    Enhancing engagement with community sector organisations working in sustainable waste management: a case study

    Voluntary and community sector organisations are increasingly being viewed as key agents of change in the shifts towards the concepts of resource efficiency and circular economy, at the community level. Using a meta-analysis and questionnaire surveys across three towns in the East Midlands of England, namely Northampton, Milton Keynes and Luton, this study aimed to understand public engagement with these organisations. The findings suggest that these organisations play a significant and wide-spread role, not only with regard to sustainable environmental management, but also a social role in community development and regeneration. The surveys indicated that there were generally high levels of awareness of the organisations and strong engagement with them. Clothes were the items most donated. Key reasons for engagement included the financial value offered and the perception that it helped the environment. However, potential limitations in future public engagement were also determined and recommendations for addressing these suggested

    CORE Organic Defra-UK Country Report

    This report was provided by Defra to support the work of the partners to the Core Organic ERANET. Its focus is the Defra Organic Farming and Food R&D programme. Other public bodies in England and Wales can support R&D relevant to the organic sector. In addition, the developed administrations in Scotland and Northern Ireland support some relevant R&D within wider R&D programmes. Therefore this report should not be regarded as a complete account of all UK R&D relevant to the organic sector. Until the mid 1980s, organic farming R&D in the UK was led by the private sector, notably the Soil Association (founded in 1946), the Henry Doubleday Research Association (HDRA, founded in 1954) and the Elm Farm Research Centre (EFRC, founded in 1981). In 1985/86 the Ministry of Agriculture Fisheries and Food (MAFF, now DEFRA- The Department for Food, Environment and Rural Affairs) commissioned a report on the development of the organic sector. This resulted in the establishment of UKROFS (UK Register of Organic Food Standards) an executive non-departmental public body. ACOS (The Advisory Committee on Organic Standards) superseded UKROFS and advises Ministers on matters related to organic standards. A subcommittee of ACOS provides advice to Defra on organic R&D issues and priorities. Since 1991, MAFF and now Defra has funded an organic farming research and development programme to support the development and delivery of Government policies on organic farming. Over the last decade, expenditure on organic farming R&D in this dedicated Defra programme has increased and currently stands at around 3 million Euros per annum. In 2002, the Action Plan to Develop Organic Food and Farming in England was published by Defra in response to the report of the Policy Commission on sustainable farming and food led by Sir Don Curry, which recommended the development of a strategy for organic food production addressing all parts of the food chain. The Plan was reviewed by the Organic Action Plan Group and a review document Action Plan to Develop Organic Food and Farming in England - Two Years On was published in August 2004. The strategic objective of the Defra R&D programme is to inform the development of its policies and to further the development of the sector in line with the public goods that the sector protects and enhances. Specific scientific objectives drive research on the methods, costs and benefits of conversion; identifying sound methods of production and processing, identifying and overcoming the main barriers to commercial organic production; environmental impact of organic farming; other issues relevant to the organic sector. The aim of the programme is to deliver knowledge to improve organic farming methods and the performance of the organic sector. It also provides scientific evidence for policy makers and aids delivery of the organic action plan. Research undertaken includes assessment of agronomic and economic performance, investigations into technical barriers to production and appraisal of the impact of organic farming on the environment. The research supports policy development and decision-making, and helps inform those considering conversion to organic methods and those already using such methods

    Urban and river flooding: Comparison of flood risk management approaches in the UK and China and an assessment of future knowledge needs

    Increased urbanisation, economic growth, and long-term climate variability have made both the UK and China more susceptible to urban and river flooding, putting people and property at increased risk. This paper presents a review of the current flooding challenges that are affecting the UK and China and the actions that each country is undertaking to tackle these problems. Particular emphases in this paper are laid on (1) learning from previous flooding events in the UK and China, and (2) which management methodologies are commonly used to reduce flood risk. The paper concludes with a strategic research plan suggested by the authors, together with proposed ways to overcome identified knowledge gaps in flood management. Recommendations briefly comprise the engagement of all stakeholders to ensure a proactive approach to land use planning, early warning systems, and water-sensitive urban design or redesign through more effective policy, multi-level flood models, and data driven models of water quantity and quality

    The availability of land for perennial energy crops in Great Britain

    This paper defines the potentially available land for perennial energy crops across Great Britain as the first component of a broader appraisal undertaken by the ‘Spatial Modelling of Bioenergy in Great Britain to 2050’ project. Combining data on seven primary constraints in a GIS reduced the available area to just over 9 M ha (40% of GB). Adding other restrictions based on land cover naturalness scores to represent landscape considerations resulted in a final area of 8.5 M ha (37% of GB). This distribution was compared with the locations of Miscanthus and SRC willow established under the English Energy Crop Scheme during 2001–2011 and it was found that 83% of the planting fell within the defined available land. Such a correspondence provides confidence that the factors considered in the analysis were broadly consistent with previous planting decisions

    Fit for purpose and fit for the future? An evaluation of the UK’s new flood reinsurance pool

    Flood Re is widely hailed as an innovative approach to disaster risk insurance. This paper offers a mixed-methods evaluation of the new pool, asking whether it is “fit for purpose” and “fit for the future”. The investigation considers the roles of the public and private sectors, risk modelling and risk communication, technical underwriting, distributional aspects and the behavioural implications of Flood Re, particularly with regards to risk reduction and prevention. The paper concludes that the new pool is a transitional reinsurance arrangement that supports the private insurance market and secures affordability of flood insurance in the UK through premium subsidies. However, this approach is likely to come under pressure in the face of rising flood risk as it fails to incentivize flood risk management and risk reduction efforts

