    A meta-analysis of existing research on citizen adoption of e-government

    YesThe purpose of this paper is to perform a weight-analysis and to undertake a meta-analysis of findings reported in published research on the adoption and diffusion of e-government. Usable data relating to e-government adoption research were collected from 103 empirical studies. Of those 103 articles, only 63 used a range of different constructs with appropriate correlation values required for performing a weight- and meta-analysis. Diagrammatic representation has been presented using significant as well as non-significant relationships from all 103 publications. A broader analysis of research on adoption and diffusion of e-government also reflects that although a large number of theories and theoretical constructs were borrowed from the reference disciplines, their utilization by e-government researchers appears to be largely random in approach. This paper also acknowledges the theoretical contribution, the limitations of this study, and suggests further research directions for the continued work

The authors of this article review prior literature on such efforts to find if they lead to increased democratic participation ("e-Democracy") for the affected citizens, with a focus on the key concepts of transparency, openness, and engagement.     Factors affecting e-government adoption in the state of Qatar

    Electronic government (e-government) initiatives are in their early stages in many developing countries and faced with various issues pertaining to their implementation, adoption and diffusion. Although e-government has increased transparency and improved communication and access to information for citizens, digital diffusion of information is often achieved at high cost to government agencies. Conversely, citizens’ adoption of e-government services has been less than satisfactory in most countries. While studies by researchers continue to outline the most salient adoption constructs, as well as various frameworks and models for understanding adoption, research by independent consultancy/research organisations has produced a host of statistics and league tables of good and bad practices of service delivery. Like many other developing countries, the e-government initiative in the state of Qatar has faced a number of challenges since its inception in 2000. This study utilises the Unified Theory of Acceptance and Use of Technology (UTAUT) to explore the adoption of e-government services in the state of Qatar. 1179 citizens were surveyed to collect primary data. A regression analysis was conducted to examine the influence of the factors adapted from the UTAUT on e-government adoption. Reliability test reported values of the various constructs vary between (0.74) and (0.91). The findings reveal that effort expectancy and social influences determine citizens’ behavioural intention towards e-government. Additionally, facilitating conditions and behavioural intention were found to determine citizens’ use of e-government services in Qatar. Implications for practice and research are discussed

    COBRA framework to evaluate e-government services: A citizen-centric perspective

    E-government services involve many stakeholders who have different objectives that can have an impact on success. Among these stakeholders, citizens are the primary stakeholders of government activities. Accordingly, their satisfaction plays an important role in e-government success. Although several models have been proposed to assess the success of e-government services through measuring users' satisfaction levels, they fail to provide a comprehensive evaluation model. This study provides an insight and critical analysis of the extant literature to identify the most critical factors and their manifested variables for user satisfaction in the provision of e-government services. The various manifested variables are then grouped into a new quantitative analysis framework consisting of four main constructs: cost; benefit; risk and opportunity (COBRA) by analogy to the well-known SWOT qualitative analysis framework. The COBRA measurement scale is developed, tested, refined and validated on a sample group of e-government service users in Turkey. A structured equation model is used to establish relationships among the identified constructs, associated variables and users' satisfaction. The results confirm that COBRA framework is a useful approach for evaluating the success of e-government services from citizens' perspective and it can be generalised to other perspectives and measurement contexts.     Derechos sociales y teorĂ­a de la integraciĂłn europea: ubicando la jurisprudencia del TJUE en tres contextos nacionales

    This article examines the jurisprudence of the Court of Justice of the European Union (CJEU) concerning the social rights of mobile EU citizens from the perspective of European integration theory. Our aim is to situate the effects of EU jurisprudence in 3 Member States – Germany, the Netherlands, and the UK and examine to what extent the selected Member States change their policies on social rights in relation to CJEU jurisprudence. Europeanization through law has been described as one of the most powerful meta-narratives of European integration: the adoption of common laws and standards coupled with the primacy and direct effect of EU law force the Member States to adjust their national policies and legislations in order to comply with EU rules. Europeanization literature has taken a keen interest in legislative acts, and although the importance of CJEU jurisprudence is acknowledged, Europeanization through case law remains a somewhat lesser explored area. The argument put forward in this article is that although EU legislative measures remain an important source of Europeanization of the welfare state, CJEU decisions play an equally important role in clarifying Member State obligations towards economically inactive mobile EU citizens.Este artĂ­culo examina la jurisprudencia del Tribunal de Justicia de la UniĂłn Europea (TJUE), en relaciĂłn a los derechos sociales de ciudadanos comunitarios que migran dentro de la UE, y lo hacen desde la perspectiva de la teorĂ­a de la integraciĂłn europea.     Internet of things security implementation using blockchain for wireless technology

    Blockchain is a new security system which group many data into a block or so called classifying the data into a block. The block can have many types and each of them content data and security code. By using a decentralize mechanism, one security code protect all the data. That could happen at the server. In this research, a network of wireless sensor technology is proposed. The transmission of sensor data is via the Internet of things (Internet of Thing) technology. As many data transmitted, they have to classified and group them into a block. All the blocks are then send to the central processing unit, like a microcontroller. The block of data is then processed, identified and encrypted before send over the internet network. At the receiver, a GUI or Apps is developed to open and view the data. The Apps or GUI have an encrypted data or security code. User must key in the password before they can view the data. The password used by the end user at the Apps or GUI must be equivalent to the one encrypted at the sensor nodes. This is to satisfy the decentralized concept used in the Blockchain. To demonstrate the Blockchain technology applied to the wireless sensor network, a MATLAB Simulink function is used. The expected results should show a number of block of data in cryptography manner and chain together. The two set of data. Both have the data encrypted using hash. The black dots indicate the data has been encrypted whereas the white dot indicate indicates the data is not encrypted. The half white and half black indicates the data is in progress of encrypted. All this data should arrange in cryptography order and chain together in a vertical line. A protocol called block and chain group the data into the block and then chain then. The data appears in the blocks and send over the network. As seen in the simulation results, the yellow color represents the user data. This data has a default amplitude as 1 or 5.
