    Two-way satellite time transfer using low power CW tones

    In the search for an economical means of precise time transfer, the NRC Time Laboratory decided to adapt the techniques used by radio astronomers in an experiment to compare the phases of the local oscillators at widely separated VLBI stations. The objective is to design a system which would use commercial satellites, and which would be of reasonable cost for the ground stations and for operations. Two satellite ground stations were installed at NRC about 100 m from the Time Laboratory. For the preliminary experiment, a channel on the Anik Al 6/4 GHz satellite was made available by TELESAT Canada. Two tones were transmitted + or - MHz from the suppressed carrier. The difference frequency of 32 MHz was recorded using narrow band receivers. A low level 1 MHz phase modulation was added to identify the 32 MHz cycle, giving 1 microsec ambiguity in the time transfer. With less than 1/4 W in each tone, the EIRP is 43 dB below that of a normal TV Earth station, and no frequency dispersion is required.     At each station the differences were measured between the local UTC seconds pulse and the remote UTC pulse received by satellite. The difference between the readings, if station delays are assumed to be symmetrical, is two times the difference between the clocks at the two ground station sites. Over a 20-minute period, the precision over the satellite is better than 1 ns.     Departing from the notion that labour legislation should be founded in the generation of job stability a model for recruitment is presented in which the employer is likened to the holder of an investment portfolio containing two real derivatives – swap or the option of sale. This model allows us on one hand to analyze sensitivity to the variables that are at play in an employment contract and, on the other, look at the effects that the most recent reforms in Spanish labour laws have had on contracting decisions made by employers. The results are clear: social security benefits are shown to be the most sensitive variable on the work contract, and applying the changes proposed in the latest labour reforms, this effect is upheld. The study concludes that reducing the costs of dismissal does not increase the likelihood of employers’ taking on new staff.Dada la situación actual y partiendo del supuesto que como herramienta para una correcta política de empleo la legislación laboral debe sentar las bases sólidas para que en el momento de recuperación económica se generen puestos de trabajo estables, se presenta un modelo de simulación de contratación que nos va a permitir un análisis de sensibilidad de las distintas variables a tener en cuenta en una regulación del mercado laboral. El modelo consiste en asimilar el comportamiento del empresario al del propietario de una cartera de inversión compuesta por dos derivados reales, un swap y una opción de venta americana. Este modelo nos permite, por un lado, hacer un análisis de sensibilidad de las diferentes variables que intervienen en la contratación, y, por otro lado, analizar los efectos que la última reforma laboral española tiene sobre la decisión de contratar del empresario. Los resultados son claros, la variable que más sensibilidad presenta sobre la contratación es la cuota patronal de la seguridad social, y aplicando los cambios propuestos en esta última reforma laboral, se concretan estos efectos y también se concluye que la reducción de los costes de despido no acelera la decisión de contratar.Dada a situação atual e partindo do suposto que como ferramenta para uma correta política de emprego, a legislação laboral deve instituir as bases sólidas para que, no momento da recuperação econômica, se gerem postos de trabalho estáveis, se apresentem um modelo de simulação de contratação que nos permitirá uma análise de sensibilidade das diferentes variáveis a considerar em uma regulação do mercado laboral. O modelo consiste em assimilar o comportamento do empresário ao do proprietário de uma carteira de investimento composto por dois derivados reais, um swap e uma opção de venda americana. Esse modelo nos permite, por um lado, fazer uma análise de sensibilidade das diferentes variáveis que intervêm na contratação e, por outro lado, analisar os efeitos que a última reforma laboral espanhola tem sobre a decisão de contratar do empresário.     Multi-wavelength study of a new Galactic SNR G332.5-5.6

    We present compelling evidence for confirmation of a Galactic supernova remnant (SNR) candidate, G332.5-5.6, based initially on identification of new, filamentary, optical emission line nebulosity seen in the arcsecond resolution images from the AAO/UKST HAlpha survey. The extant radio observations and X-ray data which we have independently re-reduced, together with new optical spectroscopy of the large-scale fragmented nebulosity, confirms the identification. Optical spectra, taken across five different, widely separated nebula regions of the remnant as seen on the HAlpha images, show average ratios of [NII]/HAlpha =2.42, [SII]/HAlpha = 2.10, and [SII] 6717/6731 = 1.23, as well as strong [OI] 6300, 6364A and [OII] 3727A emission. These ratios are firmly within those typical of SNRs. Here, we also present the radio-continuum detection of the SNR at 20/13cm from observations with the Australia Telescope Compact Array (ATCA). Radio emission is also seen at 4850 MHz, in the PMN survey (Griffith and Wright 1993) and at 843 MHz from the SUMSS survey (Bock, Large and Sadler 1999). We estimate an angular diameter of ~30 arcmin and obtain an average radio spectral index of alpha = -0.6 +- 0.1 which indicates the non-thermal nature of G332.5-5.6. Fresh analysis of existing ROSAT X-ray data in the vicinity also confirms the existence of the SNR. The distance to G332.5-5.6 has been independently estimated by Reynoso and Green (2007) as 3.4 kpc based on measurements of the HI lambda21 cm line seen in absorption against the continuum emission. Our cruder estimates via assumptions on the height of the dust layer (3.1 kpc) and using the Sigma-D relation (4 kpc) are in good agreement.Comment: 14 pages, 18 figures.     Understanding consumer demand for new transport technologies and services, and implications for the future of mobility

