    Challenges in Creating a Disaster Resilient Built Environment

    With the increase in occurrences of high impact disasters, the concept of risk reduction and resilience is widely recognised. Recent disasters have highlighted the exposure of urban cities to natural disasters and emphasised the need of making cities resilient to disasters. Built environment plays an important role in every city and need to be functional and operational at a time of a disaster and is expected to provide protection to people and other facilities. However, recent disasters have highlighted the vulnerability of the built assets to natural disasters and therefore it is very much important to focus on creating a disaster resilient built environment within cities. However the process of making a disaster resilient built environment is a complex process where many challenges are involved. Accordingly the paper aims at exploring the challenges involved in building a disaster resilient built environment. Paper discusses the findings of some expert interviews and three case studies which have been conducted in Sri Lanka by selecting three cities which are potentially vulnerable to threats posed by natural hazards. The empirical evidence revealed, lack of regulatory frameworks; unplanned cities and urbanisation; old building stocks and at risk infrastructure; unauthorised structures; institutional arrangements; inadequate capacities of municipal councils; lack of funding; inadequacy of qualified human resources; and corruption and unlawful activities as major challenges for creating a disaster resilient built environment within Sri Lankan cities. The paper proposes a set of recommendations to address these prevailing concerns and to build a more resilient built environment within cities

    Tackling Women's Vulnerabilities through Integrating a Gender Perspective into Disaster Risk Reduction in the Built Environment

    The majority of human and direct economic losses from natural hazards occur as a result of damage to the built environment due to the vital role that the built environment performs in serving human endeavours. One of the key reasons for people in developing countries to be more vulnerable to natural disasters than their wealthier counterparts is the limited capacities in their construction industries. Among the people in developing countries, women are evidently even more vulnerable to natural disasters. Due to higher disaster vulnerability of women, recognising the different roles, capacities, vulnerabilities and needs of women, and considering them in disaster risk reduction in the built environment is significant to reduce women’s disaster vulnerabilities. Gender mainstreaming as a way of bringing a gender perspective into disaster risk reduction can be applied to recognise the varying needs and capacities of women, and integrate them into disaster risk reduction in the built environment. The paper in this context aims to demonstrate how gender mainstreaming helps to bring a women’s perspective into disaster risk reduction in the built environment. It identifies two main steps which involve in the process, identification of women’s DRR knowledge and needs, and integration of the identified DRR knowledge and needs into DRR in the built environment. The paper provides an account of the process that the study established to incorporate a gender perspective into disaster risk reduction in the built environment based on a case study conducted in Sri Lanka.     Overcoming challenges faced by local governments in creating a resilient built environment in cities

    Purpose: Although, a number of initiatives have been taken after the devastating Indian Ocean tsunami to institutionalise Disaster Risk Reduction (DRR), gaps still exist in the Sri Lankan local government sector. Even after 10 years, local governments are still struggling to overcome a number of challenges in relation to making resilience in the built environment. DRR has not yet been properly integrated into the local government system and as a result, pose a significant challenge. Accordingly, the aim of this research is to discover the hindrances for local governments in creating disaster resilient built environment within cities and to propose ways of overcoming the identified limitations. Design/ methodology/ approach: Fifteen (15) semi-structured interviews were conducted among experts from Sri Lanka who are involved in disaster management, local governments and built environment fields of study. The interviews were conducted with the intention of gaining expert knowledge pertaining to this field of study and the interviews were mainly designed to capture the current practices for; instigating disaster risk reduction initiatives within Sri Lanka, the role of local governments in creating a disaster resilient built environments, associated challenges and ways of overcoming challenges to ensure effective contribution to city resilience. Findings: Primary data discovered 36 challenges along with some associated sub-challenges. The challenges were categorised under eight main themes, legal framework; lack of adequate tools, techniques and guidelines; human resource constraints; funding constraints; weaknesses in the internal systems and processes; weaknesses in the external systems; community engagement; and other challenges. The paper analysed these challenges in detail and proposes a set of recommendations to overcome the challenges to create disaster resilient built environments within cities. Research limitations/ implications: The paper provides a descriptive analysis of how the Sri Lankan local government sector could overcome the underpinning challenges of contributing to disaster resilience in the built environment and no comparative studies were conducted with other tsunami affected regions. Furthermore, the paper analyses partial findings of a broader research, which was aimed at developing a framework to empower local governments in creating a disaster resilient built environment. Originality/ Value: The paper provides an extensive analysis of challenges faced by local governments in contributing to resilience of its built environment and proposes how these challenges could be overcome while making a worthwhile contribution to both theory and practise. Accordingly, the paper recommends major changes in policy and practice with respect to bringing local governments into DRR

