    Labour market policy if the general public was in charge

    This study uses survey data among both a random sample (N = 500) and a convenience sample (N = 2,919) of Flemish adults to assess public support for 24 potential labour market reforms. The results show that there is a lot of public support for (both encouraged and mandatory) training and community service for the unemployed and for the so-called ‘job bonus’, which are all reforms planned by the Flemish government Jambon I. However, there is little public support for reforms which should make the – apparently strongly desired – increase of the minimum pension to 1,500 euro after taxes possible, such as gradually eliminating early retirement possibilities, decreasing how much equated periods (such as periods of sick leave and unemployment) count towards pension accrual, and (partly) unlinking wages from seniority. This indicates that the end-of-career-debate that the Belgian federal government De Croo I wants to have will not be an easy one. For the planned increased monitoring to fight social and fiscal fraud, there is, however, a lot of public support. Somewhat surprisingly, there is little public support for reforms which aim to strengthen the position of women on the labour market, such as more quota for women in boards of directors in private companies, more parental leave for couples who divide this leave more equally, and increased paternity leave from 10 to 20 days

    Quantifying cloud performance and dependability:Taxonomy, metric design, and emerging challenges

    In only a decade, cloud computing has emerged from a pursuit for a service-driven information and communication technology (ICT), becoming a significant fraction of the ICT market. Responding to the growth of the market, many alternative cloud services and their underlying systems are currently vying for the attention of cloud users and providers. To make informed choices between competing cloud service providers, permit the cost-benefit analysis of cloud-based systems, and enable system DevOps to evaluate and tune the performance of these complex ecosystems, appropriate performance metrics, benchmarks, tools, and methodologies are necessary. This requires re-examining old system properties and considering new system properties, possibly leading to the re-design of classic benchmarking metrics such as expressing performance as throughput and latency (response time). In this work, we address these requirements by focusing on four system properties: (i) elasticity of the cloud service, to accommodate large variations in the amount of service requested, (ii) performance isolation between the tenants of shared cloud systems and resulting performance variability, (iii) availability of cloud services and systems, and (iv) the operational risk of running a production system in a cloud environment. Focusing on key metrics for each of these properties, we review the state-of-the-art, then select or propose new metrics together with measurement approaches. We see the presented metrics as a foundation toward upcoming, future industry-standard cloud benchmarks

    Attributable deaths and disability-adjusted life-years caused by infections with antibiotic-resistant bacteria in the EU and the European Economic Area in 2015: a population-level modelling analysis

    Background: Infections due to antibiotic-resistant bacteria are threatening modern health care. However, estimating their incidence, complications, and attributable mortality is challenging. We aimed to estimate the burden of infections caused by antibiotic-resistant bacteria of public health concern in countries of the EU and European Economic Area (EEA) in 2015, measured in number of cases, attributable deaths, and disability-adjusted life-years (DALYs). Methods: We estimated the incidence of infections with 16 antibiotic resistance–bacterium combinations from European Antimicrobial Resistance Surveillance Network (EARS-Net) 2015 data that was country-corrected for population coverage. We multiplied the number of bloodstream infections (BSIs) by a conversion factor derived from the European Centre for Disease Prevention and Control point prevalence survey of health-care-associated infections in European acute care hospitals in 2011–12 to estimate the number of non-BSIs. We developed disease outcome models for five types of infection on the basis of systematic reviews of the literature. Findings: From EARS-Net data collected between Jan 1, 2015, and Dec 31, 2015, we estimated 671 689 (95% uncertainty interval [UI] 583 148–763 966) infections with antibiotic-resistant bacteria, of which 63·5% (426 277 of 671 689) were associated with health care. These infections accounted for an estimated 33 110 (28 480–38 430) attributable deaths and 874 541 (768 837–989 068) DALYs. The burden for the EU and EEA was highest in infants (aged <1 year) and people aged 65 years or older, had increased since 2007, and was highest in Italy and Greece. Interpretation: Our results present the health burden of five types of infection with antibiotic-resistant bacteria expressed, for the first time, in DALYs. The estimated burden of infections with antibiotic-resistant bacteria in the EU and EEA is substantial compared with that of other infectious diseases, and has increased since 2007. Our burden estimates provide useful information for public health decision-makers prioritising interventions for infectious diseases

