Wie einfach kann ein Steuersystem sein?
Wie sollte ein zukünftiges Steuersystem aufgebaut sein? Wie einfach kann es sein? Für Prof. Dr. Hans-Wolfgang Arndt, Universität Mannheim, ist der Karlsruher Entwurf für das Einkommensteuerrecht mustergültig. Prof. Dr. Dr. h.c. Franz W. Wagner, Universität Tübingen, sieht das größte Defizit der Diskussion um eine Steuervereinfachung darin, »dass den Bürgern verschwiegen wird, dass stark vereinfachte Steuersysteme die bisherigen Umverteilungs- und Anreizfunktionen des Steuersystems nicht übernehmen können... Würden die Bürger hingegen darüber informiert, dass tiefgreifende Eingriffe in Anreiz- und Verteilungsmechanismen das eigentliche Problem jeder Steuerreform sind, würde das Schlagwort der Steuervereinfachung seine konsensmobilisierende Funktion vermutlich schnell einbüßen.« Friedrich Merz, CDU/CSU-Fraktion, sieht das Ziel einer Vereinfachung des Steuerrechts in der »Wiederherstellung der Verständlichkeit. NRW 2025: Vom Hort der alten Industrien zum Magnet der Moderne?
Die Arbeitsgruppe Beschäftigung der von NRW-Ministerpräsident Jürgen Rüttgers eingesetzten "Zukunftskommission" hat umfassende Empfehlungen für die künftige Wirtschafts- und Arbeitsmarktpolitik in Nordrhein-Westfalen vorgelegt. Das Papier der von IZA-Direktor Klaus F. Zimmermann geleiteten Expertengruppe schlägt unter anderem eine Standortoffensive zugunsten von Bildungsreformen und mehr Weiterbildung vor. Zudem wird empfohlen, die Position von NRW als führender Hochschul- und Energieinnovationsstandort systematisch auszubauen. Darüber hinaus misst die Arbeitsgruppe Initiativen für mehr strukturelle Familienfreundlichkeit große strategische Bedeutung zu. Untersuchungen zur Resistenz von Acker-Fuchsschwanz in Baden-Württemberg und zur Wirkung von Herbiziden in Winterweizen im Hinblick auf die Vermeidung von Resistenz
In Verdachtsproben aus unterschiedlichen Gebieten in Baden-Württemberg konnte in den Jahren 2008 bis 2010 bei Acker-Fuchsschwanz Resistenz gegen Herbizide aus der HRAC-Gruppe A nachgewiesen werden. 2008 traten auch Biotypen mit Resistenz gegen Flupyrsulfuron (HRAC-Gruppe B) auf. 2010 wurde bei weiteren Herbiziden aus dieser Gruppe eine deutliche Wirkungsminderung festgestellt.Dieses Ergebnis spiegelte sich auch in den Ergebnissen der Feldversuche wider. Bei den Frühjahrsbehandlungen war nur mit der Variante Atlantis OD + Artus + Primus eine sehr gute Wirkung zu erzielen. Bei den anderen Varianten blieben auf einzelnen Standorten mit hohem Acker-Fuchsschwanzbesatz zu viele Ähren/m² stehen. Auf diesen Standorten sollte die Acker-Fuchsschwanzbekämpfung bevorzugt im Herbst durchgeführt werden. Mehrere Herbizidkombinationen mit Bodenherbiziden aus den HRAC-Gruppen K1/3 und F1 erzielten auch in früh gesätem Winterweizen sowohl gute Bekämpfungserfolge, als auch Mehrerträge, und waren wirtschaftlich.Stichwörter: Erträge, Frühjahrs- und Herbstanwendungen, Herbizidkombinationen, Resistenztest, Unkrautbekämpfung, WirtschaftlichkeitInvestigations into resistance in black-grass (Alopecurus myosuroides) in Baden-Württemberg and into herbicidal efficiency to reduce the risk of resistance developingSuspicious samples of black-grass seeds from fields in Baden-Württemberg were tested in the greenhouse in 2008 to 2010 for their degree of resistance. In 2010, a few other ALS-inhibiting herbicides showed a reduced performance.Resistance to ALS and ACCase inhibitors occurred in the field trails too. Spring only applications of Atlantis OD + Artus + Primus provided very good levels of control. The other herbicides did not provide an acceptable level of control on some fields. There was still a high number of seed heads remaining in the field. On these fields, preemergence herbicides (HRAC groups K1/3 und F1) have a valuable role in resistance management strategy. Prospects of observing a quasar HII region during the Epoch of Reionization with redshifted 21cm
We present a study of the impact of a bright quasar on the redshifted 21cm
signal during the Epoch of Reionization (EoR). Using three different
cosmological radiative transfer simulations, we investigate if quasars are
capable of substantially changing the size and morphology of the H II regions
they are born in. We choose stellar and quasar luminosities in a way that is
favourable to seeing such an effect. We find that even the most luminous of our
quasar models is not able to increase the size of its native H II region
substantially beyond those of large H II regions produced by clustered stellar
sources alone. However, the quasar H II region is found to be more spherical.