    Personalising screening of sight-threatening diabetic retinopathy - qualitative evidence to inform effective implementation

    Background Internationally, systematic screening for sight-threatening diabetic retinopathy (STDR) usually includes annual recall. Researchers and policy-makers support extending screening intervals, citing evidence from observational studies with low incidence rates. However, there is little research around the acceptability to people with diabetes (PWD) and health care professionals (HCP) about changing eye screening intervals. Methods We conducted a qualitative study to explore issues surrounding acceptability and the barriers and enablers for changing from annual screening, using in-depth, semi-structured interviews analysed using the constant comparative method. PWD were recruited from general practices and HCPs from eye screening networks and related specialties in North West England using purposive sampling. Interviews were conducted prior to the commencement of and during a randomised controlled trial (RCT) comparing fixed annual with variable (6, 12 or 24 month) interval risk-based screening. Results Thirty PWD and 21 HCP participants were interviewed prior to and 30 PWD during the parallel RCT. The data suggests that a move to variable screening intervals was generally acceptable in principle, though highlighted significant concerns and challenges to successful implementation. The current annual interval was recognised as unsustainable against a backdrop of increasing diabetes prevalence. There were important caveats attached to acceptability and a need for clear safeguards around: the safety and reliability of calculating screening intervals, capturing all PWDs, referral into screening of PWDs with diabetic changes regardless of planned interval. For PWDs the 6-month interval was perceived positively as medical reassurance, and the 12-month seen as usual treatment. Concerns were expressed by many HCPs and PWDs that a 2-year interval was too lengthy and was risky for detecting STDR. There were also concerns about a negative effect upon PWD care and increasing non-attendance rates. Amongst PWDs, there was considerable conflation and misunderstanding about different eye-related appointments within the health care system. Conclusions Implementing variable-interval screening into clinical practice is generally acceptable to PWD and HCP with important caveats, and misconceptions must be addressed. Clear safeguards against increasing non-attendance, loss of diabetes control and alternative referral pathways are required. For risk calculation systems to be safe, reliable monitoring and clear communication is required

    Impact of culture towards disaster risk reduction

    Number of natural disasters has risen sharply worldwide making the risk of disasters a global concern. These disasters have created significant losses and damages to humans, economy and society. Despite the losses and damages created by disasters, some individuals and communities do not attached much significance to natural disasters. Risk perception towards a disaster not only depends on the danger it could create but also the behaviour of the communities and individuals that is governed by their culture. Within this context, this study examines the relationship between culture and disaster risk reduction (DRR). A comprehensive literature review is used for the study to evaluate culture, its components and to analyse a series of case studies related to disaster risk. It was evident from the study that in some situations, culture has become a factor for the survival of the communities from disasters where as in some situations culture has acted as a barrier for effective DRR activities. The study suggests community based DRR activities as a mechanism to integrate with culture to effectively manage disaster risk

    Measuring the progress of a recovery process after an earthquake: The case of L'Aquila, Italy

    After the earthquake in 2009, L’Aquila (Italy) began a recovery process characterized by a delay in the reconstruction of the city center. Between 2010 and 2014 a recovery index was formulated based on spatial indicators, such as building condition and building use, to measure the progress of the recovery process in L’Aquila. Eight years after the earthquake, the work presented in this paper was used to update the recovery index, not only by measuring the progress of the recovery in L’Aquila but also by validating the usefulness of the proposed recovery index. To achieve this objective, the current research considered the same set of spatial indicators that were used to determine the progress of the recovery in L’Aquila by 2010, 2012, and 2014 in the revaluation of the expert criteria. It was found that in 2016 the number of reconstructed buildings and buildings under ongoing construction had significantly increased and the number of buildings with residential and commercial use had increased along the main roads. While progress was observed in the overall building condition, there was no significant progress in the building use. This poses several questions about how the recovery process can contribute to the return of the inhabitants to the city center of L’Aquila. The paper concludes that the proposed recovery index is useful for identifying the spatial pattern of the recovery process in an urban area affected by an earthquake. At the same time, this recovery index allows the recovery progress to be quantified based on indicators

