    Transformative adaptation through nature-based solutions: a comparative case study analysis in China, Italy, and Germany

    This paper explores how claims for transformative adaptation toward more equitable and sustainable societies can be assessed. We build on a theoretical framework describing transformative adaptation as it manifests across four core elements of the public-sector adaptation lifecycle: vision, planning, institutional frameworks, and interventions. For each element, we identify characteristics that can help track adaptation as transformative. Our purpose is to identify how governance systems can constrain or support transformative choices and thus enable targeted interventions. We demonstrate and test the usefulness of the framework with reference to three government-led adaptation projects of nature-based solutions (NBS): river restoration (Germany), forest conservation (China), and landslide risk reduction (Italy). Building on a desktop study and open-ended interviews, our analysis adds evidence to the view that transformation is not an abrupt system change, but a dynamic complex process that evolves over time. While each of the NBS cases fails to fulfill all the transformation characteristics, there are important transformative elements in their visions, planning, and interventions. There is a deficit, however, in the transformation of institutional frameworks. The cases show institutional commonalities in multi-scale and cross-sectoral (polycentric) collaboration as well as innovative processes for inclusive stakeholder engagement; yet, these arrangements are ad hoc, short-term, dependent on local champions, and lacking the permanency needed for upscaling. For the public sector, this result highlights the potential for establishing cross-competing priorities among agencies, cross-sectoral formal mechanisms, new dedicated institutions, and programmatic and regulatory mainstreaming

    Multi-risk governance for natural hazards in Naples and Guadeloupe

    Technical and institutional capacities are strongly related and must be jointly developed to guarantee effective natural risk governance. Indeed, the available technical solutions and decision support tools influence the development of institutional frameworks and disaster policies. This paper analyses technical and institutional capacities, by providing a comparative evaluation of governance systems in Italy and France. The focus is on two case studies: Naples and Guadeloupe. Both areas are exposed to multiple hazards, including earthquakes, volcanic eruptions, landslides, floods, tsunamis, fires, cyclones, and marine inundations Cascade and conjoint effects such as seismic swarms triggered by volcanic activity have also been taken into account. The research design is based on a documentary analysis of laws and policy documents informed by semi-structured interviews and focus groups with stakeholders at the local level. This leads to the identification of three sets of governance characteristics that cover the key issues of: (1) stakeholders and governance level; (2) decision support tools and mitigation measures; and (3) stakeholder cooperation and communication. The results provide an overview of the similarities and differences as well as the strengths and weaknesses of the governance systems across risks. Both case studies have developed adequate decision support tools for most of the hazards of concern. Warning systems, and the assessment of hazards and exposure are the main strengths. While technical/scientific capacities are very well developed, the main weaknesses involve the interagency communication and cooperation, and the use and dissemination of scientific knowledge when developing policies and practices.     An interdisciplinary research agenda to explore the unintended consequences of structural flood protection

    One common approach to cope with floods is the implementation of structural flood protection measures, such as levees or flood-control reservoirs, which substantially reduce the probability of flooding at the time of implementation. Numerous scholars have problematized this approach. They have shown that increasing the levels of flood protection can attract more settlements and high-value assets in the areas protected by the new measures. Other studies have explored how structural measures can generate a sense of complacency, which can act to reduce preparedness. These paradoxical risk changes have been described as levee effect, safe development paradox or safety dilemma. In this commentary, we briefly review this phenomenon by critically analysing the intended benefits and unintended effects of structural flood protection, and then we propose an interdisciplinary research agenda to uncover these paradoxical dynamics of ris

    Adapting to changes in volcanic behaviour: Formal and informal interactions for enhanced risk management at Tungurahua Volcano, Ecuador

    This paper provides an example of how communities can adapt to extreme forms of environmental change and uncertainty over the longer term. We analyse the interactions between scientists, communities and risk managers and examine the interpretation and communication of uncertain scientific information during a long-lived volcanic eruption in Tungurahua, Ecuador. This is complemented with a detailed study of the eruptions of 2006 and 2014, which exemplifies the complexity of interactions during periods of heightened volcanic activity. Our study describes how a ‘shadow network’ has developed outside of, but in interaction with, the formal risk management institutions in Ecuador, improving decision-making in response to heightened volcanic activity. The findings suggest that the interactions have facilitated important adaptations in the scientific advisory response during eruptions (near-real-time interpretation of the volcanic hazards), in hazard communication, and in the evacuation processes. Improved communication between stakeholders and the establishment of thresholds for evacuations have created an effective voluntary evacuation system unique to Tungurahua, allowing people to continue to maintain their livelihoods during heightened volcanic activity and associated periods of uncertainty. Understanding how shadow networks act to minimise the negative consequences of volcanic activity provides valuable insights for increasing societal resilience to other types of hazards

