    Peran Pemerintah Dalam Memberikan Kepastian Hukum Bagi Masyarakat Suku Bajo Di Desa Torosiaje Laut

    The purpose of law that is close to reality is legal certainty, legal certainty is something that must be provided by every Indonesian citizen so that legal relations between people, including legal entities, with earth, water and space and authorities derived from legal relations, this paper aims to determine the role of local governments in providing legal certainty to the Bajo tribal community in Torosiaje Laut village related to the right to a house or  the building they occupy.  The research method used is normative legal research where the problems studied are studied and analyzed based on statutory provisions, books, articles and various journals. The result obtained is that the house or building they occupy does not have legal certainty, this is because the BPN Pohuwato office has not issued a certificate because there are no regulations or local regulations for the Bajo tribe community related to land ownership and there is also no permit from the marine service related to mortgage rules for houses or buildings in Torosiaje Laut Village. To overcome the problem in providing legal certainty to the Bajo tribe community related to houses or buildings on the sea to the Bajo tribal community by him, the local government in this case the Pohuwato Regency DPRD should have issued a Regional Regulation related to the use of sea areas for residential areas, and also the marine service provides permits and regulates the area of KPR settlers so that BPN Pohuwato can issue a certificate of right to use for the Bajo Tribe community in the village  Torosiaje Sea.Tujuan hukum yang mendekati realitas adalah kepastian hukum, kepastian  hukum merupakan sesuatu yang harus di berikan oleh setiap warga Negara Indonesia agar Hubungan hukum antara orang, termasuk badan hukum, dengan bumi, air dan ruang angkasa serta wewenang-wewenang yang bersumber pada hubungan hukum , Tulisan ini bertujuan untuk mengetahui peran pemerintah daerah dalam memberikan kepastian hukum kepada masyarakat suku bajo yang ada di desa torosiaje laut terkait mengenai hak atas rumah atau bangunan yang mereka tempati.  Metode penelitian yang digunakan adalah penelitian hukum Empiris Dalam metode penelitian hukum Empiris peneliti melakukan penelitian lapangan dengan memfokuskan perhatian pada isu hokum sebagai masalah tentang adanya kesenjangan antara keharusan yakni perintah dan laranan (das sollen) yang termuat dalam berbagai peraturan. Hasil yang diperoleh adalah rumah atau bangunan yang mereka tempati belum memiliki kepastian hukum, hal ini dikarenakan kantor BPN Pohuwato belum menerbitkan sertifikat dengan alasan belum ada aturan atau Perda untuk masyarakat suku bajo terkait dengan kepemilikan tanah dan juga belum ada izin dari dinas kelautan terkait aturan KPR untuk rumah atau bangunan di Desa Torosiaje laut. Untuk mengatasi permasalahan dalam memberikan kepastian hukum terhadap masyarakat suku bajo terkait atas rumah atau bangunan di atas laut kepada masyarakat suku bajo olehnya itu, Pemerintah daerah dalam hal ini DPRD Kabupaten Pohuwato sudah seharusnya melahirkan Perda terkait pemanfaatan wilayah laut untuk pemukiman penduduk, dan juga dinas kelautan memberikan izin dan mengatur luas KPR pemukimanya sehingga BPN Pohuwato bisa mengeluarkan setifikat hak pakai untuk masyarakat Suku Bajo Di Desa Torosiaje Laut

    The use of insecticide-treated nets for reducing malaria morbidity among children aged 6-59 months, in an area of high malaria transmission in central Cote d'Ivoire

    Background Long-lasting insecticidal nets (LLINs) are an important tool for controlling malaria. Much attention has been devoted to determine both the effect of LLINs on the reduction of Plasmodium infection rate and clinically-confirmed malaria cases in sub-Saharan Africa. We carried out epidemiological analyses to investigate whether LLINs impact on Plasmodium prevalence rate and the proportion of clinically-confirmed malaria cases, in five villages in the district of Toumodi, central Cote d'Ivoire. Methods From April 2007 to November 2008, a community-based malaria control programme was implemented in the study villages, which involved large-scale distribution of LLINs, and training and sensitization activities within the community. We determined the effect of this programme on Plasmodium prevalence rate, clinically-confirmed malaria cases and parasitaemia rates in children aged 6-59 months through a series of cross-sectional surveys starting in April 2007 and repeated once every 6 months. Results We observed a significant decrease in the mean P. falciparum prevalence rate from April 2007 to April 2008 (p = 0.029). An opposite trend was observed from November 2007 to November 2008 when P. falciparum prevalence rate increased significantly (p = 0.003). Highly significant decreases in the proportions of clinical malaria cases were observed between April 2007 and April 2008 (p < 0.001), and between November 2007 and November 2008 (p = 0.001). Conclusions Large-scale distribution of LLINs, accompanied by training and sensitization activities, significantly reduced Plasmodium prevalence rates among young children in the first year of the project, whereas overall clinical malaria rates dropped over the entire 18-month project period. A decrease in community motivation to sleep under bed nets, perhaps along with changing patterns of malaria transmission, might explain the observed increase in the Plasmodium prevalence rate between November 2007 and November 2008

