    Refugee Reintegration in Rural Areas: Land Distribution in Ban Pha Thao, Lao PDR

    The successful reintegration of refugee groups in rural areas often depends on people’s access to and control over productive land resources. The acquisition of land and the preservation of secure use rights depend on people’s ability to invest household labour and capital resources to intensify agricultural production. For the Hmong of Ban Pha Thao in Laos, people with social and political capital, as well as financial assets, were able to acquire and invest in better quality land following the introduction of an irrigation scheme. The unequal distribution of land has resulted in a rapid re-articulation of the village social structure, in which some people in the community have been able to re-integrate more successfully than others. Policy makers and planners must ask themselves if such outcomes are desirable in terms of how they envision "successful reintegration.

    Distribution of veterinary services in Laos and Cambodia

D.)--Massachusetts Institute of Technology, Dept. of Urban Studies and Planning, 2005.Includes bibliographical references (leaves 131-135).In this study, I analyze several dimensions of the institutional environment that govern contractual exchange between veterinary service providers and farmers in Laos and Cambodia. I hypothesize that the negotiation, implementation, and enforcement of informal service contracts entail economic and social transaction costs that can distort provider incentives, thereby affecting the quantity, quality, and financial sustainability of services over time. I have employed qualitative field research methods to interview service providers, government officials, and farmers about their role in and perceptions of veterinary service delivery. I focus my analytical attention on the community-based service providers as they are the key institutional link between the supply of and demand for veterinary services at the local level. In Laos, I analyze the relationship between the mode of agricultural production within a particular agro- ecological setting and the incentives that motivate Village Veterinary Workers (VVWs) to provide services. I identify five different service-provider types, including citizen vaccinators, barefoot entrepreneurs, special agents, warrior vaccinators, and dormant providers. In Cambodia, I analyze how exchange relationships between government technicians and farmers, and among government officials of different administrative levels, were structured according to an ethics and logic of patron-client relationships that characterize social interaction in much of Cambodian society. I show how a complex system of shadow revenues and gift exchanges enabled farm-level bureaucrats to distribute animal vaccines and maintain organizational cohesion during ongoing social and political unrest in the early-mid 1990s.(Cont.) I then analyze how informal service contracts between Village Livestock Agents (VLAs) and their clients are governed by local norms of reciprocity and mutual exchange in rural northwest Cambodia. I identify two types of VLA entrepreneurs, charismatic/benevolent and career/professional service providers, who continue to provide services on their own. I also analyze how VLA professional associations can support the sustainable delivery of services by private sector providers. I conclude that reform measures, including those featuring some elements of privatization and/or decentralization, can be successful only to the degree to which they establish or strengthen supporting institutions that take into account local realities governing contractual exchange between service providers and clients.     Extending the reach of the Fire Effects Planning Framework by taking a critical approach to science delivery and application

    The Fire Effects Planning Framework (FEPF), developed under JFSP project (99-1-3-16) “Wildland fuels management: evaluating and planning risks and benefits,” was formally completed in June 2004. FEPF is a logical framework that uses available data (e.g., local, LANDFIRE data) and existing software (e.g., GIS, Farsite, FlamMap, expert knowledge) to produce maps of probable fire effects during the pre-season or in advance of a fire front. The initial project included significant technology transfer activities. As that project concluded, however, we continued to receive requests for assistance from field managers (District, Forest and Regional Forest Service offices), international organizations (Interior West Fire Council), and national fire planning organizations (Fire Program Analysis). These requests sought more information about the tool, assistance with using it for hazardous fuels planning, and guidance for incorporating FEPF into regional training courses. To enable us to continue our outreach efforts, we initiated JFSP 05-4-1-20 “Extending the reach of the the Fire Effects Planning Framework by taking a critical approach to science delivery and application”. This funding allowed us to meet requests for assistance and participation while allowing us to identify and concentrate on the most valuable transfer mechanisms. Our goal was to observe how field managers think about and use the tool, learn who they think the primary audience is, and then revise our materials and activities accordingly. FEPF is the only analysis tool we know of that helps managers (land and fire) articulate probable ecologic effects of fire and integrate these into fire decision-making and assessment. The technology and data used by FEPF is widely available. The scientific basis for crosswalk determinations are grounded in best available science, transparent, and easily updated as new information becomes available. As the federal fire agencies move toward more comprehensive implementation of Appropriate Management Response, FEPF remains the only process that can quickly and consistently indicate areas and conditions where fire may be neutral, beneficial or harmful to natural resources of interest. Thus, it provides the only existing process to link emergency fire operations (from full suppression to wildland fire use) with land management plans, a requirement of federal oversight entities (e.g., OIG)