    Tidal energy machines: A comparative life cycle assessment

    Marine energy in the UK is currently undergoing a period of exponential growth in terms of development and implementation. The current installed tidal energy capacity of around 4MW is expected to rise to provide up to 20% of the UK’s electricity demand by 2050 [5]. With this in mind, there is a huge range of energy devices, all seemingly promoted by their developers as the best method of extracting power from the ocean. Embodied energy is an important aspect of any power producing device or process, and is used to describe the amount of energy required to begin and maintain the process of energy generation. Until a device or process has generated this amount of energy it cannot be said to be a net contributor of energy. This work used Life Cycle Assessment to study four tidal energy devices, representing a cross section of the existing designs, and compares their embodied energy and carbon dioxide emissions. In order to ensure a fair comparison, a hypothetical installation site is used, with conditions typical of those found at potential array installation sites in the UK. The designs studied include a multi-blade turbine, two three blade horizontal axis turbine machines, and an Archimedes’ screw device. These machines were chosen to represent a cross section of device, foundation, installation and operation designs. They have all been developed to prototype stage, meaning that actual manufacturing data is available. Embodied energy is considered over the entire lifetime of each device, beginning with extraction of raw materials. Energy use from fabrication, transport, installation, lifetime maintenance, end-of-life decommissioning and recycling are all calculated, and compared to the energy generation from each device at the test site. Finally, the embodied energy; CO2 intensity; and energy payback periods are compared to those of conventional power generating systems as well as other renewable energy sources. A range of data sources are used. Embodied energy of steel has been provided by the World Steel Association. Of the four devices studied, all were found to achieve CO2 and energy payback within the first 12 years of their lifetime, and exhibited CO2 intensity of between 18 and 35 gCO2/kWh. This compares favourably to many current energy sources, and is likely to fall as technology improves, array size increases and industry experience progresses

    Identifying and tracking key climate adaptation actors in the UK

    To understand how climate adaptation planning and decision-making will progress, a better understanding is needed as to which organisations are expected to take on key responsibilities. Methodological challenges have impeded efforts to identify and track adaptation actors beyond the coarse scale of nation states. Yet, for effective adaptation to succeed, who do national governments need to engage, support and encourage? Using the UK as a case study, we conducted a systematic review of official government documents on climate adaptation, between 2006 and 2015, to understand which organisations are identified as key to future adaptation efforts and tracked the extent to which these organisations changed over time. Our unique longitudinal dataset found a very large number of organisations (n = 568). These organisations varied in size (small-medium enterprises to large multinationals), type (public, private and not-for-profit), sector (e.g. water, energy, transport and health), scale (local, national and international), and roles and responsibilities (policymaking, decision-making, knowledge production, retail). Importantly, our findings reveal a mismatch between official government policies that repeatedly call on private organisations to drive adaptation, on the one hand, and a clear dominance of the public sector on the other hand. Yet, the capacity of organisations to fulfil the roles and responsibilities assigned to them, particularly in the public sector, is diminishing. Unless addressed, climate adaptation actions could be assigned to those either unable, or unwilling, to implement them

    Exploring Entrepreneurial Skills and Competencies in Farm Tourism

    Diversification to farm tourism is increasingly seen as a viable development strategy to promote a more diverse and sustainable rural economy and to counter declining farm incomes. However, our understanding of the dynamics of the modern farm tourism business and the entrepreneurial and competitive skills farmers require in making the transition from agriculture to a diversified - and service based - enterprise remains limited. Hence, the aim of this paper is to explore the range of skills and competencies that farmers in the North West of England identify as important when adopting a diversification strategy to farm tourism. With the findings indicating that that whilst a range of managerial skills are valued by farmers, they lack many of the additional business and entrepreneurial competencies required for success. Moreover, this paper acknowledges the need to generate consensus on the requisite skill-set that farm tourism operators require, along with a need for a currently fragmented rural tourism literature to acknowledge the significance of rural entrepreneurship and the characteristics of successful farmers and farm tourism ventures

    Combining two national‐scale datasets to map soil properties, the case of available magnesium in England and Wales

    Given the costs of soil survey it is necessary to make the best use of available datasets, but data that differ with respect to some aspect of the sampling or analytical protocol cannot be combined simply. In this paper we consider a case where two datasets were available on the concentration of plant‐available magnesium in the topsoil. The datasets were the Representative Soil Sampling Scheme (RSSS) and the National Soil Inventory (NSI) of England and Wales. The variable was measured over the same depth interval and with the same laboratory method, but the sample supports were different and so the datasets differ in their variance. We used a multivariate geostatistical model, the linear model of coregionalization (LMCR), to model the joint spatial distribution of the two datasets. The model allowed us to elucidate the effects of the sample support on the two datasets, and to show that there was a strong correlation between the underlying variables. The LMCR allowed us to make spatial predictions of the variable on the RSSS support by cokriging the RSSS data with the NSI data. We used cross‐validation to test the validity of the LMCR and showed how incorporating the NSI data restricted the range of prediction error variances relative to univariate ordinary kriging predictions from the RSSS data alone. The standardized squared prediction errors were computed and the coverage of prediction intervals (i.e. the proportion of sites at which the prediction interval included the observed value of the variable). Both these statistics suggested that the prediction error variances were consistent for the cokriging predictions but not for the ordinary kriging predictions from the simple combination of the RSSS and NSI data, which might be proposed on the basis of their very similar mean values. The LMCR is therefore proposed as a general tool for the combined analysis of different datasets on soil properties
