The ethics of access: Towards an equal slice of the pie
Ethics is a system of moral principles and of values relating to the
Tightness and wrongness of certain actions. When two diametrically
opposed obligations conflict with one another, an ethical dilemma occurs.
It is settled only by weighing and evaluating the importance of the
conflicting obligations. The moral conviction of a democratic society
supportive of freedom of information versus the welfare of that public
might well be an example of two opposing obligations. Equal access to
information by the people versus the provision of relevant and friendly
information is another wordset of potentially opposing obligations. The
free library for the good of the public versus quality library services is
also a contender. It is not so opposing if one considers the statement of
Alphonse Trezza (1986) during his tenure with the National Commission
on Library and Information Services (NCLIS): "The commitment to
public good requires the library to constantly improve quality of services,
the effective use of technology, and the efficiency of the operation" (p.
52). Providing access and fulfilling the needs of the majority versus
providing access and fulfilling the needs of the minority is yet another
opposing set. If one adds the words "equal opportunity" then the impact

Supersymmetry Breaking from a Calabi-Yau Singularity
We conjecture a geometric criterion for determining whether supersymmetry is
spontaneously broken in certain string backgrounds. These backgrounds contain
wrapped branes at Calabi-Yau singularites with obstructions to deformation of
the complex structure. We motivate our conjecture with a particular example:
the quiver gauge theory corresponding to a cone over the first del
Pezzo surface, . This setup can be analyzed using ordinary supersymmetric
field theory methods, where we find that gaugino condensation drives a
deformation of the chiral ring which has no solutions. We expect this breaking
to be a general feature of any theory of branes at a singularity with a smaller
number of possible deformations than independent anomaly-free fractional

Ring-Like Structure in the Radio Lobe of MG0248+0641
We present radio and optical observations of MG0248+0641, which contains a
kiloparsec-scale ring-like structure in one of its radio lobes. The radio
observations show a typical core-double morphology: a central core between two
lobes, each of which has a hotspot. The western radio lobe appears as a nearly
continuous ring, with linear polarization electric field vectors which are
oriented in a radial direction from the ring center. We consider several
different interpretations for the nature of this ring, including gravitational
lensing of a normal jet by a foreground galaxy. Even though simple lensing
models can describe the ring morphology reasonably well, the high linear
polarization seen around the ring cannot be easily explained. The chance
interposition of a galactic supernova remnant, nova, planetary nebula, or H II
region, has been ruled out. The highly polarized ring of MG0248+0641 is much
like the prominent ring seen in 3C219, and the multiple ones in 3C310 and
Hercules A, suggesting that similar physical processes are producing shell
structures in these radio galaxies. The ring in MG0248+0641 may be caused by
the formation of ``bubbles'', as a result of instabilities in the energy flow
down the western radio jet. It may also be possible that the required
instabilities are triggered by the infall of gas, via tidal interaction of the
central source with a nearby galaxy. This scenario may be indicated by our