    The transport sector is witnessing unprecedented levels of disruption. Privately owned cars that operate on internal combustion engines have been the dominant modes of passenger transport for much of the last century. However, recent advances in transport technologies and services, such as the development of autonomous vehicles, the emergence of shared mobility services, and the commercialization of alternative fuel vehicle technologies, promise to revolutionise how humans travel. The implications are profound: some have predicted the end of private car dependent Western societies, others have portended greater suburbanization than has ever been observed before. If transport systems are to fulfil current and future needs of different subpopulations, and satisfy short and long-term societal objectives, it is imperative that we comprehend the many factors that shape individual behaviour. This chapter introduces the technologies and services most likely to disrupt prevailing practices in the transport sector. We review past studies that have examined current and future demand for these new technologies and services, and their likely short and long-term impacts on extant mobility patterns.     Radio Halo and Relic Candidates from the Westerbork Northern Sky Survey

    We have undertaken a systematic search for diffuse radio halos and relics in all of the Abell clusters that are visible in the Westerbork Northern Sky Survey (WENSS). In this survey we found 18 candidates, 11 of which are already known from the literature, and 7 for which we provide the first evidence of diffuse radio emission. All the clusters in this sample show other evidence for a recent or ongoing merger. We also investigate the correlation between cluster X-ray luminosity and radio power of halos. We develop a very simple model for merger shocks that reproduces the sense of this correlation, although it is probably not as steep as the correlation in the data.     ALG-2 and peflin regulate COPII targeting and secretion in response to calcium signaling

    ER-to-Golgi transport is the first step in the constitutive secretory pathway, which, unlike regulated secretion, is believed to proceed nonstop independent of Ca2+ flux. However, here we demonstrate that penta-EF hand (PEF) proteins ALG-2 and peflin constitute a hetero-bifunctional COPII regulator that responds to Ca2+ signaling by adopting one of several distinct activity states. Functionally, these states can adjust the rate of ER export of COPII-sorted cargos up or down by ∼50%. We found that at steady-state Ca2+, ALG-2/peflin hetero-complexes bind to ER exit sites (ERES) through the ALG-2 subunit to confer a low, buffered secretion rate, while peflin-lacking ALG-2 complexes markedly stimulate secretion. Upon Ca2+ signaling, ALG-2 complexes lacking peflin can either increase or decrease the secretion rate depending on signaling intensity and duration—phenomena that could contribute to cellular growth and intercellular communication following secretory increases or protection from excitotoxicity and infection following decreases. In epithelial normal rat kidney (NRK) cells, the Ca2+-mobilizing agonist ATP causes ALG-2 to depress ER export, while in neuroendocrine PC12 cells, Ca2+ mobilization by ATP results in ALG-2-dependent enhancement of secretion. Furthermore, distinct Ca2+ signaling patterns in NRK cells produce opposing ALG-2-dependent effects on secretion. Mechanistically, ALG-2-dependent depression of secretion involves decreased levels of the COPII outer shell and increased peflin targeting to ERES, while ALG-2-dependent enhancement of secretion involves increased COPII outer shell and decreased peflin at ERES. These data provide insights into how PEF protein dynamics affect secretion of important physiological cargoes such as collagen I and significantly impact ER stress

    Multicenter Consensus Approach to Evaluation of Neonatal Hypotonia in the Genomic Era: A Review

    IMPORTANCE: Infants with hypotonia can present with a variety of potentially severe clinical signs and symptoms and often require invasive testing and multiple procedures. The wide range of clinical presentations and potential etiologies leaves diagnosis and prognosis uncertain, underscoring the need for rapid elucidation of the underlying genetic cause of disease. OBSERVATIONS: The clinical application of exome sequencing or genome sequencing has dramatically improved the timely yield of diagnostic testing for neonatal hypotonia, with diagnostic rates of greater than 50% in academic neonatal intensive care units (NICUs) across Australia, Canada, the UK, and the US, which compose the International Precision Child Health Partnership (IPCHiP). A total of 74% (17 of 23) of patients had a change in clinical care in response to genetic diagnosis, including 2 patients who received targeted therapy. This narrative review discusses the common causes of neonatal hypotonia, the relative benefits and limitations of available testing modalities used in NICUs, and hypotonia management recommendations. CONCLUSIONS AND RELEVANCE: This narrative review summarizes the causes of neonatal hypotonia and the benefits of prompt genetic diagnosis, including improved prognostication and identification of targeted treatments which can improve the short-term and long-term outcomes. Institutional resources can vary among different NICUs; as a result, consideration should be given to rule out a small number of relatively unique conditions for which rapid targeted genetic testing is available. Nevertheless, the consensus recommendation is to use rapid genome or exome sequencing as a first-line testing option for NICU patients with unexplained hypotonia. As part of the IPCHiP, this diagnostic experience will be collected in a central database with the goal of advancing knowledge of neonatal hypotonia and improving evidence-based practice