    Disaster management in low- and middle-income countries: scoping review of the evidence base

    Introduction: Globally, there has been an increase in the prevalence and scale of disasters with low- and middle-income countries (LMICs) tending to be more affected. Consequently, disaster risk reduction has been advocated as a global priority. However, the evidence base for disaster management in these settings is unclear. Methods: This study is a scoping review of the evidence base for disaster management in LMIC. Potentially relevant articles between 1990 and 2011 were searched for, assessed for relevance and subsequently categorised using a thematic coding framework based on the US Integrated Emergency Management System model. Results: Out of 1545 articles identified, only 178 were from LMIC settings. Most were of less robust design such as event reports and commentaries, and 66% pertained to natural disasters. There was a paucity of articles on disaster mitigation or recovery, and more were written on disaster response and preparedness issues. Discussion: Considerably more articles were published from high-income country settings that may reflect a publication bias. Current grey literature on disaster management tends not to be peer reviewed, is not well organised and not easy to access. The paucity of peer-reviewed publications compromises evidence review initiatives that seek to provide an evidence-base for disaster management in LMIC. As such, there is an urgent need for greater research and publication of findings on disaster management issues from these settings

    Mapping temporally-variable exposure to flooding in small Mediterranean basins using land-use indicators

    This article deals with mapping exposure (or external vulnerability) to flood risk in two typical Mediterranean ephemeral streams: the Barranco de Carraixet and the Rambla de Poyo. The floodplains of both streams are within the metropolitan area of the city of Valencia (Spain"s third largest city). Following the Mediterranean model, they are very fertile areas (with intense periurban and highly productive agriculture) which have recently absorbed the great urban expansion of the metropolis. Hydrologically these basins remain dry for most of the year, but become particularly dangerous during flash-flood events. They generate a risk pattern highly dependent on exposure since, in general, the hazard factor is very difficult to map, given the unpredictable nature of flash-floods. This work constitutes a proof of concept based on simple estimators obtained from land uses. External vulnerability or exposure is evaluated as a function of economic land value and human exposure to hazard. Land value is directly taken from the cadastre whilst human exposure is indirectly estimated from the location of population in relation to timeeactivity profiles. The temporal dimension is introduced and three exposure scenarios have been mapped, related to different time periods: working days, nights, weekends and holidays. The results show different patterns of exposure for each plain. In Carraixet floodplain exposure is greater at night and on weekends and holidays than during working hours, on account of the dominant agricultural and residential land uses. In the Poyo plain there are no major contrasts in absolute terms between day and night time, although spatial patterns of exposure vary from day to night: during the day, exposure is higher in industrial and commercial areas (around communication routes) whilst at night residential areas show more exposure

    Patient recruitment to a diabetic retinopathy screening trial through optimised patient information materials : an embedded study within a trial (SWAT)

    Background: Printed participant information about trials is often technical, long and difficult to navigate. Optimisation and user testing can improve information materials, and may improve participant understanding and rates of recruitment. Methods: A study within a trial (SWAT) was undertaken within the ISDR trial. Potential participants in the ISDR trial were randomised to receive either the standard trial information or revised information that had been optimised through information design and user testing. Results: A total of 3,169 patients were randomised in the SWAT. Recruitment rates to the ISDR trial were 25.3% in the optimised information group and 26.1% in the standard information group (odds ratio 0.951; 95% CI 0.752 to 1.201; p=0.672). Clinic attendance rates were 71.6% in the optimised information group and 69.3% in the standard information group (OR 1.145; 95% CI 0.885 to 1.480; p=0.304). Conclusions: Optimisation of participant information through information design and user testing did not affect rate of recruitment to the host ISDR trial
