    Value creation in capital waterway projects: Application of a transaction cost and transaction benefit framework for the Miami River and the New Orleans Inner Harbour Navigation Canal

    Waterways have many more ties with society than as a medium for the transportation of goods alone. Waterway systems offer society many kinds of socio-economic value. Waterway authorities responsible for management and (re)development need to optimize the public benefits for the investments made. However, due to the many trade-offs in the system these agencies have multiple options for achieving this goal. Because they can invest resources in a great many different ways, they need a way to calculate the efficiency of the decisions they make. Transaction cost theory, and the analysis that goes with it, has emerged as an important means of justifying efficiency decisions in the economic arena. To improve our understanding of the value-creating and coordination problems for waterway authorities, such a framework is applied to this sector. This paper describes the findings for two cases, which reflect two common multi trade-off situations for waterway (re)development. Our first case study focuses on the Miami River, an urban revitalized waterway. The second case describes the Inner Harbour Navigation Canal in New Orleans, a canal and lock in an industrialized zone, in need of an upgrade to keep pace with market developments. The transaction cost framework appears to be useful in exposing a wide variety of value-creating opportunities and the resistances that come with it. These insights can offer infrastructure managers guidance on how to seize these opportunities

    Integrating Integrated Water Management

Management has tended to be fragmented across anthropocentrically defined disciplines, potentially generating unintended negative consequences. The ecosystem approach and the ecosystem services framework emphasise interlinked, albeit often overlooked, benefits that the natural environment provides for people. This enables recognition and avoidance of potential ‘negative externalities’, identification of solutions optimising benefits across multiple services, and participation of wider constituencies of stakeholders. Systemic, outcome-based approaches are inherently economically efficient, yielding greater cumulative benefits for lower transaction costs by working with natural processes. The ecosystem approach establishes geographical and socio-economic contexts for management ecosystem service outcomes, providing a broader context in which to nest established water resource management methods. The ecosystem approach can also be applied at different scales and to diverse societal activities, internalising into them the value of natural processes. It is amenable to integration into catchment-scale considerations, yet does not present these activities as subsidiary to river basin planning. The addition of ecosystem services for options appraisal in preexisting decision-support tools adapts them to better address multi-benefit goals. Shifts are required in the policy and economic environment, but engineers have an important role in promoting, applying and innovating multibenefit solutions

    The political ontology of collaborative water governance

    This article examines the various definitions of, and analytical approaches to, collaborative water governance (CWG). While the concept’s usage has increased over the past decade, there lacks any deep engagement with the concept of the political at the heart of CWG. This article argues that contemporary approaches to CWG risk emptying the concept of its utility and coherence. Correcting this deficiency requires a focus on the social and ideational constructions of water. This will strengthen future collaborative water arrangements and enable deeper appreciation of the ways the political makes and remakes what is possible in water governance

    Integrating climate adaptation, water governance and conflict management policies in lake riparian zones: insights from African drylands

    As river basin authorities and national governments develop policies to achieve sustainable development outcomes, conflicting signals between existing policies are undermining cross-thematic integrative modes of policy planning. This raises fundamental questions over how coherent portfolios of policy interventions across vital themes can best be advanced and managed. Taking the Lake Chad Basin (LCB) as an empirical example, we analyse transboundary policies and intervention documents relating to climate adaptation, water governance and conflict management to ascertain the interdependencies at the adaptation-water-peace nexus. Using a Qualitative Document Analysis (QDA) approach and a set of subjective integration scoring criteria, we assess whether and how integration is planned, setting out ways forward for mutually beneficial integration actions.Despite recent progress in addressing lake drying and recognising cross-thematic challenges, most LCB intervention plans continue to adopt standalone basin-scale agendas and seldom consider action plan preparedness based on local-level assessments. Analysis of a few (existing) cross-thematic, well-integrated initiatives indicates that the timings of societal challenges and funding arrangements appear to play a key role in shaping policy strategies, the manner in which climate adaptation, water or security are treated and the level of integration attained. Based on the notion that integration is inherently desirable, we suggest a new ‘policy integration thinking’ that embraces a development landscape logic and balances short-term and long-term development priorities

    Improving the role of River Basin Organisations in sustainable river basin governance by linking social institutional capacity and basin biophysical capacity

    The river basin organisation (RBO) model has been advocated as organisational best practice for sustainable river basin management, despite scant evidence of its effectiveness to manage complex river systems. This review provides a framework which combines functional social-institutional capacities with basin biophysical indicators in a diagnostic tool to determine RBO governance performance. Each of these two capacities are represented by four groups of indicators respectively covering social learning capacity and biophysical capacity. The distance and alignment between capacity and measure of performance scores can be used to prioritise program planning and resource allocation for improving river basin governance, and to undertake periodic evaluations as part of a trajectory analysis. The diagnostic functional framework provides tangible indicators of performance around key concepts in river basin governance. It offers a first attempt to strengthen the position and effectiveness of an RBO in dealing with complex adaptive systems

    Demand, supply, and restraint: Determinants of domestic water conflict and cooperation

    This article focuses on one of the most likely empirical manifestations of the "environment-conflict" claim by examining how demand for and supply of water may lead to domestic water conflict. It also studies what factors may reduce the risk of conflict and, hence, induce cooperation. To this end, the article advances several theory-based arguments about the determinants of water conflict and cooperation, and then analyzes time-series cross-section data for 35 Mediterranean, Middle Eastern, and Sahel countries between 1997 and 2009. The empirical results show that demand-side drivers, such as population pressure, agricultural productivity, and economic development are likely to have a stronger impact on water conflict risk than supply-side factors, represented by climate variability. The analysis also reveals that violent water conflicts are extremely rare, and that factors conducive to restraint, such as stable political conditions, may stimulate cooperation. Overall, these results suggest that the joint analysis of demand, supply, and restraint improves our ability to account for domestic water-related conflict and cooperation

    Can 'functionlaity' save the community management model of rural water supply?

    As attention increasingly turns to the sustainability of rural water supplies - and not simply overall levels of coverage or access - water point functionality has become a core concern for development practitioners and national governments, especially in Sub-Saharan Africa. Within the long-enduring Community-Based Management (CBM) model this has resulted in increased scrutiny of the “functionality” of the local water point committee (WPC) or similar community management organisation. This paper reviews the literature written from both practice-focused and critical-academic perspectives and identifies three areas that pose challenges to our understanding of water point functionality as it relates to CBM. These concern the relative neglect of (i) the local institutional and socio-economic landscape, (ii) broader governance processes and power dynamics, and (iii) the socio-technical interface. By examining these three areas, the paper engages with the specific issue of WPC functionality, whilst also considering broader issues relating to the framing of problems in development and the methodological and disciplinary ways that these are addressed. Furthermore, by focusing on community management of rural water points, the paper lays the ground for a more substantial critique of the continuing persistence of the CBM model as a central development strategy