    Rapid pre-explosion increase in dome extrusion rate at La Soufrière, St. Vincent quantified from synthetic aperture radar backscatter

    The extrusion rate of a lava dome is a critical parameter for monitoring silicic eruptions and forecasting their development. Satellite radar backscatter can provide unique information about dome growth during a volcanic eruption when other datasets (e.g., optical, thermal, ground-based measurements, etc.) may be limited. Here, we present an approach for estimating volcanic topography from individual backscatter images. Using data from multiple SAR sensors we apply the method to the dome growth during the 2021 eruption at La Soufrière, St. Vincent. We measure an average extrusion rate of 1.8 m³s¯¹ between December 2020 and March 2021 before an acceleration in extrusion rate to 17.5 m³s¯¹ in the 2 days prior to the explosive eruption on 9 April 2021. We estimate a final dome volume of 19.4 million m³, extrapolated from the SAR sensors, with approximately 15% of the total extruded volume emplaced in the last 2 days. A possible explanation for the acceleration in extrusion rate could be the combined emptying of a conduit and reservoir of older material before the ascent of gas-rich magma in April 2021

    Impact of sex-specific target dose in chronic heart failure patients with reduced ejection fraction

    Aims A recent study suggested that women with heart failure and heart failure reduced ejection fraction might hypothetically need lower doses of angiotensin-converting enzyme inhibitors or angiotensin II receptor blockers ( = renin-angiotensin-system inhibitors) and beta-blockers than men to achieve the best outcome. We assessed the current medical treatment of heart failure reduced ejection fraction in men and women in a large contemporary cohort and address the hypothetical impact of changing treatment levels in women. Methods This analysis is part of a large contemporary quality of heart failure care project which includes 5320 (64%) men and 3003 (36%) women with heart failure reduced ejection fraction. Detailed information on heart failure therapy prescription and dosage were collected. Results Women less often received renin-angiotensin-system inhibitors (79% vs 83%, p 100% of the new hypothetical target dose would be 24% for beta-blockers and 52% for renin-angiotensin-system inhibitors, which can be considered as relatively overdosed. Conclusion In this large contemporary heart failure registry, there were significant but relatively small differences in drug dose between men and women with heart failure reduced ejection fraction. Implementation of the hypothetical sex-specific target dosing schedule would lead to considerably more women adequately treated. In contrast, we identified a group of women who might have been relatively overdosed with increased risk of side-effects and intolerance

    Pep1, a Secreted Effector Protein of Ustilago maydis, Is Required for Successful Invasion of Plant Cells

    The basidiomycete Ustilago maydis causes smut disease in maize. Colonization of the host plant is initiated by direct penetration of cuticle and cell wall of maize epidermis cells. The invading hyphae are surrounded by the plant plasma membrane and proliferate within the plant tissue. We identified a novel secreted protein, termed Pep1, that is essential for penetration. Disruption mutants of pep1 are not affected in saprophytic growth and develop normal infection structures. However, Δpep1 mutants arrest during penetration of the epidermal cell and elicit a strong plant defense response. Using Affymetrix maize arrays, we identified 116 plant genes which are differentially regulated in Δpep1 compared to wild type infections. Most of these genes are related to plant defense. By in vivo immunolocalization, live-cell imaging and plasmolysis approaches, we detected Pep1 in the apoplastic space as well as its accumulation at sites of cell-to-cell passages. Site-directed mutagenesis identified two of the four cysteine residues in Pep1 as essential for function, suggesting that the formation of disulfide bridges is crucial for proper protein folding. The barley covered smut fungus Ustilago hordei contains an ortholog of pep1 which is needed for penetration of barley and which is able to complement the U. maydis Δpep1 mutant. Based on these results, we conclude that Pep1 has a conserved function essential for establishing compatibility that is not restricted to the U. maydis / maize interaction

    Exceptional eruptive CO2 emissions from intra-plate alkaline magmatism in the Canary volcanic archipelago

