Philanthrocapitalism and Hegemony in (Financing for) Development. The Philanthropic Discourse as a Neoliberal (Development Agenda) Artefact

Based on a critical analysis of the financing for development (FfD) model established by the Addis Ababa Action Agenda, this article shows how that FfD model is structurally neoliberal, contributing to the literature that views the 2030 Agenda for Sustainable Development as a new phase of the Neoliberal Development Agenda (NDA), which has been consolidated as hegemonic within the international development (ID) field in recent decades. In this way, considering philanthrocapitalism as an ideological framework that proposes its own diagnoses and prognoses, we analyse various discourses of five philanthrocapitalist institutions (PIs) and two major international organisations in the arena of ID —the OECD (Paris Declaration on Aids and Effectiveness, and Accra Agenda for Action) and the UN (2030 Agenda for Sustainable Development)— to point how PIs legitimate themselves. This article shows how philanthrocapitalism has been constituted not only as a key element within the current model of FfD but also as a genuine neoliberal artefact; that is, a device designed to perfectly encapsulate the NDA apparatus and scrupulously fostered by the discourse of international agencies to contribute to the metaobjective of consolidating the neoliberal model as hegemonic in the ID arena

    Get PDF

Asymmetrical structure of ionization and kinematics in the Seyfert galaxy NGC 5033

We present integral field spectroscopy of NGC 5033, a low luminosity Seyfert galaxy. The observations were made with INTEGRAL, a fiber based system operating at the WHT. The intensity map of the Hβ\beta emission line represents a spiral or ring-like pattern of HII regions. On the contrary, the [OIII] intensity map morphology is markedly anisotropic. The strong morphological differences imply that the [OIII] emitters represent highly ionized gas illuminated by the central source. The [OIII] map morphology is compatible with a biconical structure of ionization induced by strong extinction in the galaxy disc that also obscures half of the spheroidal stellar bulge. We identify the spectrum corresponding to the Seyfert 1 nucleus from the presence of Hβ\beta broad emission lines. This spectrum is located in a region where strong extinction is expected but exhibits the bluest spectral energy distribution. The Seyfert 1 nucleus seems to be offcenter with respect to the stellar rotation center. This result has been also found in other Seyfert galaxies and interpreted in terms of a past merger. The offcentering could indicate the presence of nonsymmetric departures in the gravitational potential which could be fueling the active nucleus. The kinematics of the [OIII] emitters show important deviations at a kpc scale with respect to the stellar velocity field and show features related to the asymmetrical morphology of the high ionization region.Comment: 9 pages, accepted for publication in Astronomy and Astrophysics. In the previous version the tool provided algorithms for regular expressions, finite automata and context free grammars. The new version can simulate as well push-down automata and Turing machine

Posterior sternoclavicular dislocation is a rare disease. It occurs mainly in young men associated with high-energy trauma. It can be life-threatening due to compression of mediastinal structures, so its reduction is urgently needed. The radiographic diagnosis can be difficult because of overlapping structures, CT is very helpful to determine the type and degree of displacement and the anatomic relationship with the mediastinal structures. We present the case of a male patient, aged 23, with an acute traumatic posterior sternoclavicular dislocation after accident, in which closed reduction was achieved by manipulation under general anesthesia, followed by analgesic immobilization for 3 weeks resulting in sternoclavicular healing without instability, so no more procedures were needed. A literature review is presented regarding to this case

Non-circular motion evidences in the circumnuclear region of M100 (NGC 4321)

We analyse new integral field spectroscopy of the inner region (central 2.5 kpc) of the spiral galaxy NGC 4321 to study the peculiar kinematics of this region. Fourier analysis of the velocity residuals obtained by subtracting an axisymmetric rotation model from the Hα\rm H\alpha velocity field, indicates that the distortions are {\em global} features generated by an m=2m=2 perturbation of the gravitational potential which can be explained by the nuclear bar. This bar has been previously observed in the near-infrared but not in the optical continuum dominated by star formation. We detect the optical counterpart of this bar in the 2D distribution of the old stellar population (inferred from the equivalent width map of the stellar absorption lines). We apply the Tremaine--Weinberg method to the stellar velocity field to calculate the pattern speed of the inner bar, obtaining a value of Ωb\Omega_b=160±70kms1kpc1\pm70\rm km s^{-1} kpc^{-1} . This value is considerably la rger than the one obtained when a simple bar model is considered. However the uncertainties in the pattern speed determination prevent us to give support to alternative scenarios.Comment: 11 pages, 11 figures, accepted for publication in MNRA

Photosynthetic active radiation, solar irradiance and the CIE standard sky classification

Plant growth is directly related to levels of photosynthetic photon flux density, Qp. The improvement of plant-growth models therefore requires accurate estimations of the Qp parameter that is often indirectly calculated on the basis of its relationship with solar irradiation, RS, due to the scarcity of ground measurements of photosynthetic photon flux density. In this experimental campaign in Burgos, Spain, between April 2019 and January 2020, an average value of the Qp/Rs ratio is determined on the basis of measurements at ten-minute intervals. The most influential factor in the Qp/Rs ratio, over and above any daily or seasonal pattern, is the existence of overcast sky conditions. The CIE standard sky classification can be used to establish an unequivocal characterization of the cloudiness conditions of homogeneous skies. In this study, the relation between the CIE standard sky type and Qp/Rs is investigated. Its conclusions were that the Qp/Rs values, the average of which was 1.93 0.15 mol J1, presented statistically significant di erences for each CIE standard sky type. The overcast sky types presented the highest values of the ratio, while the clear sky categories presented the lowest and most dispersed values. During the experimental campaign, only two exceptions were noted for covered and partial covered sky-type categories, respectively, sky types 5 and 9. Their values were closer to those of categories classified as clear sky according to the CIE standard. Both categories presented high uniformity in terms of illumination.Spanish Ministry of Science and Innovation, grant number RTI2018-098900-B-I00 and Consejería de Educación, Junta de Castilla y León, grant number BU021G1