    National studies as a component of the World Health Organization initiative to estimate the global and regional burden of foodborne disease

    Background: The World Health Organization (WHO) initiative to estimate the global burden of foodborne diseases established the Foodborne Diseases Burden Epidemiology Reference Group (FERG) in 2007. In addition to global and regional estimates, the initiative sought to promote actions at a national level. This involved capacity building through national foodborne disease burden studies, and encouragement of the use of burden information in setting evidence-informed policies. To address these objectives a FERG Country Studies Task Force was established and has developed a suite of tools and resources to facilitate national burden of foodborne disease studies. This paper describes the process and lessons learned during the conduct of pilot country studies under the WHO FERG initiative. Findings: Pilot country studies were initiated in Albania, Japan and Thailand in 2011 and in Uganda in 2012. A brief description of each study is provided. The major scientific issue is a lack of data, particularly in relation to disease etiology, and attribution of disease burden to foodborne transmission. Situation analysis, knowledge translation, and risk communication to achieve evidence-informed policies require specialist expertise and resources. Conclusions: The FERG global and regional burden estimates will greatly enhance the ability of individual countries to fill data gaps and generate national estimates to support efforts to reduce the burden of foodborne disease

    Probing intermediates in the activation cycle of [NiFe] hydrogenase by infrared spectroscopy: the Ni-SIr state and its light sensitivity

    The [NiFe] hydrogenase from the sulphate-reducing bacterium Desulfovibrio vulgaris Miyazaki F is reversibly inhibited in the presence of molecular oxygen. A key intermediate in the reactivation process, Ni-SIr, provides the link between fully oxidized (Ni-A, Ni-B) and active (Ni-SIa, Ni-C and Ni-R) forms of hydrogenase. In this work Ni-SIr was found to be light-sensitive (T ≤ 110 K), similar to the active Ni-C and the CO-inhibited states. Transition to the final photoproduct state (Ni-SL) was shown to involve an additional transient light-induced state (Ni-SI1961). Rapid scan kinetic infrared measurements provided activation energies for the transition from Ni-SL to Ni-SIr in protonated as well as in deuterated samples. The inhibitor CO was found not to react with the active site of the Ni-SL state. The wavelength dependence of the Ni-SIr photoconversion was examined in the range between 410 and 680 nm. Light-induced effects were associated with a nickel-centred electronic transition, possibly involving a change in the spin state of nickel (Ni2+). In addition, at T ≤ 40 K the CN− stretching vibrations of Ni-SL were found to be dependent on the colour of the monochromatic light used to irradiate the species, suggesting a change in the interaction of the hydrogen-bonding network of the surrounding amino acids. A possible mechanism for the photochemical process, involving displacement of the oxygen-based ligand, is discussed

    Determining Signalling Nodes for Apoptosis by a Genetic High-Throughput Screen

    With the ever-increasing information emerging from the various sequencing and gene annotation projects, there is an urgent need to elucidate the cellular functions of the newly discovered genes. The genetically regulated cell suicide of apoptosis is especially suitable for such endeavours as it is governed by a vast number of factors.We have set up a high-throughput screen in 96-well microtiter plates for genes that induce apoptosis upon their individual transfection into human cells. Upon screening approximately 100,000 cDNA clones we determined 74 genes that initiate this cellular suicide programme. A thorough bioinformatics analysis of these genes revealed that 91% are novel apoptosis regulators. Careful sequence analysis and functional annotation showed that the apoptosis factors exhibit a distinct functional distribution that distinguishes the cell death process from other signalling pathways. While only a minority of classic signal transducers were determined, a substantial number of the genes fall into the transporter- and enzyme-category. The apoptosis factors are distributed throughout all cellular organelles and many signalling circuits, but one distinct signalling pathway connects at least some of the isolated genes. Comparisons with microarray data suggest that several genes are dysregulated in specific types of cancers and degenerative diseases.Many unknown genes for cell death were revealed through our screen, supporting the enormous complexity of cell death regulation. Our results will serve as a repository for other researchers working with genomics data related to apoptosis or for those seeking to reveal novel signalling pathways for cell suicide