    Alkaline mafic magmas forming intra-plate oceanic islands are believed to be strongly enriched in CO2 due to low-degree partial melting of enriched mantle sources. However, until now, such CO2 enhancement has not been verified by measuring CO2 degassing during a subaerial eruption. Here, we provide evidence of highly CO2-rich gas emissions during the 86-day 2021 Tajogaite eruption of Cumbre Vieja volcano on La Palma Island, in the Canary archipelago. Our results reveal sustained high plume CO2/SO2 ratios, which, when combined with SO2 fluxes, melt inclusion volatile contents and magma production rates at explosive and effusive vents, imply a magmatic CO2 content of 4.5 ± 1.5 wt%. The amount of CO2 released during the 2021 eruptive activity was 28 ± 14 Mt CO2. Extrapolating to the volume of alkaline mafic magmas forming La Palma alone (estimated as 4000 km3 erupted over 11 Ma), we infer a maximum CO2 emission into the ocean and atmosphere of 1016 moles of CO2, equivalent to 20% of the eruptive CO2 emissions from a large igneous province eruption, suggesting that the formation of the Canary volcanic archipelago produced a CO2 emission of similar magnitude as a large igneous province

    Viewpoints of pedestrians with and without cognitive impairment on shared zones and zebra crossings

    Background: Shared zones are characterised by an absence of traditional markers that segregate the road and footpath. Negotiation of a shared zone relies on an individual’s ability to perceive, assess and respond to environmental cues. This ability may be impacted by impairments in cognitive processing, which may lead to individuals experiencing increased anxiety when negotiating a shared zone. Method: Q method was used in order to identify and explore the viewpoints of pedestrians, with and without cognitive impairments as they pertain to shared zones. Results: Two viewpoints were revealed. Viewpoint one was defined by “confident users” while viewpoint two was defined by users who “know what [they] are doing but drivers might not”. Discussion: Overall, participants in the study would not avoid shared zones. Pedestrians with intellectual disability were, however, not well represented by either viewpoint, suggesting that shared zones may pose a potential barrier to participation for this group

    Temporal variability in gas emissions at Bagana volcano revealed by aerial, ground, and satellite observations

    Bagana is a remote, highly active volcano, located on Bougainville Island in southeastern Papua New Guinea. The volcano has exhibited sustained and prodigious sulfur dioxide gas emissions in recent decades, accompanied by frequent episodes of lava extrusion. The remote location of Bagana and its persistent activity have made it a valuable case study for satellite observations of active volcanism. This remoteness has also left many features of Bagana relatively unexplored. Here, we present the first measurements of volcanic gas composition, achieved by unoccupied aerial system (UAS) flights through the volcano's summit plume, and a payload comprising a miniaturized MultiGAS. We combine our measurements of the molar CO2/SO2 ratio in the plume with coincident remote sensing measurements (ground- and satellite-based) of SO2 emission rate to compute the first estimate of CO2 flux at Bagana. We report low SO2 and CO2 fluxes at Bagana from our fieldwork in September 2019, ∼320 ± 76 td−1 and ∼320 ± 84 td−1, respectively, which we attribute to the volcano's low level of activity at the time of our visit. We use satellite observations to demonstrate that Bagana's activity and emissions behavior are highly variable and advance the argument that such variability is likely an inherent feature of many volcanoes worldwide and yet is inadequately captured by our extant volcanic gas inventories, which are often biased to sporadic measurements. We argue that there is great value in the use of UAS combined with MultiGAS-type instruments for remote monitoring of gas emissions from other inaccessible volcanoes

    Proteomic Analysis of the Secretory Response of Aspergillus niger to D-Maltose and D-Xylose

    Fungi utilize polysaccharide substrates through extracellular digestion catalyzed by secreted enzymes. Thus far, protein secretion by the filamentous fungus Aspergillus niger has mainly been studied at the level of individual proteins and by genome and transcriptome analyses. To extend these studies, a complementary proteomics approach was applied with the aim to investigate the changes in secretome and microsomal protein composition resulting from a shift to a high level secretion condition. During growth of A. niger on d-sorbitol, small amounts of d-maltose or d-xylose were used as inducers of the extracellular amylolytic and xylanolytic enzymes. Upon induction, protein compositions in the extracellular broth as well as in enriched secretory organelle (microsomal) fractions were analyzed using a shotgun proteomics approach. In total 102 secreted proteins and 1,126 microsomal proteins were identified in this study. Induction by d-maltose or d-xylose resulted in the increase in specific extracellular enzymes, such as glucoamylase A on d-maltose and β-xylosidase D on d-xylose, as well as of microsomal proteins. This reflects the differential expression of selected genes coding for dedicated extracellular enzymes. As expected, the addition of extra d-sorbitol had no effect on the expression of carbohydrate-active enzymes, compared to addition of d-xylose or d-maltose. Furthermore, d-maltose induction caused an increase in microsomal proteins related to translation (e.g., Rpl15) and vesicular transport (e.g., the endosomal-cargo receptor Erv14). Millimolar amounts of the inducers d-maltose and d-xylose are sufficient to cause a direct response in specific protein expression levels. Also, after induction by d-maltose or d-xylose, the induced enzymes were found in microsomes and extracellular. In agreement with our previous findings for d-xylose induction, d-maltose induction leads to recruitment of proteins involved in proteasome-mediated degradation
