    Lessons Learned from Applying an Integrated Land Use Transport Planning Model to Address Issues of Social and Economic Exclusion of Marginalised Groups: The Case of Cape Town, South Africa

    The Group Areas Act of 1950 has resulted in post-apartheid South African cities being characterised by spatial patterns with limited access to social and economic opportunities for the black and coloured population. Typically, high-density low-income housing is located peripherally, while low density high-income housing is located in accessible central areas. With increased rural-to-urban migration, the demand for formal housing has historically surpassed supply, which has increased the growth of informal settlements. Current discourse within South African land use policy suggests that in-situ upgrading of informal housing is a viable response to integrate informal settlements into the formal city. In parallel, it is proposed that new low-income residential areas and employment-generating land uses should be located along transport corridors to improve access to transport, its infrastructure and the opportunities it provides for previously marginalised groups. This study uses Cape Town as a case city to explore two land-use driven development strategies directed at informal settlements and low-income housing. A dynamic land use transport model based on a cellular automata land use model and a four-stage transport model was used to simulate land use and transport changes. Specifically, in-situ upgrading of informal settlements and strategically locating new low-income residential and employment generating land uses along transport corridors were considered. The results from the analysis suggest that in-situ upgrading is a viable option only if new informal settlements are in areas with easy access to economic centres. With regards to low-income housing, targeted interventions aimed at ‘unlocking’ low-income housing activities along transport corridors were found to be useful. However, it was also observed that middle-income residential development and employment generating activities were also attracted to the same corridors, thus, resulting in mixed land uses, which is beneficial but can potentially result in rental bids between low and middle-income earners thus displacing low-income earners away from these areas

    In order to fulfil RECARE’s aim to quantify in a harmonized, spatially explicit way impacts of degradation and conservation on soil functions and ecosystem services, it is important to understand the concept and review the current scientific debate. This will lay the foundation for the development and selection of appropriate methods to measure, evaluate, communicate and negotiate the services we obtain from soils with stakeholders in order to improve land management. Despite various research activities in the last decades across the world, many challenges remain to integrate the concept of ecosystem services (ES) in decision-making, and a coherent approach to assess and value ES is still lacking (de Groot et al., 2010). There are many different, often context-specific, ES frameworks with their own definitions and understanding of terms. This chapter therefore aims to identify the state of the art and knowledge gaps in order to develop an operational framework of the ES concept for the RECARE project. It will provide an overview on existing soil functions and ES frameworks and on approaches to monitor and value ES, with a special focus on soil aspects. Furthermore, it will address the question how the ES concept is operationalized in research projects and land management in Europe so far. Based on this review, the chapter concludes with a suggestion of an adapted ES framework for RECARE and on how to operationalize it for practical application in preventing and remediating degradation of soils in Europe

    Urban planning capabilities for bushfire: treatment categories and scenario testing

    The challenges facing settlements relating to bushfire require integrated approaches that manage risks across a wide range of factors. This paper sets out a framework demonstrating how urban planning, when coupled with appropriate decision support and future scenario testing, can reduce risks relating to bushfire while considering future growth. Examples of how planning can modify aspects of risk in association with scenario testing are included. Five main categories of risk reduction treatments are shown. The paper contributes to risk reduction by providing practical mechanisms for risk avoidance and treatment via urban and land-use planning systems combined with forward scenario testing to guide existing settlements and future growth

    Soil-Improving Cropping Systems for Sustainable and Profitable Farming in Europe

    Soils form the basis for agricultural production and other ecosystem services, and soil management should aim at improving their quality and resilience. Within the SoilCare project, the concept of soil-improving cropping systems (SICS) was developed as a holistic approach to facilitate the adoption of soil management that is sustainable and profitable. SICS selected with stakeholders were monitored and evaluated for environmental, sociocultural, and economic effects to determine profitability and sustainability. Monitoring results were upscaled to European level using modelling and Europe-wide data, and a mapping tool was developed to assist in selection of appropriate SICS across Europe. Furthermore, biophysical, sociocultural, economic, and policy reasons for (non)adoption were studied. Results at the plot/farm scale showed a small positive impact of SICS on environment and soil, no effect on sustainability, and small negative impacts on economic and sociocultural dimensions. Modelling showed that different SICS had different impacts across Europe-indicating the importance of understanding local dynamics in Europe-wide assessments. Work on adoption of SICS confirmed the role economic considerations play in the uptake of SICS, but also highlighted social factors such as trust. The project's results underlined the need for policies that support and enable a transition to more sustainable agricultural practices in a coherent way

    Assessing impacts of soil management measures on ecosystem services

    Only a few studies have quantified and measured ecosystem services (ES) specifically related to soil. To address this gap, we have developed and applied a methodology to assess changes in ecosystem services, based on measured or estimated soil property changes that were stimulated by soil management measures (e.g., mulching, terracing, no-till). We applied the ES assessment methodology in 16 case study sites across Europe representing a high diversity of soil threats and land use systems. Various prevention and remediation measures were trialled, and the changes in manageable soil and other natural capital properties were measured and quantified. An Excel tool facilitated data collection, calculation of changes in ecosystem services, and visualization of measured short-term changes and estimated long-term changes at plot level and for the wider area. With this methodology, we were able to successfully collect and compare data on the impact of land management on 15 different ecosystem services from 26 different measures. Overall, the results are positive in terms of the impacts of the trialled measures on ecosystem services, with 18 out of 26 measures having no decrease in any service at the plot level. Although methodological challenges remain, the ES assessment was shown to be a comprehensive evaluation of the impacts of the trialled measures, and also served as an input to a stakeholder valuation of ecosystem services at local and sub-national level

    Linking Narrative Storylines and Quantitative Models To Combat Desertification in the Guadalentín, Spain

    Abstract: Desertification in Spain is a largely society-driven process, which can be effectively managed only through an understanding of ecological, socio-cultural and economic driving forces. This calls for a more active role of decision makers and other stakeholders. We present a promising approach, involving stakeholders in the scenario development process and linking these narrative storylines with an integrated quantitative model. Within the framework of a larger EC-financed project, dealing with desertification in the Mediterranean region, multiscale scenarios were developed for Europe, the Northern Mediterranean and four local areas. In the same project a Policy Support System (PSS) was developed. The main objective of the present exercise was to establish a link between the qualitative scenarios and the PSS for the watershed of the Guadalentín River in Spain. From the results of two scenario workshops, three scenarios were selected, all linked to the same Mediterranean scenario. Our selection aimed at maximising both the variety in the narrative storylines and the expected output of the PSS. The scenarios were subsequently formalised, ensuring that the same information was present for all three scenarios; semi-quantified ("translated") by linking them to the main entry points of the PSS; and quantified by parameterisation of the model. Although model runs have not yet been carried out, preliminary results indicate the potential for the constructed quantitative scenarios. The paper illustrates the practical potential and pitfalls of linking qualitative storylines and quantitative models. Future research should, however, also focus on the more fundamental theoretical obstacles that are easily overlooked
