addressed
