    The contested privileging of zero carbon: plausibility, persuasiveness and professionalism

    The global policy challenge of responding to climate change comprises a ‘super-wicked’ problem which consistently defies solution. Despite the UK Government’s commitment to zero carbon by 2050 there is little clarity on how this ambitious target is going to be achieved. Even on the level of individual buildings there is a perennial risk of unintended consequences if top-down targets are pursued in isolation of other considerations. The quest for zero carbon is hence embedded within ongoing processes of narrative contestation, and inextricably intertwined with issues of professional identity. It is contended that design is an inherently social process which continues throughout a building’s life-cycle. It is within this context that designers seek to accommodate zero-carbon targets alongside a multiple of other priorities. Hence any radical shift in the nature of educational provision may well prove to be counter-productive. Yet much more could undoubtedly be done during education to incubate the quest for low carbon as an essential component of professional identity. There is a need for professionals continuously to hold others to account on the basis of the plausibility of their zero carbon narratives. Of equal importance is the need to ensure that built environment professionals continue to respond to the changing policy landscape

    The challenge of policy coordination for sustainable sociotechnical transitions: the case of the zero-carbon homes agenda in England

    Emerging in recent research on sociotechnical transitions towards a low-carbon economy is the question of the extent to which such transitions require centralised, intentional coordination by government. Drawing from Hayek's conceptualisation of coordination, I evaluate the effectiveness of policy for low-carbon and zero-carbon homes in England. A detailed analysis is presented of how policy makers address complex choices and trade-offs as well as significant uncertainty. Particular attention is given to those policy decisions which are widely agreed by stakeholders to cause distortive effects. The focus here on the impacts of policy definition and delivery in terms of multiple evaluative criteria can complement and enrich the more process-orientated cross-sector and multilevel analyses that predominate in existing research on policy coordination. Furthermore, the coordination problems identified yield further insights into the actual and potential effectiveness of policy processes in shaping complex sociotechnical transitions

    Testing the nexus between C&D waste management strategies & GHG emission performances : the case of UK student accommodation refurbishment projects

    All governments, industry sectors and societies each have a pivotal role to play if we are to mitigate anthropogenic climate change. For the construction industry, limiting emissions and addressing issues of sustainability is not just important for reducing the environmental impacts of the sector, but is simply good practice. This research investigates the nexus between the generation and management of waste and greenhouse gas performance in the refurbishment sector, with specific focus on UK student accommodation projects. Performance data from three case study projects were analysed in order to: evaluate the types and extent of wastes and how they are managed; the greenhouse gas impacts of each project waste management strategy; and an assessment is undertaken to estimate the number of BREEAM waste credits that each project would have achieved. The research concludes that the overall greenhouse gas performance of a project’s waste management strategy is highly dependent on how specific high emission impact factor waste streams are managed, and notably, there is a disconnect between waste targets, legislation and sustainability benchmarking schemes that measure success based on the levels of diverting waste from landfill, and the emission performance of waste management strategies. A key area of risk potentially overlooked relates to the scenarios where proportionally small quantities of high emission wastes (e.g. plastics) were sent to landfill alongside large quantities of low emission wastes (e.g. aggregates, bricks, etc.). To ensure the increased emission performance of the refurbishment sector, greater focus is needed on preventing specific categories of waste from the landfill pathway

    Infrastructure transformation as a socio-technical process - Implications for the governance of energy distribution networks in the UK

    This paper seeks to uncover and examine the complex set of governance challenges associated with transforming energy distribution networks, which play a key enabling role in a low carbon energy transition. We argue that, although the importance of such infrastructure networks to sustainability and low carbon transitions in the energy, water and mobility sectors is clear, there is relatively little understanding of the social and institutional dimension of these systems and appropriate governance strategies for their transformation. This may be because the prevalent model of infrastructure governance in the energy and other sectors has prioritised short term time horizons and static efficiencies. In this paper we draw on the social shaping of technology literature to develop a broader understanding of infrastructure change as a dynamic socio-technical process. The empirical focus of the paper is on the development of more flexible and sustainable energy distribution systems as key enablers for the UK's low carbon transition. Focusing on electricity and heat networks we identify a range of governance challenges along different phases of the 'infrastructure lifecycle', and we draw lessons for the development of governance frameworks for the transformation of energy infrastructure more generally

    ‘Demand pull’ government policies to support Product-Service System activity: the case of Energy Service Companies (ESCos) in the UK

    Product-Service Systems (PSSs) constitute a family of service-based business models designed to satisfy our societal needs in an economically and environmentally sustainable manner. To date however PSS application has remained niche due to a variety of critical barriers. This paper explores how ‘demand pull’ national government policies could support PSS activity by addressing these barriers and cultivating market demand. Lessons are drawn from a case study of how regulatory, economic incentive, informative and procurement policies have supported Energy Service Company (ESCo) activity in the UK; a sub-set of the PSS family focused on energy service provision. Subsequently five policy recommendations are presented to support PSS activity: (1) balancing economic incentives and regulatory disincentives; (2) promoting indirect policy support; (3) redesigning existing market structures; (4) promoting locally-led PSS activity; and (5) creating stable policy frameworks. The paper warns however that national government policy cannot easily address all PSS barriers, such as customer preferences, international developments, technological progress and inherent business model weaknesses, pointing to the need for other complementary solutions. Furthermore, other governance actors beside national government could also implement PSS supporting policies