    Twenty-three unsolved problems in hydrology (UPH) – a community perspective

    This paper is the outcome of a community initiative to identify major unsolved scientific problems in hydrology motivated by a need for stronger harmonisation of research efforts. The procedure involved a public consultation through on-line media, followed by two workshops through which a large number of potential science questions were collated, prioritised, and synthesised. In spite of the diversity of the participants (230 scientists in total), the process revealed much about community priorities and the state of our science: a preference for continuity in research questions rather than radical departures or redirections from past and current work. Questions remain focussed on process-based understanding of hydrological variability and causality at all space and time scales. Increased attention to environmental change drives a new emphasis on understanding how change propagates across interfaces within the hydrological system and across disciplinary boundaries. In particular, the expansion of the human footprint raises a new set of questions related to human interactions with nature and water cycle feedbacks in the context of complex water management problems. We hope that this reflection and synthesis of the 23 unsolved problems in hydrology will help guide research efforts for some years to come

    Brief Communication: The dark side of risk and crisis communication: legal conflicts and responsibility allocation

    Inadequate, misinterpreted, or missing risk and crisis communication may be a reason for practitioners, and sometimes science advisors, to become the subjects of criminal investigations. This work discusses the legal consequences of inadequate risk communication in these situations. After presenting some cases, the discussion focuses on three critical issues: the development of effective communication protocols; the role, tasks, and responsibilities of science advisors; and the collateral effects of practitioners' defensive behaviours. For example, if the avoidance of personal liability becomes a primary objective for practitioners, it may clash with other objectives, such as the protection of vulnerable communities or the transparency of decision making.     Comparing Approaches for the Integration of Stakeholder Perspectives in Environmental Decision Making

    Including stakeholder perspectives in environmental decision making is in many countries a legal requirement and is widely seen as beneficial as it can help increase decision legitimacy, likelihood of implementation, and quality of the outcome. Whereas the theoretical literature on stakeholder engagement is large, less attention has been devoted to comparing and discussing different methodological approaches. Here, we compare three approaches—multi-criteria analysis, plural rationality theory, and scenario construction—that include stakeholders’ perspectives in environmental decision making. We find differences between the approaches concerning the assumptions about stakeholder rationality and whether experts and/or stakeholders are in charge of framing the problem. Further differences concern the type of data input from stakeholders and how it is used by the experts, as well as the role of stakeholders and whether they are involved early—already for identifying options—or later in the process, for evaluating or ranking alternatives analyzed by the experts. The choice of approach thus predetermines the type and depth of stakeholder engagement. No approach is “better” than another, but they are suited for different problems and research aims: the choice of the approach, however, has a large impact on the results

    Stakeholder empowerment through participatory planning practices: The case of electricity transmission lines in France and Norway

    The importance of grid extension in Europe has risen in the last decade as a result of an aging grid and the energy transition toward a decarbonized electricity sector. While grid extension is claimed as necessary, stakeholder opposition has slowed down this process. To alleviate this tension, increased stakeholder participation is considered as a solution to increase acceptance. The question of stakeholder empowerment is central to participation and it is assumed that higher levels of empowerment improve planning processes. In this paper, we describe, evaluate and compare the planning processes for very high-voltage transmission lines in France and Norway by means of a document analysis. We operationalize the degree of empowerment in three levels: information, consultation and cooperation. The results reveal low stakeholder empowerment that barely rises above the level of consultation. The evaluation of recent projects entailing innovations to enhance stakeholder participation reveals a trend of increasing empowerment levels, especially in the early phases of the planning procedure, i.e. the discussion about the needs for new lines and about the needs of the affected stakeholders. The results suggest that current planning regulations can benefit from high levels of stakeholder empowerment, especially in the early phases of the planning process.ISSN:2214-629

    The co-production of risk from a natural hazards perspective:science and policy interaction for landslide risk management in Italy

    Despite continuing technological advancement in hazard and vulnerability assessment, risk modelling and hazard mitigation techniques, losses to disasters associated with natural hazards continue and in some cases are increasing across Europe and worldwide. This paper focuses on the need to bridge the gap between technical solutions and the sociopolitical contexts in which these are produced, to better understand and create more effective risk management regimes. We do so with application of the science–policy co-production frame to landslide risk management in Italy. The methodology deployed included a desk study informed by semi-structured interviews carried out with selected key stakeholders at national, regional and municipal level. We propose a normative and analytical framework for transferring co-production into natural hazard research by presenting a matrix identifying four contexts within which co-production may unfold. The matrix is based on two axes, which distinguish between innovation and its absence in science and policy domains. We examine several examples of co-production, such as the water–soil integrated approach to risk management or the implementation of hazard/risk assessment. The results highlight that the insulation of science from the institutional context within which knowledge is produced and used is a very problematic issue. This often hinders the implementation of desirable policies and undermines the effectiveness of interventions. Moreover, innovation in science and policy does not automatically result in successful solutions for landslide risk management. Finally, results confirm the utility of co-production but also highlight methodological challenges associated with the introduction of this new conceptual paradigm into the well-structured communities of scientists and policy-makers