We next investigate the prospects of detecting such H II regions in the
redshifted 21cm data from the Low Frequency Array (LOFAR) by means of a matched
filter technique. We find that H II regions with radii ~ 25 comoving Mpc or
larger should have a sufficiently high detection probability for 1200 hours of
integration time. Although the matched filter can in principle distinguish
between more and less spherical regions, we find that when including realistic
system noise this distinction can no longer be made. The strong foregrounds are
found not to pose a problem for the matched filter technique. We also
demonstrate that when the quasar position is known, the redshifted 21cm data
can still be used to set upper limits on the ionizing photon rate of the
quasar. If both the quasar position and its luminosity are known, the

On the Use of Ly-alpha Emitters as Probes of Reionization
We use numerical simulations to study the effects of the patchiness of a
partly reionized intergalactic medium (IGM) on the observability of Ly-alpha
emitters (LAEs) at high redshifts (z ~ 6). We present a new model that divides
the Ly-alpha radiative transfer into a (circum-)galactic and an extragalactic
(IGM) part, and investigate how the choice of intrinsic line model affects the
IGM transmission results. We use our model to study the impact of neutral
hydrogen on statistical observables such as the Ly-alpha restframe equivalent
width (REW) distribution, the LAE luminosity function and the two-point
correlation function. We find that if the observed changes in LAE luminosity
functions and equivalent width distributions between z ~ 6 and z ~ 7 are to be
explained by an increased IGM neutral fraction alone, we require an extremely
late and rapid reionization scenario, where the Universe was ~ 40 % ionized at
z = 7, ~ 50 % ionized at z = 6.5 and ~ 100 % ionized at z = 6. This is in
conflict with other observations, suggesting that intrinsic LAE evolution at z
> 6 cannot be completely neglected. We show how the two-point correlation
function can provide more robust constraints once future observations obtain
larger LAE samples, and provide predictions for the sample sizes needed to tell

Episodes of intensified biological productivity in the subtropical Atlantic Ocean during the termination of the Middle Eocene Climatic Optimum (MECO)
The Middle Eocene Climatic Optimum (MECO) is an ~500 kyr interval of pronounced global warming from which the climate system recovered in <50 kyr. The deep-sea sedimentary record can provide valuable insight on the marine ecosystem response to this protracted global warming event and consequently on the ecological changes during this time. Here we present new benthic foraminiferal assemblage data from Ocean Drilling Program Site 1051 in the subtropical North Atlantic, spanning the MECO and post-MECO interval (41.1 to 39.5 Ma). We ␣nd little change in the species composition of benthic foraminiferal assemblages during the studied interval, suggesting that the rate of environmental change was gradual enough that these organisms were able to adapt. However, we identify two transient intervals associated with peak warming (higher-productivity interval (HPI)-1; 40.07–39.96 Ma) and shortly after the MECO (HPI-2; 39.68–39.55 Ma), where benthic foraminiferal accumulation rates increase by an order of magnitude. These HPIs at Site 1051 appear to coincide with intervals of strengthened productivity in the Tethys, Southern Ocean, and South Atlantic, and we suggest that an intensi␣ed hydrological cycle during the climatic warmth of the MECO was responsible for eutrophication of marine shelf and slope environments