    SMA-MAP: A Plasma Protein Panel for Spinal Muscular Atrophy

    Objectives: Spinal Muscular Atrophy (SMA) presents challenges in (i) monitoring disease activity and predicting progression, (ii) designing trials that allow rapid assessment of candidate therapies, and (iii) understanding molecular causes and consequences of the disease. Validated biomarkers of SMA motor and non-motor function would offer utility in addressing these challenges. Our objectives were (i) to discover additional markers from the Biomarkers for SMA (BforSMA) study using an immunoassay platform, and (ii) to validate the putative biomarkers in an independent cohort of SMA patients collected from a multi-site natural history study (NHS). Methods: BforSMA study plasma samples (N = 129) were analyzed by immunoassay to identify new analytes correlating to SMA motor function. These immunoassays included the strongest candidate biomarkers identified previously by chromatography. We selected 35 biomarkers to validate in an independent cohort SMA type 1, 2, and 3 samples (N = 158) from an SMA NHS. The putative biomarkers were tested for association to multiple motor scales and to pulmonary function, neurophysiology, strength, and quality of life measures. We implemented a Tobit model to predict SMA motor function scores. Results: 12 of the 35 putative SMA biomarkers were significantly associated (p\u3c0.05) with motor function, with a 13th analyte being nearly significant. Several other analytes associated with non-motor SMA outcome measures. From these 35 biomarkers, 27 analytes were selected for inclusion in a commercial panel (SMA-MAP) for association with motor and other functional measures. Conclusions: Discovery and validation using independent cohorts yielded a set of SMA biomarkers significantly associated with motor function and other measures of SMA disease activity. A commercial SMA-MAP biomarker panel was generated for further testing in other SMA collections and interventional trials. Future work includes evaluating the panel in other neuromuscular diseases, for pharmacodynamic responsiveness to experimental SMA therapies, and for predicting functional changes over time in SMA patients. © 2013 Kobayashi et al

    A dense mini-Neptune orbiting the bright young star HD 18599

The few planets that have been discovered in young clusters generally orbit stars too faint for any detailed follow-up analysis. Here we present the characterization of a new mini-Neptune planet orbiting the bright (V=9) and nearby K2 dwarf star, HD 18599. The planet candidate was originally detected in TESS light curves from Sectors 2, 3, 29, and 30, with an orbital period of 4.138~days. We then used HARPS and FEROS radial velocities, to find the companion mass to be 25.5±\pm4.6~M_\oplus. When we combine this with the measured radius from TESS, of 2.70±\pm0.05~R_\oplus, we find a high planetary density of 7.1±\pm1.4~g cm3^{-3}. The planet exists on the edge of the Neptune Desert and is the first young planet (300 Myr) of its type to inhabit this region. Structure models argue for a bulk composition to consist of 23% H2_2O and 77% Rock and Iron. Future follow-up with large ground- and space-based telescopes can enable us to begin to understand in detail the characteristics of young Neptunes in the galaxy.Peer reviewe

    Perceptual Load-Dependent Neural Correlates of Distractor Interference Inhibition

    The load theory of selective attention hypothesizes that distractor interference is suppressed after perceptual processing (i.e., in the later stage of central processing) at low perceptual load of the central task, but in the early stage of perceptual processing at high perceptual load. Consistently, studies on the neural correlates of attention have found a smaller distractor-related activation in the sensory cortex at high relative to low perceptual load. However, it is not clear whether the distractor-related activation in brain regions linked to later stages of central processing (e.g., in the frontostriatal circuits) is also smaller at high rather than low perceptual load, as might be predicted based on the load theory.We studied 24 healthy participants using functional magnetic resonance imaging (fMRI) during a visual target identification task with two perceptual loads (low vs. high). Participants showed distractor-related increases in activation in the midbrain, striatum, occipital and medial and lateral prefrontal cortices at low load, but distractor-related decreases in activation in the midbrain ventral tegmental area and substantia nigra (VTA/SN), striatum, thalamus, and extensive sensory cortices at high load.Multiple levels of central processing involving midbrain and frontostriatal circuits participate in suppressing distractor interference at either low or high perceptual load. For suppressing distractor interference, the processing of sensory inputs in both early and late stages of central processing are enhanced at low load but inhibited at high load

    The role of hydrogen and fuel cells in the global energy system

    Hydrogen technologies have experienced cycles of excessive expectations followed by disillusion. Nonetheless, a growing body of evidence suggests these technologies form an attractive option for the deep decarb onisation of global energy systems, and that recent improvements in their cost and performance point towards economic viability as well. This paper is a comprehensive review of the potential role that hydrogen could play in the provision of electricity, h eat, industry, transport and energy storage in a low - carbon energy system, and an assessment of the status of hydrogen in being able to fulfil that potential. The picture that emerges is one of qualified promise: hydrogen is well established in certain nic hes such as forklift trucks, while mainstream applications are now forthcoming. Hydrogen vehicles are available commercially in several countries, and 225,000 fuel cell home heating systems have been sold. This represents a step change from the situation of only five years ago. This review shows that challenges around cost and performance remain, and considerable improvements are still required for hydrogen to become truly competitive. But such competitiveness in the medium - term future no longer seems an unrealistic prospect, which fully justifies the growing interest and policy support for these technologies around the world