Under-Reporting of Road Traffic Mortality in Developing Countries: Application of a Capture-Recapture Statistical Model to Refine Mortality Estimates
Road traffic injuries are a major cause of preventable death in sub-Saharan Africa. Accurate epidemiologic data are scarce and under-reporting from primary data sources is common. Our objectives were to estimate the incidence of road traffic deaths in Malawi using capture-recapture statistical analysis and determine what future efforts will best improve upon this estimate. Our capture-recapture model combined primary data from both police and hospital-based registries over a one year period (July 2008 to June 2009). The mortality incidences from the primary data sources were 0.075 and 0.051 deaths/1000 person-years, respectively. Using capture-recapture analysis, the combined incidence of road traffic deaths ranged 0.192–0.209 deaths/1000 person-years. Additionally, police data were more likely to include victims who were male, drivers or pedestrians, and victims from incidents with greater than one vehicle involved. We concluded that capture-recapture analysis is a good tool to estimate the incidence of road traffic deaths, and that capture-recapture analysis overcomes limitations of incomplete data sources. The World Health Organization estimated incidence of road traffic deaths for Malawi utilizing a binomial regression model and survey data and found a similar estimate despite strikingly different methods, suggesting both approaches are valid. Further research should seek to improve capture-recapture data through utilization of more than two data sources and improving accuracy of matches by minimizing missing data, application of geographic information systems, and use of names and civil registration numbers if available
Epstein-Barr Virus Evades CD4+ T Cell Responses in Lytic Cycle through BZLF1-mediated Downregulation of CD74 and the Cooperation of vBcl-2
Evasion of immune T cell responses is crucial for viruses to establish persistence in the infected host. Immune evasion mechanisms of Epstein-Barr virus (EBV) in the context of MHC-I antigen presentation have been well studied. In contrast, viral interference with MHC-II antigen presentation is less well understood, not only for EBV but also for other persistent viruses. Here we show that the EBV encoded BZLF1 can interfere with recognition by immune CD4+ effector T cells. This impaired T cell recognition occurred in the absence of a reduction in the expression of surface MHC-II, but correlated with a marked downregulation of surface CD74 on the target cells. Furthermore, impaired CD4+ T cell recognition was also observed with target cells where CD74 expression was downregulated by shRNA-mediated inhibition. BZLF1 downregulated surface CD74 via a post-transcriptional mechanism distinct from its previously reported effect on the CIITA promoter. In addition to being a chaperone for MHC-II αβ dimers, CD74 also functions as a surface receptor for macrophage Migration Inhibitory Factor and enhances cell survival through transcriptional upregulation of Bcl-2 family members. The immune-evasion function of BZLF1 therefore comes at a cost of induced toxicity. However, during EBV lytic cycle induced by BZLF1 expression, this toxicity can be overcome by expression of the vBcl-2, BHRF1, at an early stage of lytic infection. We conclude that by inhibiting apoptosis, the vBcl-2 not only maintains cell viability to allow sufficient time for synthesis and accumulation of infectious virus progeny, but also enables BZLF1 to effect its immune evasion function
A comprehensive 1000 Genomes-based genome-wide association meta-analysis of coronary artery disease
Existing knowledge of genetic variants affecting risk of coronary artery disease (CAD) is largely based on genome-wide association studies (GWAS) analysis of common SNPs. Leveraging phased haplotypes from the 1000 Genomes Project, we report a GWAS meta-analysis of 185 thousand CAD cases and controls, interrogating 6.7 million common (MAF>0.05) as well as 2.7 million low frequency (0.005<MAF<0.05) variants. In addition to confirmation of most known CAD loci, we identified 10 novel loci, eight additive and two recessive, that contain candidate genes that newly implicate biological processes in vessel walls. We observed intra-locus allelic heterogeneity but little evidence of low frequency variants with larger effects and no evidence of synthetic association. Masses, radii, and orbits of small Kepler planets : The transition from gaseous to rocky planets
We report on the masses, sizes, and orbits of the planets orbiting 22 Kepler stars. There are 49 planet candidates around these stars, including 42 detected through transits and 7 revealed by precise Doppler measurements of the host stars. Based on an analysis of the Kepler brightness measurements, along with high-resolution imaging and spectroscopy, Doppler spectroscopy, and (for 11 stars) asteroseismology, we establish low false-positive probabilities (FPPs) for all of the transiting planets (41 of 42 have an FPP under 1%), and we constrain their sizes and masses. Most of the transiting planets are smaller than three times the size of Earth. For 16 planets, the Doppler signal was securely detected, providing a direct measurement of the planet's mass. For the other 26 planets we provide either marginal mass measurements or upper limits to their masses and densities; in many cases we can rule out a rocky composition. We identify six planets with densities above 5 g cm-3, suggesting a mostly rocky interior for them. Indeed, the only planets that are compatible with a purely rocky composition are smaller than 2 R ⊕. The Seventh Data Release of the Sloan Digital Sky Survey
This paper describes the Seventh Data Release of the Sloan Digital Sky Survey
(SDSS), marking the completion of the original goals of the SDSS and the end of
the phase known as SDSS-II. It includes 11663 deg^2 of imaging data, with most
of the roughly 2000 deg^2 increment over the previous data release lying in
regions of low Galactic latitude. The catalog contains five-band photometry for
357 million distinct objects. The survey also includes repeat photometry over
250 deg^2 along the Celestial Equator in the Southern Galactic Cap. A
coaddition of these data goes roughly two magnitudes fainter than the main
survey. The spectroscopy is now complete over a contiguous area of 7500 deg^2
in the Northern Galactic Cap, closing the gap that was present in previous data
releases. There are over 1.6 million spectra in total, including 930,000
galaxies, 120,000 quasars, and 460,000 stars. The data release includes
improved stellar photometry at low Galactic latitude. The astrometry has all
been recalibrated with the second version of the USNO CCD Astrograph Catalog
(UCAC-2), reducing the rms statistical errors at the bright end to 45
milli-arcseconds per coordinate. A systematic error in bright galaxy photometr
is less severe than previously reported for the majority of galaxies. Finally,
we describe a series of improvements to the spectroscopic reductions, including
better flat-fielding and improved wavelength calibration at the blue end,
better processing of objects with extremely strong narrow emission lines, and
