Conditional vouchers have delivered extra resources to low-income, vulnerable students since 2008. Moreover, under this scheme, additional resources are contingent on the completion of speci c scholastic goals. Using a di erence-in-di erences approach, we nd a positive and signi cant e ect of vouchers on standardized test scores. Additionally, our results highlight the importance of conditioning the delivery of resources to some speci c academic goals when frictions exist in the education market

    Constructing a Toolkit to Evaluate Quality of State and Local Administrative Data

    State and local agencies administering programs have in their administrative data a powerful resource for policy analysis to inform evaluation and guide improvement of their programs. Understanding different aspects of their administrative data quality is critical for agencies to conduct such analyses and to improve their data for future use. However, state and local agencies often lack the resources and training for staff to conduct rigorous evaluations of data quality. We describe our efforts developing tools that can be used to assess data quality as well as the challenges encountered in constructing these tools. The toolkit focuses on critical dimensions of quality for analyzing an administrative dataset, including checks on data accuracy, the completeness of the records, and the comparability of the data over time and among subgroups of interest. State and local administrative databases often include a longitudinal component which our toolkit also aims to exploit to help evaluate data quality. While we seek to develop general tools for common data quality analyses, most administrative datasets have particularities that can benefit from a customized analysis building on our toolkit. In addition, we incorporate data visualization to draw attention to sets of records or variables that contain outliers or for which quality may be a concern

We found that attendance has a relevant and statistically significant impact on performance, together with the existence of a threshold, although contrary to the expected, not associated with a decrease in performance, which questions the existence of minimum attendance requirement

    Tesis (Ingeniero Civil Industrial)En el presente informe se realizará un estudio de pre factibilidad de una página o plataforma web sobre viajes y vacaciones, utilizando la metodología lean-startup, cuya idea es el desarrollo de productos o servicios que tengan alto impacto en el mercado. La problemática a resolver es que los clientes a la hora de planificar un viaje o vacaciones no siempre tienen información de todas las alternativas que nos puede brindar la web, lo que plantea ViajAppi es que con un presupuesto determinado, el cliente pueda elegir entre múltiples opciones de paquetes turísticos que incluyan por lo menos estadía y forma de viajar. En el primer capítulo se plantearán los objetivos del proyecto, sus alcances y limitaciones, como también las normas y leyes que se asocian una posible implantación de la plataforma. En el segundo capítulo se realizará un estudio de mercado, en el cual se evaluará un modelo de negocios CANVAS y los diferentes análisis de oferta y demanda, así también se realizará un plan de acción de posicionamiento y lo más importante que los clientes conozcan la marca, sobre las 4 P del marketing combinado con un método de growth hacking. Luego en el capítulo 3 se van a definir los pertinentes estudios técnicos asociados al proyecto como, la localización y tamaño, y su organización humana. Por último se realizará un análisis económico financiero para determinar la viabilidad y aceptación del presente proyecto

    Network oscillations at the boundary of an equatorial coronal hole

    We investigate intensity oscillations observed simultaneously in the quiet chromosphere and in the corona, above an enhanced network area at the boundary of an equatorial coronal hole. A Fourier analysis is applied to a sequence of images observed in the 171 A and 1600 A passbands of TRACE. Four interesting features above the magnetic network are further investigated by using a wavelet analysis. Our results reveal that, in both the 171 A and 1600 A passbands, oscillations above the magnetic network show a lack of power at high frequencies (5.0-8.3 mHz), and a significant power at low (1.3-2.0 mHz) and intermediate frequencies (2.6-4.0 mHz). The global 5-min oscillation is clearly present in the 4 analyzed features when seen in the 1600 A passband, and is also found with enhanced power in feature 1 (leg of a large coronal loop) and feature 2 (legs of a coronal bright point loop) when seen in the 171 A passband. Two features above an enhanced network element (feature 3 and feature 4) show repeated propagating behaviors with a dominant period of 10 min and 5 min, respectively. We suggest these oscillations are likely to be slow magneto-acoustic waves propagating along inclined magnetic field lines, from the lower solar atmosphere into the corona. The energy flux carried by these waves is estimated of the order of 40 erg cm\^{-2} s\^{-1} for the 171 A passband and is far lower than the energy required to heat the quiet corona. For the 1600 A passband, the energy flux is about 1.4*10^6 erg cm\^{-2} s\^{-1}, which is about one third of the required energy budget for the chromosphere.Comment: 7 pages, 8 figure

    This is the editorial letter for the Special Issue dedicated to the VIII International Workshop on Spatio-temporal Modelling (METMAVIII) which took place in Valencia (Spain) from 1 to 3 June 2016, and to the second Galician-Portuguese meeting of Biometry, with applications to Health Sciences, Ecology and Environmental Sciences (BIOAPP2016) held in Santiago de Compostela (Spain), 30–2 July 2016. This special issue summarises and discusses selected peer-reviewed contributions related to spatial and spatio-temporal statistical methodologies comprising both new methodological approaches and a wide range of applications related to environmental and biometrical problems. Point processes, lattice data and geostatistical methods are covered.     Growing evidence suggests pollution and other environmental factors have a role in the development of tuberculosis (TB), however, such studies have never been conducted in Peru. Considering the association between air pollution and specific geographic areas, our objective was to determine the spatial distribution and clustering of TB incident cases in Lima and their co-occurrence with clusters of fine particulate matter (PM2.5) and poverty. We found co-occurrences of clusters of elevated concentrations of air pollutants such as PM2.5, high poverty indexes, and high TB incidence in Lima. These findings suggest an interplay of socio-economic and environmental in driving TB incidence

    New views on the emission and structure of the solar transition region

    The Sun is the only star that we can spatially resolve and it can be regarded as a fundamental plasma laboratory of astrophysics. The solar transition region (TR), the layer between the solar chromosphere and corona, plays an important role in solar wind origin and coronal heating. Recent high-resolution observations made by SOHO, TRACE, and Hinode indicate that the TR is highly nonuniform and magnetically structured. Through a combination of spectroscopic observations and magnetic field extrapolations, the TR magnetic structures and plasma properties have been found to be different in coronal holes and in the quiet Sun. In active regions, the TR density and temperature structures also differ in sunspots and the surrounding plage regions. Although the TR is believed to be a dynamic layer, quasi-steady flows lasting from several hours to several days are often present in the quiet Sun, coronal holes, and active regions, indicating some kind of plasma circulation/convection in the TR and corona. The emission of hydrogen Lyman lines, which originates from the lower TR, has also been intensively investigated in the recent past. Observations show clearly that the flows and dynamics in the middle and upper TR can greatly modify the Lyman line profiles.Comment: This paper has been withdrawn by the authors.
