    Planning to fail? A critique of current project definitions as a basis for benefit realisation

    This paper explores the notion that current project definitions provide a singular view: that of project managers and this perspective leads to limited boundaries which are prejudicial to good project delivery. Thus, it takes a radically different view of project failure from that which is generally accepted. We will contend that viewing projects through this limiting lens often results in failure being attributed to reasons that are only symptomatic, and that root causes are not uncovered. The paper establishes that project failure is endemic and has existed for over 25 years. Attempts to apply control and prescriptive methodologies have made the position worse. We go on to describe an appreciative research project that uses a definition of projects emphasising the realisation of benefits, rather than production of outputs. We then give an overview of the success this has achieved so far. We conclude by making some proposals for further research

Perhaps its most influential advocate, Nobel Laureate Muhammad Yunus, has claimed that there is a human right to microfinance, given its potential for poverty alleviation. This book directs critical philosophical attention at this very widely used and praised poverty-reducing measure.     Why Modern Open Source Projects Fail

    Open source is experiencing a renaissance period, due to the appearance of modern platforms and workflows for developing and maintaining public code. As a result, developers are creating open source software at speeds never seen before. Consequently, these projects are also facing unprecedented mortality rates. To better understand the reasons for the failure of modern open source projects, this paper describes the results of a survey with the maintainers of 104 popular GitHub systems that have been deprecated. We provide a set of nine reasons for the failure of these open source projects. We also show that some maintenance practices -- specifically the adoption of contributing guidelines and continuous integration -- have an important association with a project failure or success.     IT governance in SMEs: trust or control?

    It is believed by many scholars that a small and medium-sized enterprise (SME) cannot be seen through the lens of a large firm. Theories which explain IT governance in large organizations and methodologies used by practitioners can therefore not be extrapolated to SMEs, which have a completely different economic, cultural and managerial environment. SMEs suffer from resource poverty, have less IS experience and need more external support. SMEs largely contribute to the failure of many IS projects. We define an out-sourced information system failure (OISF) as a failure of IT governance in an SME environment and propose a structure for stating propositions derived from both agency theory and theory of trust. The theoretical question addressed in this paper is: how and why do OISFs occur in SMEs? We have chosen a qualitative and positivistic IS case study research strategy based on multiple cases. Eight cases of IS projects were selected. We found that trust is more important than control issues like output-based contracts and structured controls for eliminating opportunistic behaviour in SMEs. We conclude that the world of SMEs is significantly different from that of large companies. This necessitates extra care to be taken on the part of researchers and practitioners when designing artefacts for SMEs

    Improving outcomes in outsourced product development: a joint consultant-client perspective

    Although firms increasingly outsource front end product development activities to production suppliers or design consultants, this practice has received little scholarly attention. The few existing academic studies report high failure rates but generally present only the client firms’ view of the causes. Our first results from in-depth interviews of both clients and consultants give a richer picture of enablers of success and causes of failure. We confirm some previous findings(internal divisions within the client, “poor communication” between parties),identify new ones (inadequate client capabilities, failure to transfer design intent), and combine them into a comprehensive model of outsourced product development that includes negotiating project scope, continuously managing expectations, and carefully re-integrating the design output into the client’s operations. Finally, we classify several types of client dependency (need for new ideas, extra capacity, or specific technical expertise) and highlight the particular hazards associated with each

    Tensions and paradoxes in electronic patient record research: a systematic literature review using the meta-narrative method

    Background: The extensive and rapidly expanding research literature on electronic patient records (EPRs) presents challenges to systematic reviewers. This literature is heterogeneous and at times conflicting, not least because it covers multiple research traditions with different underlying philosophical assumptions and methodological approaches. Aim: To map, interpret and critique the range of concepts, theories, methods and empirical findings on EPRs, with a particular emphasis on the implementation and use of EPR systems. Method: Using the meta-narrative method of systematic review, and applying search strategies that took us beyond the Medline-indexed literature, we identified over 500 full-text sources. We used ‘conflicting’ findings to address higher-order questions about how the EPR and its implementation were differently conceptualised and studied by different communities of researchers. Main findings: Our final synthesis included 24 previous systematic reviews and 94 additional primary studies, most of the latter from outside the biomedical literature. A number of tensions were evident, particularly in relation to: [1] the EPR (‘container’ or ‘itinerary’); [2] the EPR user (‘information-processer’ or ‘member of socio-technical network’); [3] organizational context (‘the setting within which the EPR is implemented’ or ‘the EPR-in-use’); [4] clinical work (‘decision-making’ or ‘situated practice’); [5] the process of change (‘the logic of determinism’ or ‘the logic of opposition’); [6] implementation success (‘objectively defined’ or ‘socially negotiated’); and [7] complexity and scale (‘the bigger the better’ or ‘small is beautiful’). Findings suggest that integration of EPRs will always require human work to re-contextualize knowledge for different uses; that whilst secondary work (audit, research, billing) may be made more efficient by the EPR, primary clinical work may be made less efficient; that paper, far from being technologically obsolete, currently offers greater ecological flexibility than most forms of electronic record; and that smaller systems may sometimes be more efficient and effective than larger ones. Conclusions: The tensions and paradoxes revealed in this study extend and challenge previous reviews and suggest that the evidence base for some EPR programs is more limited than is often assumed. We offer this paper as a preliminary contribution to a much-needed debate on this evidence and its implications, and suggest avenues for new research
