    A QUALITATIVE CASE STUDY EXPLORING HOW TITLE I SCHOOLS BUILD THE CAPACITY OF STAFF AND FAMILIES IN SUPPORT OF ACADEMIC ACHIEVEMENT

    This qualitative case study explored family-school partnerships in five Title I elementary schools in one central Florida school district. Literature confirms that engaging parents and families in their children\u27s education provides positive results for a child\u27s well-being socially, emotionally, and academically. Furthermore, partnerships between families, schools, and communities, in which all stakeholders share in the responsibility of a child\u27s academic success, are beneficial to everyone, especially children and schools. The existing problem is that most educators do not know how to do this and many educators receive little, if any, support to build their capacity or aid their efforts in meeting the requirements of the law. The purpose of this study was to discover how the schools meet ESSA\u27s Section 1118 compliance requirements to build staff and families\u27 capacity to partner in support of school improvement and academic achievement. More specifically, this study examined the opportunities schools provided to engage their students\u27 families and how they built families\u27 capacity to support and extend learning outside the classroom for their child. Additionally, this study examined how schools developed their staff\u27s ability to work more effectively in partnership with parents to support student academics. The findings provided specific examples of capacity-building activities that the five case schools extended to their staff and families to partner in support of student achievement

    Radiological assessment for Space Station Freedom

    Circumstances have made it necessary to reassess the risks to Space Station Freedom crewmembers that arise from exposure to the space radiation environment. An option is being considered to place it in an orbit similar to that of the Russian Mir space station. This means it would be in a 51.6 deg inclination orbit instead of the previously planned 28.5 deg inclination orbit. A broad range of altitudes is still being considered, although the baseline is a 407 km orbit. In addition, recent data from the Japanese A-bomb survivors has made it necessary for NASA to have the exposure limits reviewed. Preliminary findings of the National Council on Radiation Protection and Measurements indicate that the limits must be significantly reduced. Finally, the Space Station will be a laboratory where effects of long-term zero gravity on human physiology will be studied in detail. It is possible that a few crewmembers will be assigned to as many as three 1-year missions. Thus, their accumulated exposure will exceed 1,000 days. Results of this radiation risk assessment for Space Station Freedom crewmembers finds that females less than 35 years old will be confined to mission assignments where the altitude is less than about 400 km. Slight restrictions may also need to be made for male crewmembers less than 35 years old

    Analyses of risks associated with radiation exposure from past major solar particle events

    Radiation exposures and cancer induction/mortality risks were investigated for several major solar particle events (SPE's). The SPE's included are: February 1956, November 1960, August 1972, October 1989, and the September, August, and October 1989 events combined. The three 1989 events were treated as one since all three could affect a single lunar or Mars mission. A baryon transport code was used to propagate particles through aluminum and tissue shield materials. A free space environment was utilized for all calculations. Results show the 30-day blood forming organs (BFO) limit of 25 rem was surpassed by all five events using 10 g/sq cm of shielding. The BFO limit is based on a depth dose of 5 cm of tissue, while a more detailed shield distribution of the BFO's was utilized. A comparison between the 5 cm depth dose and the dose found using the BFO shield distribution shows that the 5 cm depth value slightly higher than the BFO dose. The annual limit of 50 rem was exceeded by the August 1972, October 1989, and the three combined 1989 events with 5 g/sq cm of shielding. Cancer mortality risks ranged from 1.5 to 17 percent at 1 g/sq cm and 0.5 to 1.1 percent behind 10 g/sq cm of shielding for five events. These ranges correspond to those for a 45 year old male. It is shown that secondary particles comprise about 1/3 of the total risk at 10 g/sq cm of shielding. Utilizing a computerized Space Shuttle shielding model to represent a typical spacecraft configuration in free space at the August 1972 SPE, average crew doses exceeded the BFO dose limit

    A fluency error categorization scheme to guide automated machine translation evaluation

    Existing automated MT evaluation methods often require expert human translations. These are produced for every language pair evaluated and, due to this expense, subsequent evaluations tend to rely on the same texts, which do not necessarily reflect real MT use. In contrast, we are designing an automated MT evaluation system, intended for use by post-editors, purchasers and developers, that requires nothing but the raw MT output. Furthermore, our research is based on texts that reflect corporate use of MT. This paper describes our first step in system design: a hierarchical classification scheme of fluency errors in English MT output, to enable us to identify error types and frequencies, and guide the selection of errors for automated detection. We present results from the statistical analysis of 20,000 words of MT output, manually annotated using our classification scheme, and describe correlations between error frequencies and human scores for fluency and adequacy

    Immune responses in lactating Holstein cows supplemented with Cu, Mn, and Zn as sulfates or methionine hydroxy analogue chelates

    The aim of this study was to compare effects of inorganic sulfate versus chelated forms of supplemental Cu, Mn, and Zn on milk production, plasma and milk mineral concentrations, neutrophil activity, and antibody titer response to a model vaccination. Holstein cows (n = 25) were assigned in 2 cohorts based on calving date to a 12-wk randomized complete block design study. The first cohort consisted of 17 cows that had greater days in milk (DIM; mean of 77 DIM at the start of the trial) than the second cohort of 8 cows (32 DIM at the start of the trial). Diets were formulated to supplement 100% of National Research Council requirements of Cu, Mn, and Zn by either inorganic trace minerals (ITM) in sulfate forms or chelated trace minerals (CTM) supplied as metal methionine hydroxy analog chelates, without accounting for trace mineral contribution from other dietary ingredients. Intake and milk production were recorded daily. Milk composition was measured weekly, and milk Cu, Mn, and Zn were determined at wk 0 and 8. Plasma Cu and Zn concentrations and neutrophil activity were measured at wk 0, 4, 8, and 12. Neutrophil activity was measured by in vitro assays of chemotaxis, phagocytosis, and reactive oxygen species production. A rabies vaccination was administered at wk 8, and vaccine titer response at wk 12 was measured by both rapid fluorescent focus inhibition test and ELISA. Analyzed dietary Cu was 21 and 23 mg/kg, Mn was 42 and 46 mg/kg, and Zn was 73 and 94 mg/ kg for the ITM and CTM diets, respectively. No effect of treatment was observed on milk production, milk composition, or plasma minerals. Dry matter intake was reduced for CTM compared with ITM cows, but this was largely explained by differences in body weight between treatments. Milk Cu concentration was greater for CTM than ITM cows, but this effect was limited to the earlier DIM cohort of cows and was most pronounced for multiparous compared with primiparous cows. Measures of neutrophil function were unaffected by treatment except for an enhancement in neutrophil phagocytosis with the CTM treatment found for the later DIM cohort of cows only. Rabies antibody titer in CTM cows was 2.8 fold that of ITM cows as measured by ELISA, with a trend for the rapid fluorescent focus inhibition test. Supplementation of Cu, Mn, and Zn as chelated sources may enhance immune response of early lactation dairy cows compared with cows supplemented with inorganic sources

    Estimating the Effects of Astronaut Career Ionizing Radiation Dose Limits on Manned Interplanetary Flight Programs

    Space radiation effects mitigation has been identified as one of the highest priority technology development areas for human space flight in the NASA Strategic Space Technology Investment Plan (Dec. 2012). In this paper we review the special features of space radiation that lead to severe constraints on long-term (more than 180 days) human flight operations outside Earth's magnetosphere. We then quantify the impacts of human space radiation dose limits on spacecraft engineering design and development, flight program architecture, as well as flight program schedule and cost. A new Deep Space Habitat (DSH) concept, the hybrid inflatable habitat, is presented and shown to enable a flexible, affordable approach to long term manned interplanetary flight today
